Subject: Proposal for the Annual Groundwater Report Preparation
Dear Mr. Poncelet:
GEI Consultants,Inc. (GEI)is submitting this proposal to assist Truckee-Donner Public Utility District
(TDPUD) and local agencies (Placer County Water Agency,and Northstar Community Services District)
to prepare a groundwater conditions report for water year 2021-2022 for the Mattis Valley Groundwater
Basin (MVGB).The report is being developed as part of the Groundwater Management Plan,Basin
Management Objectives,which are to annually compile groundwater monitoring data and distribute the
findings to interested stakeholders.
PROJECT SCOPE AND APPROACH
TDPUD and its Partners measure and collect groundwater levels monthly and have assembled them into
an Excel spreadsheet.TDPUD and Northstar Community Services District also document monthly
production from their municipal water supply wells and have these compiled into spreadsheets. The
Partners also participate in preparation of the Annual Inventory of Water Use for Lake Tahoe and
Truckee River Basins that summarizes some of groundwater and surface water information for the
MVGB. These spreadsheets along with the report will be the data used and interpreted for preparation
of the annual report which for this report will cover water year 2022 from October 1,2021 through
September 30,2022,the period since assessment of groundwater conditions in the basin.
GEI will prepare the annual report to include the following:
a) A general description of changes to the monitoring program,changes in land use and
implementation of projects or management actions since the last annual report.
b) Obtain and graph annual precipitation to assess the type of water year and potential
groundwater level responses.
c) Updates to groundwater elevation hydrographs for 15 wells.
d) Development of two groundwater elevation contour maps for spring 2022 and fall 2022.
e) Compilation of actual groundwater extraction for the water year. The groundwater extraction
measurements will be tabulated and graphed for comparison to previous years.
f) Similar to previous annual reports,prepare one change-in-groundwater level map for spring
2021 to spring 2022 to portray the health of the basin and whether the aquifers have been
completely filled with recharge from rivers,creeks,and precipitation.

g) Also prepare one change-in-groundwater level map,for fall 2021 to 2022 to assess the stresses
on the basin.
h) Provide a separate PDF Appendix of Figures that are featured in the report,in addition to the
report PDF.
i) Provide the GEI created GIS-shapefiles used to derive the figures to each of the GMP Partners,
i.e.groundwater elevation contours,well locations,and other points of interest.
Upon completion of the draft report GEI will attend by conference call,a meeting to review the report,
and resolve any questions to prepare the final report. GEI senior hydrogeologist will also prepare and
make a presentation at TDPUD to the Partners and the public.

Deliverables:GEI will provide a draft, draft final and a final electronic copy of the annual report and appendices. GEI
will provide a draft and final PowerPoint presentation summarizing the Annual Report.
GENERAL PROJECT SCHEDULE
A draft report will be prepared and submitted to TDPUD by February 1,2023 for review and comment
with the intent to final the report by March 31,2023.
COST ESTIMATE
The estimated cost will be$21,500 and will be on a lump sum basis.
