WHY THIS MATTER IS BEFORE THE BOARD The Board had requested an update on the District's public outreach procedures prior to the start of the 2009 construction season. 2. HISTORY The Water Department undertakes a number of construction projects each Summer. It is the goal of the District to minimize the impact of these projects on the District's customers and on the general public. Figure 1 shows the areas planned for construction in 2009. As shown on the figure, almost all of the construction work will occur in the Tahoe Donner area, with the exception of a small project on West Reed Avenue at Donner Lake. 3. NEW INFORMATION As keeping with past practice, the Water Department undertakes a number of actions to inform customers and the general public of current and upcoming construction projects. These actions are summarized below: • Newsletter Articles - The Tahoe Donner Association publishes a monthly newsletter. The District has written an article and accompanying map for inclusion in the April 2009 newsletter discussing the planned 2009 construction. Similar articles have been published in the newsletter for a number of years. • TDPUD website - Once construction begins on May 1, basic information regarding ongoing construction activities will be posted on the District's website. This information will be updated every 1-2 weeks. • Written Notices - About two weeks prior to construction along a given street, the District will mail a written notice to customers along that street. • In addition, a written notice printed on District letterhead will be distributed by the contractor using door hangers immediately prior to beginning construction. • In May 2009, work will be conducted at two storage tank sites in Tahoe Donner. The District has already mailed written notices to customers in the immediate vicinity of these two sites. There is also a pipeline segment that runs along a side lot-line easement between two existing residences and a written notice has already been mailed to these two customers. The notices listed above are general in nature. Sometimes, it is necessary to implement a scheduled shut down of water service to accomplish tie-ins and connections between old piping and newly constructed pipe. In those cases, the District utilizes its standard notification procedure for a scheduled shut-down. This involves a written door hanger notice delivered between 48 and 72 hours before the scheduled shut down. The door hanger notice gives the exact date and time of the outage. 4.
