Water System Master Plan
Neil Kaufman has submitted to the Board a draft update to the Water System Master Plan. He
and Ed Taylor participated in a Board wrokshop on the Plan at a meeting in December.
Members of the Contractors Association of Truckee Tahoe attended that meeting and raised
concerns over the proposed facilities fee and I was authorized to work with them to further
explore their concerns and discuss options.
Ed, Neil and I met with representatives of CATT and discussed their views. We are now
developing alternatives for implementation of the facilities fees for presentation to the Board. An
item appears on this current agenda to adopt a Negative Declaration on the Water System
Master Plan and to schedule a public hearing. The CEQA process will require at least thirty
days to complete and during that time we will have an opportunity to further discuss alternatives
to implement revised facilities and connection fees.
After the CEQA process is complete and you have a chance to consider options for the fees,
you will be able to hold a hearing and adopt an ordinance amending the fees. That ordinance
will not take effect for thirty days after its adoption.
Thus, it is likely that a new facilities fee and connection would not be in effect until about April
15. In the meanwhile we suggest that you consider a resolution suspending the acceptance of
facilities fees and connection fees until a decision is made on amendments to those fees.
We are not suggesting that construction be halted; construction may continue. We are
suggesting that fees be collected prior to the date that water service is actually available. At that
time we would charge the revised fees.
Recommendation
I recommend that the Board adopt the attached resolution suspending the collection of water
connection and facilities fees.
