Wright, General Manage RECOMMENDATION: Adopt Resolution 2022-22 accepting the District Pipeline Replacement— 2022 project as complete and authorize the filing of the Notice of Completion. BACKGROUND: In February 2022, the Board awarded the construction contract for the District Pipeline Replacement — 2022 project to C&D Contractors of Nevada City, California. The project involved replacement of about 7,000 feet of pipeline at three locations: • Bull Pine Trail & Donner Trail Road • Copenhagen Drive • Swiss Lane The bid price was $2,681,035. The Board also established a ten percent change order allowance of $268,965, for a total authorization not to exceed $2,950,000. During the course of the project, four change order requests were submitted and reviewed by staff. After review and discussion, the District and C&D agreed on a total of$66,452.86 for these issues. The items were: • Dewatering, gravel backfill, trench, cut-off walls and additional construction efforts associated with significant groundwater levels encountered on Donner Trail Road Page 1 of 3 • Delays associated with an unmarked natural gas lateral on Swiss Lane • Additional fittings for the pipeline alignment on Copenhagen Drive • Repairs to the old leaking water line on Copenhagen Drive In addition to the four change order requests noted above, there are two items that result in credits to the District. • The contract is based on a unit price bid. Attachment 1 shows the differences between bid totals and the amounts actually constructed. This analysis results in a $62,802 credit to the District. • The contract documents indicated that the District would furnish meter box assemblies for two of the pipeline segments (Bull Pine/Donner Trail and Swiss Lane) and that C&D was responsible for furnishing meter box assemblies for the third pipeline segment (Copenhagen Drive) since the District did not have enough meter box assemblies on hand for all of the properties along Copenhagen Drive. However, due to supply chain issues, C&D was unable to obtain the specified meter box assembly. In order to facilitate completion of the project during the summer of 2022, the District agreed to provide some additional meter box assemblies, with C&D utilizing an acceptable alternate design for the remaining properties. The District is due a credit of $42,700 for providing this additional material. In November, District staff performed a final walkthrough on the project. The work performed is complete and should be accepted by the District. Attached is a draft resolution (Attachment 2) accepting the project and directing that a Notice of Completion be filed. Once adjustments are made for the items described above, the final contract price is $2,641,985.86. In addition to the amount paid to C&D Contractors, the District has incurred additional outside expenses for pre-construction environmental surveys, construction inspection, and geotechnical testing.
