Subject: Discussion of the District Pipeline Replacement — 2014 Project
1. WHY THIS MATTER IS BEFORE THE BOARD
This item is informational. The Water Department intends to construct the District
Pipeline Replacement - 2014 project during the Summer of 2014.
2. HISTORY
The Water Department has a need to replace existing water pipelines that fall into two
basic categories:
1) Pipes that are in poor condition and require repeated repairs.
2) Pipes that are old, undersized (typically 4-inch diameter and smaller) and have
exceeded their useful life.
3. NEW INFORMATION
The Water Department is conducting preliminary engineering associated with the
District Pipeline Replacement - 2014 project. This preliminary work involves:
• Cost Estimating & Budgeting
• Environmental Review
• Identifying Existing Utilities and Developing an Alignment for the New
Construction
• Coordination with Other Local Agencies
The following pipe segments have been identified as possible candidates for
replacement. They are also shown on Figure 1.

Once the final project budget is established, a final list of pipe segments will be
determined and detailed construction plans and specifications will be developed.
It is currently planned to replace about 1,300 feet of pipe in the Biltz tract during 2014.
These two streets will serve as a pilot for some upcoming replacement work.
Historically, the District's pipeline replacement projects have involved construction of a
new pipe in a new undisturbed location while the existing pipe remains in service to
provide water to customers. However, the streets in the Biltz tract are essentially
single lane roads and there is not an available alignment for installation of a fourth pipe
(there are currently water, sewer and gas pipes in the streets). Therefore, it will be
necessary to establish a temporary aboveground water system to serve customers
while the new pipe is installed in the same trench as the existing pipe. This remove
and replace approach will also be needed for Dulzura Street and Palisade Street in the
Biltz Tract and the Gateway Park area next to the Tahoe Forest Hospital.
It is also feared that trenching in the Biltz Tract will involve significant amounts of rock
excavation. This approach of remove and replace in the same trench should also
serve to reduce that potential impact, since the new pipe will be installed into a trench
where any rock was previously removed for the existing pipe. However, some rock
excavation may be necessary since it is expected that the trench will have to
deepened and widened slightly to accommodate the new pipe.
It is expected that one segment will be included in the bid as an additive alternate
(similar to 2013) to allow the District greater flexibility in matching the actual bid prices
for the project to the available funds.
The current project schedule is:
• Begin Advertising for Bids - February 2014
• Bid Opening - March 25, 2014
• Bid Award - April 2, 2014
• Begin Construction - May 1, 2014
• Complete Construction - October 2014
In addition to the construction contract, the District will retain outside consultants to
perform geotechnical testing and environmental services during the construction
period.
4. FISCAL IMPACT
The Water Department has allocated $1,000,000 for the construction contract. The
planned funding source for this project is the Water Department Capital Replacement
Fund.
5. RECOMMENDATION
Receive this report and provide comment.
