Craig, Deputy Distric Jerk RESOLUTION NO. 9606' OF THE TRUCKEE DONNER PUBLIC UTILITY DISTRICT DIRECTING THAT COMPETITIVE BIDDING BE DISPENSED WITH IN CONNECTION WITH THE DISTRICT'S PURCHASE OF A'SUPERViSORY CONTROL AND DATA ACQUISITION (SCADA) SYSTEM FOR ITS ELECTRICAL SYSTEM AND CONTRACTING i FOR RELATED SERVICES WHEREAS, the acquisition of a SCADA system for the electric facilities is necessary to enable the monitoring of the District's electric power supply and requirements, and coordination of the cost effective purchase of power to meet those supply needs; and WHEREAS, the SCADA system entails a considerable capital expenditure as well as risk of becoming obsolete or incompatible with technological advances; and WHEREAS, the SCADA system must meet the reliability criteria and open system design concept, but also must demonstrate a long term value to the District in terms of functionality, performance, and expendability,- and WHEREAS, to minimize the risk of acquiring a SCADA system that will become obsolete or incompatible with existing and future District technology, the SCADA system shall be configured to provide a fully open system architecture, which shall allow future expansions, upgrades, and additions of new applications supplied by multi-vendors, with minimal changes; and WHEREAS, a SCADA system provider must furnish both equipment and services, as discussed below, to the District; and WHEREAS, the SCADA system provider must be able to furnish the design, manufacture, testing, delivery, installation, documentation, operator training, spare parts as may be required, and other services necessary for the SCADA system to be installed in a "turnkey" manner and operate reliably; and WHEREAS, to meet the District's needs, the SCADA system must be compatible to link databases and exchange data with other systems, including the District's computer network, its GIS mapping software, and NCPA network; and WHEREAS, the District will have an ongoing service relationship with the provider of the SCADA system, in that the provider will have a direct link to the District's system for monitoring, the provider will supply technical support, training and maintenance services; and WHEREAS, the following factors are relevant to the decision to award this project: initial cost and escalation or de-escalation costs, delivery schedule, conditions of warranty, completeness and organization of proposal, proposer's experience in providing SCADA systems of similar size and capabilities, successful positive check of proposer's references, ability of the proposed system to meet the District's specifications, any exceptions taken to the specifications, ability of the proposed system to be expanded in the future (both hardware and functionality), ability of the proposed system to interface with other automation devices; other proposals of similar experience by the Proposer for improving the operation and maintenance of the installed system; and ® WHEREAS, various California court decisions, including Graydon v Pasadena Development Agenc 104 Ca1.App.3d 631 (1980), hold that if the subject of a contract is such that competitive proposals would be unavailing or would not produce an advantage and the advertisement for competitive bids would thus be undesirable or impractical, a public agency may dispense with competitive bidding; and WHEREAS, due to the facts set forth above, competitive bidding would be unavailing and would not produce an advantage to the District, and the advertising for competitive bids would not produce an advantage to the District and would be undesirable; and WHEREAS, the District has determined that due to the numerous important factors in the acquisition of the SCADA system, it is in the District's best interest to solicit Requests for Proposals to bid on this project and evaluate the proposals in light of the factors outlined above, including price, but without price being the controlling factor, and WHEREAS Public Utilities Code Section 20206.4 generally requires that the District seek competitive bids in connection with the purchase of goods; and NOW, THEREFORE, BE IT RESOLVED that the Board of Directors adopts the above recitals as its findings, and BE IT FURTHER RESOLVED by the Board of Directors that for the reasons set forth above, the District finds that competitive bidding for the SCADA system would be unavailing and would not produce an advantage to the District and the advertisement for competitive bids would not • produce an advantage to the District and would be undesirable. BE IT FURTHER RESOLVED that the District shall therefore dispense with competitive bidding for the acquisition of the SCADA system and related services, as outlined above, and the District staff is authorized to purchase the SCADA system and related services, as outlined above, after negotiation with the top Proposers. January Staff Report AGENDA # IBEW, : I have been meeting with the employee union. We are discussing the terms of a new memorandum of understanding and also discussing amendments to the disciplinary policy and the new unlawful discrimination and harassment policy. TROA: l have been more active in recent weeks in the TROA discussions because they have reached a critical phase. I attended a meeting in Reno to participate in a general negotiating session involving the Federal government, the Paiute Tribe, Sierra Pacific Power Company, The State of Nevada and the State of California. There have been several discussions regarding groundwater use and well construction standards. The intense level of activity will probably continue for some time now. The District has now assumed responsibility for arranging for meetings