HomeMy WebLinkAbout8, Renewable Energy Procurement Plan updateConsent Item # 8 Update to the Renewable Energy Resources Procurement Plan October 2, 2013 Background / History Legislative Background • Senate Bill 1078 — Signed into law in 2002 — Required retail sellers to procure 20% renewable energy by Dec 31, 2007 — Publicly owned utilities set their own RPS • Senate Bill 1 X2 — Signed into law in 2011 — Requires 33% RPS by 2020 2 Background / History Senate Bill 1 X2 key provisions • Requires 33% of electricity sales from CEC eligible resources by 2020 • Defines eligible resources that apply to TDPUD • Establishes 3 compliance periods • Requires POU participation — Specified action by local governing boards 3 New Information Senate Bill 1 X2 Key Provisions • Sets minimum RPS compliance targets for three compliance periods 100°% 90% 80% 70°% 60% 50% 40% 30% 20% 10% 0°% 2011-2013 2014-2016 2017-2020+ Compliance Period 1 — 20% Jan 1, 2011 — Dec 31, 2013 Compliance Period 2 — 25% Jan 1,2014 — Dec 31, 2016 Compliance Period 3 — 33% Jan 1, 2017 — Dec 31, 2020+ New Information • POU enforcement regulations started in 2011 and regulations will become effective on October 1, 2013 • RPS enforcement regulations for the first time define for a specific purpose the term "Retail Sales" - "Sale of electricity by a POU to end -use -customers and their tenants, measured in MWh. This does not include energy consumption by a POU, electricity used by a POU for water Pumping,. or electricity produced for onsite consumption (self - generation)." 5 New Information • TDPUD's Renewable Energy Resources Procurement Plan will need to be updated and revised • These Changes to include: — Retail Sales definition; all retail sales less own use and water pumping — Procurement targets (section 3) — Carryover language for REC's — Reporting language (section 11) a Fiscal Impact • There is no direct fiscal impact associated with the development and approval of the RPS Procurement Plan 7 Recommendation • Adopt the updated Renewable Procurement Plan Energy Resource
