SUBJECT: Consideration to Approve the Replacement of the District's
Warehouse Forklift

a. Authorize the General Manager to execute a procurement contract with Reno
Forklift, for a Doosan B20T-7 Plus 36V Electric 4,0001b. Capacity, Three Wheel
Forklift, in the amount of $32,994, plus applicable fees and taxes; and
b. Declare the District's 1985 Caterpillar F35 Forklift surplus and authorize
the General Manager to dispose of the Unit at public auction, applying
sale funds to the Water Vehicle Reserve Fund.
BACKGROUND:
Code section 3.08.010 — Bid Procedure for Purchase of Commodities or Equipment
Over $15,000
Staff is requesting Board of Director approval for the procurement of a Doosan B20T-7
Plus 36V Electric 4,000 lb. Capacity, Three Wheel Forklift in accordance with District
Code 3.08.010 for the replacement of the 1985 Caterpillar F35 Forklift.
ANALYSIS:
The 1985 Caterpillar F35 Forklift is currently used by all District departments for various
forklift needs. In the vehicle replacement schedule dated 09-10-2021, the forklift is
scheduled for replacement in 2025. The vehicle replacement schedule highlights the

standard useful life of 15 years and an operations adjusted useful life of 25 years.
Staff recommends the acceleration and replacement for the following reasons:
• The forklift has currently exceeded it useful life at 37 years in age.
• Due to its age, the forklift lacks modern electric safety features.
• Parts availability has become more difficult.
• Increased staff time efforts required to maintain operation of existing equipment.
Sourcewell, formerly National Joint Purchasing Alliance, has identified Reno Forklift of
Reno, Nevada as a qualified Sourcewell Dealerfor Doosan Industrial for Specialized Public
Utility Equipment through an RFP process. Section 3.08.060 of the District Code (Joint
Purchasing with the State of California and other public agencies) permits the District to
take advantage of other agencies competitive procurement processes. Reno Forklift is a
qualified Sourcewell vendor, and their quotes are consistent with District Code
requirements.

FISCAL IMPACT:
Acceleration of Vehicle Reserve Funds of $37,000 from 2025 to 2022.
The 1985 Caterpillar F35 Forklift is not budgeted for replacement in the Board approved
FY22-23 Vehicle Reserve Budget. The forklift is scheduled for replacement in 2025
with a current budget allocation of $59,563. Staff has sourced a new replacement
forklift through Sourcewell for $32,994 plus taxes and additional fees.
