Subject: Consideration to Award a Contract for the Warehouse Lighting
Upgrade Project
1. WHY THIS MATTER IS BEFORE THE BOARD
Board authorization is required for procurements in excess of $15,000.
2. HISTORY
A common theme in the last couple years has been the District's upgrades to the
existing aging building. Built in the later 1980's, the building has experienced
upgrades including the lobby, new construction area, customer service, Information
Technology, data center and Accounting area and most recently the upstairs remodel.
In 2012, the District embarked on a lighting upgrade project. The upgrade consisted
of retrofitting existing fixtures to high efficiency LED lights in the District's
Administrative Building and outside overhead lights in the parking lots. However, due
to the complexity of the warehouse, the upgrade retrofit needed design and was not
included.
3. NEW INFORMATION
The warehouse controls the day-to-day shipping, receiving, storage, and retrieval of
inventoried supplies District -wide. In order to provide a lighting design to optimize the
warehouse functionality and distribution, the current florescent lighting needs to be
replaced to enhance the lighting in the warehouse. The current design has lighting
going diagonally across the warehouse, thus lighting is lost due to the shelving units.
This project took into account the current warehouse and usage, design of
approximately 55 light fixtures. The warehouse lighting project took into account
current layout and usage. The new LED motion sensor lighting will decrease energy
usage in the warehouse up to 48% and associtiated carbon
On March 6, 2020, the District posted the bid request for the Warehouse Lighting
Project. The Request for Bid was advertised for the bids in the Sierra Sun on March 6,
2020.
The bid opening was held at 1:00 p.m. on April 6, 2020. The District received seven
bids for the project. A summary of the bids is listed below:

4. FISCAL IMPACT
This item was included in the Board approved FY20 Conservation budget.
5. RECOMMENDATION
Authorize the General Manager to execute the contract for the Warehouse Lighting
Upgrade Project to Sactown Contractors Corp, in the amount of $44,820 plus a 10%
change order allowance for an amount not to exceed $49,302.
