Reed, Water Utility Director AGENDA ITEM #13 SUBJECT: Consideration of a Contract for Sanders Well Rehabilitation Services APPROVED BY Brian C. Wright, General Manager RECOMMENDATION: Authorize the General Manager to execute a contract with Carson Pump, LLC to complete the 2022 Well Rehabilitation project for Sanders Well in the amount of $41,485 plus a 10% change order authorization for a total not to exceed $45,634. BACKGROUND: The Truckee Donner Public Utility District water system is fed by 11 active groundwater wells all of which receive regularly scheduled maintenance and inspection on a prescribed interval. It has been 12 years since Sanders well was last rehabilitated and staff has identified it as the next well in to be scheduled for maintenance and inspection. When regular maintenance is performed the life expectancy of the asset is extended and with inspection any change(s) in the well are documented to ensure appropriate maintenance schedules are derived. This maintenance and inspection also help ensure that Sanders Well has both adequate water flow and water quality. The District has developed a water utility 10-year capital improvement plan (CIP) outlining the capital maintenance and improvement needs. Included within the water utility 10-year CIP are the maintenance and rehabilitation of the District's groundwater well facilities to ensure the long term reliability of critical water pumping resources. The District's scope of work for well rehabilitation is generally broken into five parts: Mobilization Removing the well pump and motor assembly Inspection/recommendation Page 1 of 2 Maintenance of well pump and motor assembly Installation of the pump Demobilization. ANALYSIS/BODY The District began advertising a request for bids on 6/02/2022 on the District's website and a bid opening was held on 6/21/2022. Carson Pump LLC was the only responsive bidder with a bid amount of $41,485. Carson Pump LLC has a long history with performing well rehabilitations for the District with great results. Staff has reviewed the bid submitted by Carson Pump LLC and has found them to be a responsive bidder. Unscheduled down time is one of the least efficient ways of conducting business. For this reason, staff is scheduling this work for November (period of time in which local water demand is much lower) versus reactive work that may occur during high demand periods when facility downtimes are more problematic. Provide reliable and high quality water supply and distribution system to meet current and future needs. 6. Manage the District in an effective, efficient and fiscally responsible manner. Strategic Goals: 1. Manage for Financial Stability and Resiliency. FISCAL IMPACT: The Board of Directors authorized the General Manager to enter into a contract for the rehabilitation Martis Valley and Fiber Board Wells during the 5/18/2022 board meeting. The total anticipated cost for the Martis Valley and Fiber Board well project is $211,629. The 2022 Capital Project plan allocated $327,473 dollars leaving $115,844 in this year's capital Project plan allocations for well rehabilitation. The anticipated cost for the Sanders rehabilitation project is $45,634 leaving $70,210 in the 2022 Capital Project allocation for well rehabilitation. ATTACHMENTS: None. Page 2 of 2
