During the month of March 2003, I focused my attention on seven (7) areas: Fiber to the Home Implementation; Public Relations & Marketing; Financing; Regulatory; Industry; Lease of District
Property; and Legal Issues

We continue to progress with the implementation of the District’s FTTU (Fiber To The User) Project. During the month of March staff entered into discussions, and signed off on a Non-Discloser
Agreement (NDA), with a regional Voice Video and Data provider. We hope to have a Letter of Intent (LOI) to the Board for approval within the next 30 days. In addition, staff has
met with representatives of East West Partners regarding the District providing Broadband services to both the Old Greenwood and Gray’s Crossing subdivisions. Further information regarding
these projects will be brought before the Board for action within the next 45 days.

I continue to meet with local businesses and residents to share the District’s proposal to provide competitive voice, video and data services. I recently had the opportunity to meet
with Tahoe Donner residents at the Homeowners Association’s monthly Fireside Chat. Following my presentation an e-mail was sent out to all Tahoe Donner residents regarding the District’s
rollout of Broadband services. This e-mail has generated a tremendous amount of interest and requests for service. We are in the process of finalizing a “Pre-Construction Offer” that
will allow potential voice video and data customers to sign up ahead of time and receive a free installation. To date we have compiled a list of over 250 interested parties that we
keep updated as to the status of our project.

Aggregate Networks and Friedman, Luzzatto and Company continue to move forward in retaining the financing necessary to construct the District’s Broadband system. A status report will
be before the Board at your April 16th regular meeting.

Staff has completed Franchise negotiations with the Town of Truckee for the provision of video services within the Town’s limits. Staff will bring forward the recommended Franchise
document for Board action at your April 16th regular meeting.

In early March I had the opportunity to attend a Fiber to the User conference in Provo Utah sponsored by the American Public Power Association (APPA). Over thirty communities were represented
of which five have, or are in the initial stages of, constructed a FTTU system.

Staff and Aggregate Networks continue to fine-tune our Contract with Touch America for the sale and lease of District owned conduit. It is estimated that this will close in late April.
* * * * *
District Staff and General Legal Council is very happy to report that the District’s lawsuit with USA Media Group LLC has been settled. All documents have been filed and staff is in
the process of billing USA for pole attachment fees due.