of the Truckee River Basin . Advisory Group. Susan Craig and l will be mailing out meeting agenda packets and drafting minutes of the meetings. Water rate newsletter. I worked with staff to put together a newsletter describing the water rate increase. We hope to succeed in answering questions before telephone calls are placed. Also, the newsletter provides assistance to our customer services staff in answering questions that do come in. Seminar on policies and procedures: Susan Craig and/ attended a one day seminar in Reno on writing policies and procedures. We have been reviewing old policies and procedures of the District and the seminar will help us organize our ideas and get them down on paper in a clear manner. We have been looking at our procedures to determine if we perform unnecessary tasks and the seminar will help us redraft procedures. Seminar on dealing with conflict: Mary Chapman, Dave Rul/y, Kathy Neus and / attended a seminar in Reno regarding communication styles in conflict situations. We find ourselves in conflict situations regularly and we now have a few communication tools that may help. NCPA strategic plan workshop: Steve Hollabaugh and I attended the annual NCPA strategic plan workshop in Folsom. NCPA is helping its members develop a strategy for adjusting to the new environment of deregulation. I get the impression that our District is in an excellent position to prosper during deregulation. • LAFCO meeting of local agencies: As 1 have already reported, l met with managers of other local districts to discuss how we are responding to LAFCo requests for planning information. There is considerable concern in Truckee over the potential impact of LAFCo actions. The local districts plan to remain in communication throughout the planning process. Baker law suit: I continue to work with Mike Vergara on the Lawrence Baker law suit. SPPCo at FERC: Steve Hollabaugh and I are working with Bob McDiarmid to prepare our testimony for the FERC hearing on the SPPCoANWP merger. The matter is scheduled to be heard by FERC in early April. The District is not opposing the merger, but we are opposing a split system transmission rate. . Board meetings: I spent quite a bit of time during the past month planning for Board meetings and in-house staff meetings. Some of the agenda items that took considerable time include the Von Fiuee Simons easement request, the draft personnel polices and the draft finance policies. The pump manufacturer, located in Georgia, is in the process of factory testing and certifying a new pump, using the actual motor from this job which was shipped from Truckee to Georgia. The new pump with motor is expected to be shipped back next week with installation and additional field testing to follow. Hirschdale Water Treatment Facilities • Construction of the new building addition is basically complete except for painting. The contractor is ordering treatment and mechanical equipment in preparation for remobilization to the site. The project is approximately 44% complete in approximately 35% of the contract time. Glenshire Drive Well The drill rig is on site and working around the clock. The 50 ft. deep conductor casing used to safeguard the upper portion of the well hole from caving in is complete. The contractor is currently drilling the initial bore hole and is at a depth of approximately 200 ft. Gateway Water Tank Weather conditions are still not conducive to coating the tank. A0ENDA # Donner Trails/Tahoe Donner Pipeline Replacement Project We were authorized on January 3 to proceed with design engineering for pipeline replacement in Donner Trails to improve water service pressure, and in Tahoe Donner to replace the worst leaking pipelines. As of today the design work is on schedule, with: Contract documents word processed, but not edited. • Technical Specifications; 75% complete Plans; 27 sheets 75% complete We expect to have the project ready to advertise for bids for construction on about March 1 Water Masterplan Update/LAFCo Report on Spheres of Influence/Facility Fee Schedule Update We were authorized on February 7 to proceed with these planning studies, and have begun initial analysis of who will be working on which tasks. I have been reviewing the District `s source water quality analysis to update our yearly customer mailer due in April . George and I reviewed and signed copies of our depositions for the Josephine 's explosion. MAINTENANCE, REPAIRS & NEW CONSTRUCTION: • Service connections continued in January with a total of 3 new hook-ups and 2 service up-grades. Staff repaired 3 leaks, repaired 1 fire hydrant and responded to 17 USA requests. As of February 14, there were 5 known leaks throughout the District service area, they will be repaired as scheduling permits. Snow removal activities picked up considerably in January. Call has been quiet with a minimum of system related problems. We have received a few customer related frozen pipe calls. We finally received the record drawings on the 1991 pipeline replacement project from SEA. We have made several copies (app. 100 sheets per copy) . Staff has been using them to edit the improvement plans received from Southwest Gas for this summers construction project. WATER PLANNING DEPAR T: See attached report from Mike Connell, Water Dept. I have included a status report in the boxes following each project . Truckee Diner * This project is located at the corner of West River Street and Highway 267 . The project proposes construction of a restaurant (phase 1) and a nine unit commercial building (phase 2) . At this time only phase 1 is expected to be constructed this year. Recommendation for final acceptance was made . Truckee Falls * This project is located on Northwoods Blvd. between White Fir Trail and Lausanne Way. The project proposes construction of an eighteen hole golf course and associated structures . I met with representatives of the project as well as other involved agencies . New packing was installed in each of the four boosters . The interior of the booster room was painted and the piping manifold inside the station was painted. Several items on the Department of Health Services list have been repaired, screened or plugged this -month. i have continued to program in Time Zone changes to minimize pumping during peak electric demand periods . Snow was removed from all of our facilities this month by the water crew. J_� WATER QUALITY Water samples were taken the five tuesdays of the month. Routine daily rounds were made, taking chlorine residuals throughout the system. OTHER BUSINESS i have continued to monitor the work at Southside Well #2 . The pump was pulled and set several times by the contractor but was never able to meet design specifications . The contractor is waiting for a new pump to be shipped by the manufacturer. Continued to communicate with Sandel-A,,ery Engineering regarding ongoing site problems and SCADA programming. Representatives from the California Energy Commission toured our facilities late last year. I am continuing to gather data on our entire system to give them. I sent one large packet of pump station information to them in January, and I anticipate I ' ll be sending the completed package sometime in February. January brought just about every kind of weather condition possible to the Tnackee area from 128 mph winds and rain to heavy snow. Our electrical system survived the onslaught of the storms surprisingly well considering the seventy of the weather. During the storms of January, the west end of Donner Lake was probably the hardest hit and experienced the most outages. Saturated soil and high winds resulted in numerous trees falling through lines as well as homes. Fortunately, the damage to the electrical system was limited to multiple spans of wire and insulators with no damage to poles or transformers. In addition to our own staff, a tree cutting contractor aided in removing trees that were damaged during the storms or that were uprooted and leaning towards our lines. The Prosser Lakeview area experienced numerous outages during January. These outages were again caused by trees falling into lines as we// as snow unloading from lines causing tap fuses to open. We are researching data to possibly install additional fuses at new locations that would reduce areas effected when lines are down from trees or snow shedding. Several customer complaints were noted as a result of the number of outages in this area since the first of the year. Unfortunately, vie have no control over the weather and to remove the tree hazards would require the elimination of practically every tree within 100' of the power lines. Sierra Meadows experienced the same problems however, outages were limited and not the duration of those in the subdivisions above. Glenshire residents experienced only one outage of short duration when snow shedding caused fuses to open. After patrolling the area, lines were re-energized and power restored. Tahoe Donner came through the storms with one circuit being effected. 7D#3 along Skislope had a tree fall through the lines breaking several insulators and taking down 4 spans of line. Again, no poles were damaged and crews vvere able to restore power to the majority of customers on that circuit within an hour by isolating the problem area and transferring load to another circuit. 777e remaining customers had power restored in approximately 5 hours. Several times during the month of January our system again experienced outages from loss of our transmission being supplied by SPPCo and PG&E With the weather and related vvinds, loss of transmission was inevitable. Tahoe Donner and Donner lake substations experienced outages as a result of problems on our supplier's system. Transmission outage times were not of the duration experienced during December however, this is becoming a nuisance to our customers and was so related to SPPCo management. Several options to improve continuity of service are being considered by SPPCo. One problem SPPCo has when an outage occurs on the transmission is sending a troubleman to respond when the troubleman may be in the ® Lake Tahoe area responding to their distribution problems. To cut down on response and outage times to our customers, 1 have offered the services of our crews to assist in the line patrolling and field switching of transmission facilities serving our district. We have assisted in line patrolling but as yet Siena is reluctant to allow us to operate switches on their lines. In addition to the above problems, the crews worked on the following projects. Infra-red scanned the substations to find loose connections or problems. Found and repaired a loose connection on the Martis #9 recloser. Shop tested two reclosers for proper operation Tested two recloser controls for proper operation Replaced the recloser control near the Donner Lake park Installed three spans of secondary line to improve voltage at residences near Donner Pass Rd. and Olympic Dr. Completed thirteen temporary-to-permanent residential power hook-ups, five new temporary power hook-ups, and twenty-five underground facility locates MRepaired the transducer for Ponderosa West Hydro Installed a backboard for new electrical equipment in the Ponderosa Palisades Hydro station Repaired cable to the Soma Tank transducer Installed the power logger at a commercial account at Donner Lake Repaired the heater