Wright, General Manager RECOMMENDATION: Authorize the District’s participation in ACWA JPIA’s Commitment to Excellence Program BACKGROUND: In June of 2019, during an in depth research of insurance policies, the District joined membership with the Association of California Water Agencies’ Joint Powers Insurance Authority (ACWA-JPIA) in order to obtain appropriate insurance coverage for the most advantageous cost to the District. This three year contract was a considerable cost savings to the District as utility service provider in a high fire danger area. The District’s ACWA-JPIA membership includes additional benefits beyond affordable insurance coverage at no additional cost. These benefits and services include access to safety training both online and in person, risk and human resources best practices, needs assessments, and professional development opportunities. In March 2022, the Board of Directors approved the new position of Risk and Compliance Specialist. This position was filled in June 2022, and the Human Resources & Risk Team has been working to establish programs, policies, trainings, and resources to elevate safety, risk and compliance at the District. ACWA-JPIA’s resources were identified as a critical tool to this endeavor. ANALYSIS/BODY: The Commitment to Excellence Program offered by ACWA-JPIA is a best practices guide Page 1 of 2 to assist in enhancing member’s existing loss reduction programs such as workman’s compensation and property damage. The guide includes six (6) focus areas:  Vehicle operations;  Construction;  Infrastructure;  Employment practices;  Ergonomics and falls; and  Wildfire prevention. Signing the Commitment to Excellence Program does not require the District to adopt any specific best practices provided in the program. The commitment from the District will be to review and consider the best practices and resources provided, and only implement what is useful and beneficial in our working environment Objectives & Goals: This item is in support of the following objectives and goals: District Code1.05.020 Objectives: 1. Provide a healthy and safe work environment for all District employees. 6. Mange the District in an effective, efficient and fiscally responsible manner. Strategic Goals: 5. Developing an inclusive culture drives organizational integration and success. FISCAL IMPACT: There is not a direct fiscal impact associated with this item. ATTACHMENTS: 1.
