Purchase of an Operating
System Upgrade to the Electric
SCADA System

Background / History
• Electric SCADA system originally installed in 1996
— Dual redundant master stations
— Five substation RTUs
• Replaced master station hardware and software in 2006
— 8 years old
— No upgrade path for current system
• Virtual Servers
— Installed in 2012
— CIS, Billing, GIS, Water SCADA, other servers
— Advantages include high availability, redundancy, and reduced
administration costs

New Information
• Proposed upgrade to Electric SCADA System
— Change to Windows Server operating system
— Install in Virtual Server Environment
— Optimize SCADA operations, improve reliability, reduce costs
• Survalent Technology (existing SCADA vendor)
— Quote to perform upgrade is $84,316
— Includes yearly maintenance fee of about $12,000
— Competitive bidding can be dispensed with in accordance with
District Resolution No. 9606

Fiscal Impact
• Sufficient funds exist within the FY13 Electric Capital
Budget for the proposed system upgrade and conversion
services for the Electric SCADA system
• There is also a 10% contingency allowance for any potential
change orders

Recommendation
• Approve the purchase of an operation system upgrade and
conversion services from Survalent for the Electric SCADA
System for a base amount of $84,316, plus a 10%
contingency, for an amount not to exceed $92,748
