WHY THIS ITEM IS BEFORE THE BOARD District costs to perform work have increased since the attached fee schedules were established. Only the Board can amend fee schedules. Goal#6: Manage the District in an effective, efficient and fiscally responsible manner. 6.6 Develop appropriate financial procedures to assure responsible financial management. 2. HISTORY Some of the District's fee schedules were amended within the last year or two. Most of the fees charged for miscellaneous services performed by the District staff have not been amended in many years and need to be updated. At the last Board meeting, Bob Mescher presented an analysis of the various activities performed by the staff and how much these activities cost the District. The Board asked that we review the proposed Miscellaneous Fee Schedule and come back with some additional information including: • Update proposed fees to recover actual costs • Provide information on past activity • Suggest how to phase in some of the increases • Provide information on how much other utilities charge for similar services 3. NEW INFORMATION Attached you will find the water and electric connection and facilities fee schedules as proposed at the January 9, 2008 workshop. No additional changes to these schedules are being recommended. After further discussion with Michael Holley, John Ulrich and the department heads, the Miscellaneous Service Fee schedules have been revised. Like charges were combined, descriptions were improved and some of the proposed fees were modified to reflect the actual cost of performing the services. We are also recommending that several of these services be performed at no additional cost to the customer so long as they can be scheduled during normal work hours. We will be prepared at the workshop to talk about service charge activity during 2007 and what other utilities are charging for similar services. 4. RECOMMENDATION This is a workshop item. Objective 6: Manage the District in an effective, efficient and fiscally responsible manner. Goals: 1.2 Maintain and implement a current Water Master Plan, including the required facilities to meet current and future demand and supply. 2.2 Maintain and implement an Electric System Master Plan, including the required facilities to meet the current and future demand and reliable supply. 6.4 District will conduct an active cost control program. 6.5 Review and implement a Financial Goals policy to achieve a stable financial condition. History: Each year after the budget is approved; the water department staff reviews the cost of the water connection fees. Calculations are based on labor cost, overheads, and material cost. New information: The 2008 budget had increased costs for labor, fuel and materials. Therefore, a recommended Water Connection Fee has been developed. The increase is strictly related to inflation of our costs. The increase is $40.00 for the 5/8X3/4 inch meter, increased from $1,145 to $1,185, and the 3/4 inch meter increased form $1,180 to $1,220. Recommendation: This is a workshop item, so no formal action is suggested at this ti h' meetin is for the purpose of review and discussion. The description of these are listed below; 5.20.010 Connection Fees - Temporary Service - The District will provide two types of temporary service; one which will be removed and not become permanent, and one which will become a permanent service. 5.20.020 Connection Fees - Permanent Service - The connection fee is a charge determined by the District to establish a new service. It includes, but is not limited to, the costs of material, labor, overhead, general and administrative costs to provide the service conductor and cable, metering, a proportionate share of the transformer costs, and the account set-up costs. 5.20.030 Connection Fees- Permanent Service. Multiple(Single and Three Phase) - In the event that a service requires multiple metering, the original service will be governed by the connection fees for a permanent service. Subsequent connections made from the same service drop will be subject to the applicable metering, transformer and account set-up costs in addition to the facilities fees. The purpose of the electric connection charge is to pay for the construction of a new service a customer may request. These services can vary in construction type (overhead, underground, overhead to underground) and have various lengths from the existing system to the new customer panel. It has been determined, and is current District practice, that certain electrical costs should be charged a flat fee rather than the actual cost. The electric connection fees fall into this category. The overall costs have been reviewed and it has been determined that an adjustment to the fee is necessary. The costs of materials and labor have increased since the last adjustment to the electric connection charges effective March 20, 2006. A three percent (3%) increase is proposed in 2008 to capture some of the cost increases since the last adjustment to the electric connection fees. Process for the Board of Directors of the Truckee Donner Public Utility District to amend the Electric Connection Fee and Electric Fee schedule; Conduct a public hearing on January 23, 2008 to receive public comments on the proposal to increase the electric connection fee and electric fee schedule; Page 1 of 3 Adopt an ordinance that will do the following: Section 1. When the District requires a development agreement, the customer shall pay and the District shall collect the electric connection fee upon execution of a development agreement between the District and the customer. The description of these are listed below; 5.20.40 Facilities Fees 5.20.41 5.20.040.1 Section One— Legislative Findings 5.20.42 The District must expend its water and electric facilities in order to maintain current standards of public health if new development is to be accommodated without decreasing current standards of public health. 5.20.040.1 A The imposition of facilities fees is one of the preferred methods of ensuring that development bears a proportionate share of the cost of water and electric facilities necessary to accommodate such development. This must be done in order to promote and protect the public health, safety and welfare. 5.20.040.1 B Connecting to the District water and/or electric system will create a need for the construction, equipping or expansion of water and electric facilities. 5.20.040.1 C The fees established by Section Seven are derived from, are based upon and do not exceed the costs of providing additional water and electric facilities necessitated by the connection to the District's water and electric systems. A study was conducted to determine the capital improvements required to provide for projected load growth over the 15-year planning period, increased system capacity, and expansion or maintenance of the operating flexibility of the electric system. The study is the District's 2002 Electric System Master Plan Update. The District has budget in 2008 for an update to the entire Master Plan. When the 2008 Electric Master Plan is completed, the facility fees will be reviewed again at that time. The purpose of facilities fees is to finance the construction of new public electric system facilities to mitigate the impacts of additional demands on the existing electric system caused by new development within the District's electric service area. Existing Residential Areas: If the developer or owner who builds an improvement on a vacant parcel desires to install an electric service larger than a 200 amp single phase panel, the developer or owner will pay the difference in facility fees between the larger panel and a 200 amp panel. 3. Modification to Existing Residential Service: A customer desiring to modify the size of an existing panel for a residential service will pay the difference in facility fees, at the current fee schedule, between the larger panel and the size of the existing panel. B. Commercial Facilities Fees 1. New Commercial Development: For new commercial development, facility fees will be due and payable upon execution of a development agreement with the District. Facility fees will be charged according to the voltage, panel size, and phasing requirements as requested and noted in the development application submitted to the District by the developer. Modification to Existing Commercial Service: A customer desiring to modify an existing commercial service due to any change of voltage, panel size, and/or phasing, the customer will pay the difference in facility fees, at the current fee schedule, between the proposed panel and the new panel size. 3. For panel sizes not listed in the previous sections, the facility fee will be calculated by interpolating between or extrapolating from the listed values as appropriate. Section 4. Use of Facilities Fees - Facilities fee shall be solely used to pay for all costs associated with the public facilities described or identified in the 2002 Electric Master Plan Update constructed by the District. Section 5. Effective with the effective date of this Ordinance, all prior resolutions and ordinance pertaining to Electric Department facilities fees are rescinded and of no further force and effect. Section 6. This ordinance shall be effective sixty (60) days after the date it was adopted by the Board of Directors. Section 7. The Clerk of the District shall immediately cause a copy of this ordinance to be published in a newspaper of general circulation and posted in three places within the District.
