Subject: Staff Activity Report; June ‘01

During the month of June ’01 I focused my attention on five related areas:
1. CENIC “DCP” project
2. Williams Communications Construction Project
3. Broadband Infrastructure Design
4. Broadband Financing
5. Litigation
CENIC (Corporation for Education Network Initiatives in California) designed the DCP (Digital California
Project) to bring high-performance network technology to all of California’s K-12 schools. In order to deliver
this technology to students in the Tahoe Truckee Unified School District the TDPUD has agreed to provide
space for DCP equipment within it’s Donner Pass Road office. To date, District involvement has included
coordination with DCP sub-contractors and site preparation.

District staff has been in close contact with Williams Communications as it relates to the extension of the
District’s casing underneath I 80, and William’s work required prior to the District taking ownership of conduit
through Truckee.

As part of our ongoing research into the provision of Broadband Services, Peter Holzmeister and I have
continued discussions with a number of financial consultants and banking institutions to ascertain the nature
of the financial market today, and the availability of financing for the District’s Broadband system.

At Board direction during the month of June I requested proposals from a number of Design Engineering
firms for the design of a District owned Broadband Infrastructure. A matrix summarizing these proposals
was delivered to the Board of Directors at their June 20 meeting. At that time I was directed to enter into
discussions with THIRDNETWORK to negotiate a contract for design services.

Litigation in Federal Court continues between the District and USA Media. Depositions began during the
month of June and will continue through July and possibly August.
