Subject: Consideration of an Update to the TDPUD's "Renewable Energy
Resources Procurement Plan"
1. WHY THIS MATTER IS BEFORE THE BOARD
This item involves approving an updated Renewable Energy Resources Procurement
Plan (RPS Procurement Plan).
2. HISTORY
On December 7, 2011, the Board approved and updated the current Renewable
Energy Resources Procurement Plan. Since then, the CEC has updated the
regulations and the updated regulations will become effective October 1, 2013.
On September 18, 2013, a workshop was given to the Board that discussed the
revisions from the CEC and the revisions required to the existing Renewable Energy
Resource Procurement Plan RPS Plan (RPS Procurement Plan).
3. NEW INFORMATION
TDPUD's updated RPS Procurement Plan (Attachment 1 redlined, Attachment 2 final)
is based on a mode plan developed by Northern California Power Agency (NCPA) for
use by its members. These changes range from some minor RPS regulation
references to major section re -writes such as Carryover language for REC's and
Reporting language. The major changes include:
• Retail Sales defined as all retail sales less own use and water pumping
• Procurement targets (Section 3) with the inclusion of new language that
incorporates specific target formulas for each of the three compliance periods
• Carryover language for REC's including new language identifying historic
carryover of REC's. This is something that was not included previously
• Reporting language (Section 11) with additional language from the regulations
to be included in the update
4. FISCAL IMPACT
There is no direct financial impact associated with the update and approval of the RPS
Procurement Plan as required by Senate Bill U2.
5. RECOMMENDATION
Adopt the updated Renewable Energy Resources Procurement Plan.
