SUBJECT: Award of a Contract to Design a Second Storage Tank at the Bridge
Street 6170 Site

RECOMMENDATION:
Authorize the General Manager to award a contract to Sauers Engineering to prepare
contract documents for the construction of a second water storage tank at the Bridge
Street 6170 site in an amount of $31,800, plus a ten percent change order allowance of
$3,180 for a total authorization not to exceed $34,980.
BACKGROUND:
The existing Bridge Street 6170 Tank is a 1.5 million gallon, welded steel tank that is
located on District-owned property. The tank site is north of Interstate 80 and east of
Bridge Street. The access driveway to the site is located on Pioneer Trail adjacent to the
TNT Materials concrete batch plant.
The existing tank was constructed in 2002. The site design for the project envisioned
construction of a second storage tank (2.0 million gallons in size) at the site. Sauers
Engineering developed the original site grading working for the first storage tank and
included sufficient space and pad preparation for the second tank. Sauers Engineering
also included the site piping and valves to serve as the points of connection for the second
tank. The project description included in the CEQA review for the project also included
the second tank.
ANALYSIS AND BODY:
The FY 2023 budget includes $3,120,000 for construction of the second tank at the Bridge
Street 6170 site. Sauers Engineering performed the CEQA review and prepared the

contract documents for the original tank. The Water Department requested that Sauers
submit a cost proposal to prepare the contract documents for this second tank. The cost
proposal from Sauers is $31 ,800, which also includes bid phase and construction phase
services.
It is the Water Department's position that the District can recognize significant cost
savings and a shorter project schedule by utilizing Sauers Engineering for this work, due
to the fact that they have already completed a significant portion of the design. If the
District were to utilize its standard Request for Proposal process to select a design
consultant for this work, additional review of existing work would be required and it is
unlikely that the tank could be constructed during 2023.
The Water Departments CIP identified this project as a significant project to increase the
District's overall storage. Staff also has denoted this as a significant project to not only
increase key storage, but to also allow staff to be more strategic in when and how long
wells are pumped. As the Electric Departments largest customer, these changes could
help the District take advantage of future electric time of use rates and allow the District
to pump during the lowest energy cost and/or maximize the use of generation sources
with lowest greenhouse gas emissions.
