Background / History
• At the March 6, 2013 Board meeting, a workshop was held
to provide information about replacement of the Donner
View Hydropneumatic Pump Station
• Donner View Hydropneumatic Pump Station
— Constructed in 1972
— Approaching the end of the station's useful life
— Provides potable water and fire protection for Donner View
Hydro Zone
— Donner View Pump Station houses critical communications
equipment as well

New Information
• Request for bids
— On May 23, 2013 the District issued request for bids for new
packaged hydropneumatic pump system
• Bid openings
— On July 2, 2013, staff evaluated the two received bids and found
them each to be non -responsive
The lowest bidder did not meet the technical specifications

• Staff proposes the rejection of all bids
• Staff proposes to procure a hydropnuematic pump system
through negotiations with a vendor, or series of vendors
• Staff proposes to establish a firm price with a vendor, or
vendors, not to exceed $60,000
• Final selection of a vendor, or series of vendors will be
based on:
— Price
— Ability to deliver in a timely manner
— Ability to meet the District's materials and performance
specifications

Fiscal Impact
• Sufficient funds exist for the purchase of the pumping
equipment within the Water Department Capital
Replacement and the Conservation Budget's Wire to Water
Fund.
— The Conservation Department's Wire to Water Fund is
applicable based on the expected improvements in overall
plant efficiency

Recommendation
a) Reject all bids received for the Donner View Hydropneumatic
Package Pump System as non -responsive
b) Authorize Staff to negotiate with a vendor, or a series of vendors,
establish a firm price not to exceed $60,000, for the purchase of a
hydropneumatic pump system
c) Authorize the transfer of funds in an amount not to exceed
$60,000 from the Water Department Capital Replacement Fund
to the Water Department Operations Fund
