Wright, General Manager RECOMMENDATION: Authorize the General Manager to execute a contract amendment with Carson Pump LLC. in the amount of $45,425 to the Sanders Well rehabilitation project, for a new contract amount of $87,119, preserving the original change order allowance of $4,149 and a new not to exceed amount of $91,059. BACKGROUND: The Truckee Donner Public Utility District water system is fed by 11 active groundwater wells all of which receive regularly scheduled maintenance and inspection on a prescribed interval. It has been 12 years since Sanders well was last rehabilitated and staff has identified it as the next well in to be scheduled for maintenance and inspection. When regular maintenance is performed the life expectancy of the asset is extended and with inspection any change(s) in the well are documented to ensure appropriate maintenance schedules are derived. This maintenance and inspection also help ensure that Sanders Well has both adequate water flow and water quality. The District has developed a water utility 10-year capital improvement plan (CIP) outlining the capital maintenance and improvement needs. Included within the water utility 10-year CIP are the maintenance and rehabilitation of the District’s groundwater well facilities to ensure the long term reliability of critical water pumping resources. The District’s scope of work for well rehabilitation is generally broken into five parts:  Mobilization  Removing the well pump and motor assembly Page 1 of 3  Inspection/recommendation  Maintenance of well pump and motor assembly  Installation of the pump  Demobilization. Bid documents for the rehabilitation of Sanders Well were completed in June 2022. The District began advertising for bids and the bid opening was held on June 21, 2022. One bid was received. At the regular Board of Director Meeting held on July 6, 2022, the board authorized the General Manager to proceed with the well rehabilitation project. The contract was awarded to Carson Pump LLC of Carson City, Nevada and fully executed on August 2, for a total authorization not to exceed $45,634. ANALYSIS: Well rehabilitation involves removal of the motor, column/shaft and pump, once these items are removed from the well casing hole they can be thoroughly inspected. After removal and inspection of Sanders Well, Carson Pump LLC is recommending the column and pump bearings to be replaced due to excessive corrosion and wear. Several points along the column weld seams are approaching the end of useful life and replacement is recommended prior to the next maintenance cycle. Pump bearings are an essential component in pump efficiency (energy efficiency), and extending their use further into the lifecycle is not recommended. Contingent upon the authorization of the contract amendment, Carson Pump is scheduled to complete the additional well rehab work before the end of the year. Manage the District in an effective, efficient and fiscally responsible manner. Strategic Goals: 1. Manage for Financial Stability and Resiliency FISCAL IMPACT: The cost proposal from Carson Pump LLC for additional column pipe, pump bearings and work is $45,425. The funding source for this additional work would be the Water Department Capital Project Plan. As stated in the July 6, 2022 approved Board Meeting staff report: Page 2 of 3 The Board of Directors authorized the General Manager to enter into a contract for the rehabilitation Martis Valley and Fiber Board Wells during the 5/18/2022 board meeting. The total anticipated cost for the Martis Valley and Fiber Board well project is $211,629. The 2022 Capital Project plan allocated $327,473 dollars leaving $115,844 in this year’s capital Project plan allocations for well rehabilitation. The anticipated cost for the Sanders rehabilitation project is $45,634 leaving $70,210 in the 2022 Capital Project allocation for well rehabilitation. The proposed contract amendment authorization of $45,425 for Sanders Well Rehabilitation will reduce the remaining fund balance of $70,210 to $24,785 for 2022 Capital Project allocations for well rehabilitation.
