WHY THIS MATTER IS BEFORE THE BOARD Board approval is required for contract awards over $15,000. 2. HISTORY The Electric System Master Plan is a comprehensive planning report which provides information on existing District electric facilities and the current level of service provided to District customers. It also serves as a blueprint for electric system updates to accommodate growth and development. The District Code specifies that the Electric System Master Plan Study be updated every 5 years. The previous Master Plan was completed in 2009 by Electrical Consultants Incorporated (ECI). K 1Z1:47VI1'1;101NiTiI_'%IEelZ The District issued a RFP on October 31, 2013. The closing date for submittals was November 26, 2013. Proposals were received from 4 firms: Commonwealth Associates, Inc (CAI).; Electrical Consultants Inc. (ECI); Kinectrics Inc.; and Leidos. A proposal review committee was formed which consisted of Steve Hollabaugh, Joe Horvath, Neil Kaufman, and Sanna Schlosser. Each member scored the technical proposals using the following specific criteria; technical approach, firm and staff experience, project management and QA/QC controls. This score accounted for up to 85 points out of a total possible score of 100 points. The cost proposals were evaluated only after the technical proposals were reviewed and were worth up to 15 points. The District's previous experience with ECI was very positive and they have the advantage of being familiar with the District's needs and data models. 4. FISCAL IMPACT The Cost Proposal from ECI is $58,164. The FY14 budget includes $70,000 for a Master Plan Update. 5. RECOMMENDATION Award the Electric System Master Plan study to Electrical Consultants Inc. in an amount of $58,164 plus a 10% change order allowance for an amount not to exceed of $63,980.
