Subject: Approval of CEQA Initial Study for Stockholm pump Station
Replacement
1. WHY THIS MATTER IS BEFORE THE BOARD
Board authorization is required to approve a CEQA Initial Study and direct that it be circulated.
2. HISTORY
The Stockholm Pump Station is located on a parcel of District-owned property on Stockholm
Way in the Tahoe Donner subdivision. The location of this site is given in Figure 1. The
pump station building is a wooden stick frame structure with a metal roof that was constructed
in the early 1970s. The building and pumping equipment are in fair condition and in need of
significant upgrades.
There is also an existing 320,000 gallon steel storage tank at the Stockholm site. The 2004
Water Master Plan Update identified the need to construct additional storage volume at this
site. The pump station is in close proximity to the existing tank and it is not feasible to
construct additional storage with the pump station building in its current location.
Due to the issues associated with additional storage volume, the need for additional pump
capacity to serve future demand and the relatively poor condition of the existing building, the
Water Department has determined that construction on a new pump station structure at a
different location on the existing parcel is preferred. Construction of this new pump station
structure is currently planned for the Summer of 2008.
In March 2008, the Board awarded a contract for environmental consulting services to Inland
ecosystems of Reno, Nevada. One component of this contract entailed performing a CEQA
review of the Stockholm Pump Station Replacement project.
3. NEW INFORMATION
The CEQA Initial Study has been completed and is ready for circulation, review and public
comment. The current project schedule is given below:
July 2, 2008- Board Approval of CEQA Initial Study
July 16, 2008- Public Hearing on CEQA Initial Study
August 6, 2008 -Adoption of Final CEQA Document
Late Summer 2008- Begin Construction
The District's Public Information and Conservation Manager will be organizing an outreach
program to inform nearby property owners of the project.
4. FISCAL IMPACT
The Board previously awarded the contract for preparation of the CEQA Initial Study to Inland
Ecosystems. There is no direct cost associated with approval of the Initial Study.
5. RECOMMENDATION
1) Authorize staff to file the proposed negative declaration and environmental initial study
with the Office of the Nevada County Clerk
2) Authorize staff to file the proposed negative declaration and environmental study with
responsible and interested agencies and with the State Clearinghouse
3) Authorizing staff to publish a notice of public review period and public hearing on the
proposed negative declaration.
