• 30 welded steel tanks
• Two bolted steel tanks
• One partially buried pre -stressed concrete tank
• One elevated welded steel tank
• The tanks range in volume from 100,000 to 1.5 million gallons
• Oldest tank constructed in 1966 (Sierra Meadows)
• Newest tank constructed in 2021 (Red Mountain)
• 2020 Water System Capital Improvement Plan identified the need for
additional storage tank maintenance funds
• Outside consultant needed. Request for proposals issued in June
2021
• Contract awarded to Carollo Engineers in August 2021
• Bid opening on April 20, 2022 for comprehensive rehabilitation
• On May 4, 2022, contract awarded to Resource Development
Company (RDC) awarded the bid with an authorization not to exceed
of $643,700
• The project scope includes:
• Weld repairs
• Interior and exterior recoating
• Buried pipe replacement and tank penetration relocation
• New and replacement tank appurtenances including interior
ladder, access hatch, handrail, safety tie -off points, vents and
sample tap
• Ancillary items such as fittings, valves, and other appurtenances
• Initial work involves performing the weld repairs
• After removal
of the coatings near the
welds,
it was found that the
tank wall and
weld seams had a much
higher
level of pitting and
corrosion than previously anticipated
• RDC analysis suggests that the original tank fabricator did not
sufficiently clean the steel after the welding operation before applying
coatings
• RDC and Carollo Engineers agreed installing cover plates over the
areas with significant metal loss would be the most cost effective
approach to extend the useful life of the tank
• The cost proposal from RDC for the additional work is $62,400
• Water Department Capital Reserve Fund
• The year-end 2021 balance of this fund was $ 1,015,747, budget
year-end 2022 balance is $920,000, and current forecast year-end
2022 balance (excluding this subject item) is $920,000
• Authorize the General Manager to execute a contract
amendment in the amount of $62,400 to the Round hill tank
rehabilitation project, change order allowance, for a total not to
exceed contract amount of $706,100
