Subject: Consideration of the Award of Installation of Pumping Equipment
1. WHY THIS MATTER IS BEFORE THE BOARD
Board approval is required for expenditures in excess of $15,000.
2. HISTORY
The District does preventative maintenance on its deep turbine water wells. This year
staff has scheduled projects on 2 of the wells and plans to complete construction of a
third. This procurement provides the contractor support needed to install the materials
and equipment for these projects.
3. NEW INFORMATION
The Glenshire Drive Well has an entrained air problem, over the past few years, Staff
has received many complaints about entrained air in the water from customers. Staff
has been able to identify the source of the air. To solve the problem the District needs
to lower the pump an additional 100 feet below the level entrained air water enters
thru the well column. To do this we must add 100 feet of pump column and line-shaft.
The Airport Well has a bend in the well casing this bend puts stress on the line-shaft
and bearings. this stress causes accelerated wear to the line-shaft and bearings. Over
the years, staff has found that the line-shaft and bearings need to be replaced every 2
years, the last time they were replaced was in May of 2007.
The Fibreboard Well was drilled and developed in the fall of 2008, staff recommends a
contract for installation of the pumping equipment for this well. Once Fibreboard Well
is on line it will be use for irrigation water for Gray's Crossing and Old Greenwood golf
courses, there by reducing associated energy costs to the District, and reducing
production at the Districts other well locations.
On March 3, 2009 the District issued request for bids for Glenshire Dr. Well extension,
Airport Well shaft replacement, and Fibreboard Well pump equipment installation.
(Attachment 1 is a copy of the Request For Bids) 1 bid was received. The lowest
responsive bid was from Carson Pump for the amount of $30,900.00.
4. FISCAL IMPACT
Sufficient funds exist for the well pump installation, repair and maintenance program
contract within the approved FY09 capital and operations budgets.
$17,800 is being funded by Water Operations FY09 budget for repair and
maintainance on Glenshire Drive Well and Airport Well.
$13,100 is being funded by Water Facilities Fees for installation of the pumping
equipment for Fibreboard Well.
5. RECOMMENDATION
A. Award the contract for installation of pumping equipment in the amount of
$30,900.00 to Carson Pump of Carson City, Nevada,
B. Authorize the transfer of $13,100.00 from Water Facilities Fees to the Water
De rtment operations fund.

REQUEST FOR BIDS
NOTICE IS HEREBY GIVEN to prospective bidders that sealed bids will be received by
the Truckee Donner Public Utility District for the following project:
Well Pump Installation, Repair & Maintenance Program - The bid opening will be held
at 11:30 AM on Wednesday, March 25, 2009.
This project is for the removal and installation of well pumps and columns as follows:
• Remove and reinstall 380 feet of pump column and line shaft
• Add 100 feet of 10" column and 100 feet of 115/16" line shaft to an existing 340 feet of
10" column
• Install pump, motor and 900 feet of 10" column and 115/16" line shaft
Each bid must conform to the requirements of the specifications, which may be obtained by

The Truckee Donner Public Utility District specifically reserves the right to reject any and all
bids, waive irregularities or informalities in any or all bids, be the sole judge of the suitability of
the items offered and to accept any bid that it determines to be in its best interest.
