R,UCKEE ,
Public Utility District
Memorandum
To: Board of Directors
From: Sanna Schlosser, Associate Electrical Engineer
Date: August 11, 2006
Date of Board Meeting: August 16, 2006
Subject: Padmount Switch Bid Award Recommendation
1. WHY THIS MATTER IS BEFORE THE BOARD
Only the Board can approve bid awards.
2. HISTORY
The District's purchase of padmount switches is required to meet our
customer obligations to provide electric service.
3. NEW INFORMATION
Bids have been opened and analyzed for the District's purchase of padmount
switches. Attached are summaries of the bid information received. The bid
results show the description and quantity of padmount switches required,
vendor name, quoted price, delivery mendor desponded to our exceptionsand ny noted b bid and r bid
that
requirements. We note thaty one v
their proposed Schedule C item did not meet our specifications with regards
to its overall dimensions. The Schedule F item can be substituted for
Schedule.
We are frequently faced with the need to utilize padmount switches in
quantities that we do not have in stock and as a result are required to go out
to bid. Bidding each and every time is an expense to the District and
increases the time it takes to purchase padmount switches. For this reason,
we requested pricing to be good for a period of one year, from 8/16/06
through 8/15/07. The contract prices shown on the attached Bid Award
Recommendation table are good for orders placed until 2/15/07. After this
time, our contract allows e vendor to than 8 ply a one-time ercent of the price
n t price for the last
be less than 5 percentnor greater
six months of the contract.
4. RECOMMENDATION
1 recommend the Board award Schedules A, B, D, E and F to Cooper Power
Systems with pricing good for one year, with each Schedule subject to a one-
time price increase after the first six months as written in the contract. The
one-time price increase shall not be less than 5 percent, or greater than 8
percent of the unit price. In addition, I recommend that the Board not award
Schedule C because this item did not meet our specifications. I also
recommend that the Board order 1 unit of Schedule F in lieu of thel unit that
was originally to be ordered for Schedule C. These recommendations are
subject to the District's attorney approving the Contract language
modifications proposed by Cooper Power Systems.
