In accordance with District Code Section 2.08.010, the TDPUD minutes are action only
minutes. All Board meetings are recorded on a digital format which is preserved in
perpetuity and made available for listening to any interested party upon their request.
The regular meeting of the Board of Directors of the Truckee Donner Public Utility District
was called to order at 6:03 PM in the TDPUD Board room by President Laliotis.
ROLL CALL: Directors Joe Aguera, Jeff Bender, Bob Ellis, Ron Hemig, and Tony Laliotis
were present.
PLEDGE OF ALLEGIANCE
Director Ellis led the Board and public in the Pledge of Allegiance.

CHANGES TO THE AGENDA
General Manager stated there were no changes to the agenda.

There was no public input.
DIRECTOR UPDATE
There were no Director updates.
CONSENT CALENDAR
CONSIDERATION OF SCHEDULING A PUBLIC HEARING RELATED TO ADOPTION OF
THE ANNUAL ELECTRIC AND WATER STANDBY CHARGES This item relates to
holding a public hearing to consider renewing the existing electric and water standby
charges on vacant parcels in the District.
CONSIDERATION OF:
A) RESOLUTIONS APPROVING AMENDMENTS TO THE DISTRICT BYLAWS, CODE,
AND FEES
B) ORDINANCES AMENDING WATER AND ELECTRIC FEES
This item involves approval of resolutions to adopt amendments to the District
Bylaws, Code, and fees.
• CONSIDERATION TO AWARD A PURCHASE CONTRACT FOR A TRAILER-MOUNTED
VALVE EXERCISING SYSTEM This item involves the purchase of a Trailer-Mounted
Valve Exercising System for water utility distribution maintenance.

• CONSIDERATION OF A RENEWAL OF A LEASE ON STATE OWNED LANDS This item
involves a renewal of a lease on State owned lands.
Director Hemig moved, and Director Aguera seconded, that the Board approve the consent
calendar. ROLL CALL: all Directors aye, by voice vote. SO MOVED
ACTION ITEM
CONSIDERATION OF THE AWARD OF A CONTRACT FOR PROPERTY, LIABILITY AND
WORKERS' COMPENSATION INSURANCE This item concerns the annual renewal of
the District's property, liability and workers' compensation insurance.
Director Bender moved, and Director Ellis seconded, that the Board award contracts for the
insurance programs as proposed for the period beginning June 1, 2014.
ROLL CALL: all Directors aye, by voice vote. SO MOVED
WOKSHOPS
REVIEW OF 2013 TDPUD CONSUMER CONFIDENCE REPORTS (WATER QUALITY
REPORTS) This item involves review of the required annual report to water customers
summarizing the District's water quality.
• Brian Wright gave a presentation:
• The 1996 amendments to the Safe Drinking Water Act requires water systems to
deliver to their customers an annual water quality report, referred to as the Consumer
Confidence Report (CCR)
• The CCR summarizes annual water quality information including source water, levels
of detected contaminants, and compliance with regulatory agencies
• Section 6448(a),Title 22, of the California Code of Regulations requires water utilities
(TDPUD) to "mail or directly deliver" a copy of the annual CCR to customers of each
water system (Main System and Hirschdale System)
• The District is required to provide a copy of the CCR to each water customer by
July 1st of each year
• Printed notification (billing insert) of the report's availability on the District website,
including a direct link, satisfies the "mail or directly deliver" requirement
• The TDPUD 2013 CCR reports have been prepared and reviewed by the California
Department of Public Health
• In 2013, the District's water supply complied with all Maximum Contaminate Levels
(MCL) imposed by State and Federal regulatory agencies
• The Consumer Confidence Reports are scheduled to be posted on the District's web
site by June 1, 2014
• TDPUD customers will be provided a direct link to the CCR web posting in the June
utility billing notification
• Printed copies of the CCR reports will be made available at customer requests
• There was no public input.

