Subject: Casting a ballot for LAFCo special district member
Why this matter is before the Board: This matter involves casting a ballot for special
district representative on Nevada County LAFCo. Only the Board can perform that task.
History: The LAFCo commission is comprised of two members from the county
supervisors, two members appointed by the cities in Nevada County, one member
representing the general public and two members appointed by the special districts in the
county. There are also alternate members representing those same categories. When a
term of office of a LAFCo member representing the special districts expires, the special
districts are asked to nominate a person to fill the vacancy. After the nominations are
received by LAFCo, a ballot is sent to each special district, votes are cast, and the vacancy
is filled.
You will recall that the term of office of Ron Sweet, a special district member, expired on
May 1, 2006. We were given the opportunity to nominate a person to fill the vacancy. On
June 6, 2006 the Board decided not to nominate anyone, but to wait and see who is
nominated by other special districts and then caste a ballot at the appropriate time.

1. A notice requesting nominations is sent to each Independent Special District of

Nominating districts may forward brief resumts for their candidates noting their
SR Jones qualifications for the position. Copies are enclosed with the ballot.

P.Scott Browne 3. The ballot packets are sent to each Independent Special District for completion and
Legal Counsel return within not less than thirty(30)days. The ballot may not be photocopied—
Katherine E.Hudson only the original ballot will be counted. Only the Chair of a district's Board of
Clerk to the Commission Directors or a substitute appointed by the Board may complete and sign the ballot.
Kate Duroux (If a substitute is to sign the ballot, a copy of the resolution appointing him or her
Assistant Clerk must be included with the ballot returned to LAFCo.) Lack of this person's origi-
nal signature on the ballot will invalidate that district's vote.
4. The ballot must be returned to LAFCo no later than the date stated on the ballot:
August 24,2006. Ballots received after 5:00 p.m. on that date will be invalid and
will not be counted. To assure that every district has an opportunity to cast its
vote, regardless of its meeting schedule, and in recognition of the time required for
mail delivery between Nevada City and Truckee, a period of more than six weeks is
mail delivery between Nevada City and Truckee,a period of more than six weeks is being allowed for
return of ballots. (Copies of this ballot packet will be transmitted by email and/or fax to districts which
have such service. This is being done merely for information purposes,however. Only the original
ballot received by mail is to be used in voting.)
5. The votes will be tallied by LAFCO staff, in the presence of a witness not affiliated with LAFCo or any
nominee,within seven(7)days. (Anyone wishing to witness the tally should call the LAFCo office to
be informed of the date,time and place of the tally.) Results of the election will be sent to each special
district and each nominee.

JOHN H. DREW
I bring to the table over 40 years of professional experience in the fields of water,
wastewater, storm water, water quality analysis, receiving stream monitoring,
point and non-point source pollution, multiple species bioassay, and
infrastructure development, including, commissioning and decommissioning
major facilities. Additional experience includes construction inspection, project
coordinator, confined-enclosed space entry, and serving on a chemical
emergency response team. I have worked with community organizations, local
government, State and Federal agencies. I am a local farmer in Chicago Park
and an agricultural advocate. I have served as Chairman of the Board for
Nevada County Farm Bureau, the Nevada County Certified Grower's Market, and
the Nevada Irrigation District, where I continue to serve as a Director. I also
serve on the Nevada County Local Agency Formation Commission (LAFCo) as a
Special Districts alternate. Having participated in the LAFCo process these last
four years has allowed me the opportunity to share some of my experience.
Nevada County has been home to our family since the 1860's. I love Nevada
County.
