a Contract for the SCADA
Reliability Improvement
Project -Phase 3

Background / History
• The District has 5 electric and 55 water facilities
• Existing Supervisory Control and Data Acquisition (SCADA)
communication schema is antiquated and unreliable
• System needs updating (speed, capacity, and security)
• Conduit installed with other projects since 2000
• Phase 1 construction completed in 2011
• Provides the backbone for the system and serves 4 facilities
• Phase 2 construction near completion
• Serves an additional 5 facilities

• Phase 3 of SCADA Reliability Improvement Project will
connect the District office to the following facilities:
— 6170 Storage Tank
— Prosser Heights Well
— Prosser Village Well
— Fibreboard Well
— China Camp Hydrostation

Fiscal Impact
• Sufficient funds exist within the approved FY13 District
capital budget for the Phase 3 project
• Costs will be equally allocated between the Electric and
Water Departments

Recommendation
a) Declare Golden State Utility Co. bid as non -responsive
b) Find missing personnel certificate from Curtis &Sons
Construction, Inc. as a minor irregularity
c) Award the SCADA Reliability Improvement Project — Phase
3 to Curtis and Sons Construction, Inc. in the amount of
$328,041 plus a 10% change order allowance for an
amount not to exceed $360,845
d) Authorize the transfer of funds from the Water Capital
Reserve Fund to the Water Operating Fund in the amount
not to exceed $180,422