Board discussion:
• • Perfect report.
• Yearly samples- are some samples done more often?
• Is the official sample the last one?
• Was the report already sent to the Health Department and they approved the findings.
• Why does water taste like chlorine at times?
• Truckee has the best tasting water in the state.
• Excellent report- well done- I have to do one of these every year myself.
• The PUD saves money because the reports do not have to be mailed out.
• Mailers are sent in the billings though.

C) OTHER AREA IMPROVEMENT FUNDS
This item involves a review and discussion of Donner Lake Assessment District,
Glenshire Surcharge and other area improvement funds.
Bob Mescher gave a presentation:
• The 2014 Pipeline Replacement was awarded April 2, 2014
o Involves Biltz Tract
o Funds from Sewer Assessment District 5 will be utilized
• Board requested update on special area funds
• • Donner Lake Assessment District
O 2001 District acquired Donner Lake Water Company
o Entire water system replaced
— Initial estimate $13 million
• Parcel owners assessed via property tax bill: ends 2021
• Long-term debt balance is $8.6 million: matures 2026
— Actual cost was $15.6 million
• 2006 COP used to bridge gap
• Donner Lake customers pay a monthly surcharge of $6.65: ends 2036
• Balance of 2006 COP portion is $1.5 million: matures 2036
• Glenshire Surcharge
o In 2002 District acquired Glenshire Mutual Water Co. (GMWC)
o GMWC customers agreed to pay for improvements
o All GMWC assets transferred to the District
— Cash & land sales proceeds used to offset costs
— Final sale of land was in 2011
o Original monthly surcharge was $10.75
— As a result of 2011 land sale, surcharge was reduced to $4.75
o Long-term debt balance is $600,000: matures 2017
• Sewer Assessment District 2 (SAD 2)
O 1969 Nevada County issued bonds for utility improvements
• o Gateway and Meadow Park area
0 1994 County transferred to TDPUD $42,000 of residual funds
o Fund balance is $17,000
o Funds will be used to improve water assets in SAD 2

• Sewer Assessment District 5 (SAD 5)
• 0 1979 Nevada County issued bonds for utility improvements
O Biltz and Armstrong Tracts
O 1995 County transferred to TDPUD $38,000 of residual funds
O Fund balance is $71,000
O Entire fund balance will be utilized this year to improve water assets in SAD 5
• West River Street Assessment District (WRSAD)
O In 1974 WRSAD formed to provided water services along West River Street after
wells dried up
O In 1994, residual balance was $18,000
O TDPUD extended water services from WRSAD to others who paid to WRSAD their
portion of benefit of the WRSAD line
— In 1976 Pacific Telephone
— In 1979 Donner Creek Mobile Home Park
— In 1980 Shopping center at Deerfield and Hwy 89
— In 1997 Fox Mead Lane after wells were flooded
O Fund balance is $35,000
O Funds will be utilized to improve water assets in WRSAD
There was no public comment.
Board discussion:
• A $5 charge just dropped off bills, what was this for?
• • Why is the SAD called Sewer Assessment District?
• Water line replacement projects will use some of these funds.
• Will these fund balances be off the books by the end of this year? Or just the $71,000
SAD5 funds for Biltz and Armstrong?
• When will SAD2 funds be used?
• First two of the improvement funds were instituted when the neighborhoods were
developed.
ROUTINE BUSINESS
APPROVAL OF THE FUND BALANCES AS OF MARCH 31, 2014: Director Bender moved,
and Director Hemig seconded, that the Board approve the treasurer's report for the month
ended March 31, 2014. ROLL CALL: All Directors, aye. SO MOVED.
APPROVAL OF DISBURSEMENTS FOR APRIL 2014 Director Aguera moved, and Director
Ellis seconded, that the Board approve the April 2014 disbursements report.

APPROVAL OF MINUTES FOR APRIL 16 AND MAY 2, 2014 Director Bender moved, and
Director Ellis seconded, that the Board approve the minutes of April 16 with the change on
page 2 and minutes of May 2, 2014. ROLL CALL: All Directors, aye. SO MOVED.
