WHY THIS MATTER IS BEFORE THE BOARD Board approval is required for purchases in excess of $15,000 and only the Board can declare vehicles surplus. PA:1 [3 1 Is]:T1 In 2008, the District established an Electric Vehicle Replacement Fund to provide a source of funds for periodic vehicle replacement. Funds are added each year by the Electric Department as described in the adopted budget. 3. NEW INFORMATION The Electric Department Overhead Line Construction Spool Trailer is in need of replacement due to the poor working condition and safety concerns of the antiquated unit. Replacement parts are not available for the 40 year old trailer. Specifications were prepared and a request for bids was advertised in the Sierra Sun on December 4th for a Trailer Mounted, Two Reel Carrier-Tensioner, with Hydraulic Rewind. A bid opening was held on December 11, 2013. Three bids were received and all were responsive. Costs are summarized below. Vendor Total Brooks Brothers Trailers $67,000 Sherman & Reilly $74,555 Wagner -Smith Equipment $97,954 The existing District overhead line construction spool trailer (Unit 283), may be surplused and sent to public auction with proceeds from the sale being deposited into the Electric Department Vehicle Replacement Fund. 4. FISCAL IMPACT Sufficient funds exist in the Electric Vehicle Replacement Fund for the purchase of this trailer. Recovery of some of the initial investment will be made through the sale of the surplus trailer at public auction. Proceeds from the sale will be transferred to the Electric Department Vehicle Replacement Fund. 5. RECOMMENDATION A) Award the purchase of one Trailer Mounted, 2-Reel Tensioner with Hydraulic Rewind to Brooks Brothers Trailers in the amount of 67,000.00 plus applicable taxes B) Authorize the transfer of $67,000.00 plus applicable taxes from the Electric Department Vehicle Replacement Fund to the Electric General Fund C) Declare Unit-283 surplus and apply the sales proceeds to the Electric Department Vehicle Replacement Fund Stephen Hollabaugh Michael D.
