WHY THIS MATTER IS BEFORE THE BOARD Board approval is required for expenditures in excess of $15,000. PA:1[3 1 Is]:T1 The Electric Department's Supervisory Control and Data Acquisition (SCADA) system was originally installed in 1996. In 2006, the District replaced the SCADA master station hardware and software due to age and obsolescence of the original components. These systems are now approaching 8 years in age, the typical life expectancy of most SCADA systems. In 2012, the Board approved the purchase of a virtualized server environment for the District's computer systems (Customer Information, Billing, GIS, Water SCADA, others). This system is now operating the District's servers in a high availability, redundant environment. Additional advantages the virtualized server environment include: improved hardware/software fail over capabilities, reduced administration and management costs, and a reduction in power costs. 3. NEW INFORMATION The proposed Electric SCADA server upgrade from a proprietary software operating system to a Windows operating system allows their installation in the District's virtual server environment with all of the associated benefits. The proposed upgrade and associated services will result in the optimization of Electric SCADA operations, a significant improvement in SCADA system reliability, and reduced maintenance costs to the District. The District's SCADA system vendor, Survalent, has assembled a quote to accomplish the proposed upgrade and associated conversion services. The total cost to perform this work is $84,316. This price also includes one year of maintenance services at a cost of about $12,000, an amount which the District currently pays every year in December. Due to the highly specialized software and services required for the Electric SCADA system, staff recommends that competitive bidding be dispensed with in accordance with District Resolution No. 9606 and the need for the replacement software to interact, and be compatible, with existing hardware and software. 4. FISCAL IMPACT Sufficient funds exist in the FY13 Electric Capital Budget for the proposed operating system upgrade and conversion services for the Electric SCADA system. There is also a 10% contingency allowance for any potential change orders. 5. RECOMMENDATION Approve the purchase of an operating system upgrade and conversion services from Survalent for the Electric SCADA System for a base amount of $84,316, plus a 10% contingency, for an amount not to exceed $92,748. 4r� 46��/L Stephen Hollabaugh Assistant General Manager Michael D.
