Consideration of the
Purchase of Electric Meters
and a Handheld Reader

Background / History
• Electric meters record power consumption
• District uses mobile data collectors and handheld readers to
collect electric meter data for customer billing
• Installed batch of meters are about 15 years old

New Information
• New meters are required for replacement purposes and for
new construction
• District needs new a handheld reader to replace an obsolete
reader
• Public Contract Code allows for the sole source purchase of
equipment "In order to match other products in use on a
particular public improvement"
— Finding by awarding authority is necessary
• iTron meters and data collectors
— Unique functionality, quality, and compatibility
— General Pacific is only factory authorized dealer in area
• District will use meters in less than two years

Fiscal Impact
• General Pacific has submitted a special offer
— $24,750 for 360 electric meters and one handheld reader
— $4,990 credit for returning obsolete handheld reader
— Effective net price is $19, 760
— Total value is $27,000
• Sufficient funds exist in the FY13 Budget

Recommendation
a) Adopt Resolution
2013-19 finding
that
the sole source
purchase
of
iTron
electric
meters
from
General
Pacific
is
necessary to maintain compatibility with the District's
electric billing system
b) Authorize the purchase of 360 electric meters and a
replacement handheld reader in an amount not to exceed
$24,750 plus tax, less a credit of $4,990 for the return of the
old handheld reader