at Prosser Hydro building Completed pump tests at various sites Troubleshot the Sanders Well purrp Wrote specifications and went to bid for the AMR meters All electric department staff were re-certified in CPR to meet state requirements TRUCKEE DONNER PUBLIC UTILITY DISTRICT ® PLANNING DIRECTOR ACTIVITIES JANUARY, 1996 Strategic Planning/District Savin s Business Customer Communications/Survey- Staff has decided that it will be in the District's best interest to develop a positive, open line of communication with our largest business customers by having one-on-one meetings with the Managers. The meetings will also involve asking them questions about how they feel about TDPUD's service and how they see working with TDPUD in the future. Discussions with our twenty-five largest customers is planned for completion in Spring. Staff has applied for a $5,000 grant to hire a consultant to help Staff in this effort. TDPUD Competition Plan- Staff is preparing a report about the different utility issues we are currently being challenged by. The report will include a discussion of the different approaches TDPUD can take to meet these challenges as well as an analysis and recommendations to respond to competition. This comprehensive report is being postponed until the evaluation results of the GSHP pilot, the large Business Customer meetings and other competition related projects and issues are available. Energy/Water Showcase Program- HDR Engineering, Inc. is currently preparing a report that will identify energy and cost-saving energy-efficiency water system • improvement options available to TDPUD. They have requested pump testing data from us to complete the report. TDPUD can then decide which options to implement based on their cost-effectiveness to the District. Conservation/DSM/Economic Development Ground Source Heat Pump Pilot Site Activity- Nine GSHP pilot site units are current- ly in operation. There are still two pilot sites in planning: a site in Glenshire and a second site in Tahoe Donner. Plans are to complete these activities by Summer 1996. GSHP Pilot Project Funding Assistance- The $181,000 Truckee Donner PUD/SMUD CEC GSHP pilot monitoring and evaluation project is near implementation. Four interested consulting energy engineers responded to the January 26, 1996 RFP deadline. A consultant will be selected by March to begin administering SMUDs and TDPUD's pilots. I participated in a pre-bid conference with potential pilot consultants January 9th. CFIA Demonstration Project- I have recently been in contact with Professor Samuel Sami of Moneton University in Canada regarding his development of a Combined Cycle Fully Integrated Air/Air Heat Pump(CFIA). Experimental tests show it has comparable performance benefits of GSHPs without the cost of ground loops. 1 have applied for a $5,000 grant to begin a two unit demonstration project in Truckee. IsGSHP/Water Heater Promotion- Staff is working toward getting the Truckee GSHP pilot monitoring program in place so that we will have data available to perform an analysis of the benefits and costs of using GSHPs in Truckee. The results of this data will be used to determine GSHP's role in TDPUD's Competition Plan. Energy Surveys/High Bill Assistance- Staff completed 1 commercial and 4 residential energy surveys this month. Staff also responded on-site to 3 "high" bill complaints. Business & Energy Efficiency Partnership- The incorporation of energy and water efficiency measures are expected to be retrofitted into the Chamber building by Summer, 1995. Currently about 75% of these measures are installed. Staff has submitted a grant application for $5,000 to fund the development of a low-water use demonstration garden at the Chamber facility. Silvertip and Rare Earth Landscaping contractors have agreed to coordinate this project. Staff is currently working on a self-guided tour brochure of energy and water efficiency measures for the Chamber building. An Open House for the new Chamber facility and the Business & Energy Efficiency Partnership will be planned for after the completion of the energy and water efficiency retrofits as well as the water-efficient landscaping around the building. This Open House may be combined with a Chamber mixer and is expected to take place by Fall, 1996. Communications/Public Relations/Education Newsletter- The Spring Current Issues newsletter is currently being discussed. • Truckee Water Information Piece- A water information piece is currently being developed to educate TDPUD customers on the value of TDPUD water. TDPUD Display System- Staff is currently investigating the different types of display systems commercially available. The Display system will be set up in the Lobby the majority of time. The system we select will be portable for use in the Truckee Home Show. Staff will be visiting the Reno Retail Trade Show in early February to see what types of display systems are available. Susan Craig has provided Scott with valuable assistance in the development, review and editing of documents especially in the area of Communications. Community/Statewide Involvement Chamber of Commerce Economic Development Committee- Working with other businesses in reviewing: the General Plan, an Incubator/Business Park Feasibility Study. Staff attended the January 16 EDC meeting to discuss the General Plan. Tahoe-Forest Hospital Healthly City Committee- Working with other agencies and community groups in the development of a Healthly City Plan for Truckee. Staff participated in the January 26 meeting to develop a Mission Statement and Goals. Town of Truckee Air Quality Management Plan Advisory Committee- Will be working • with other group and agency representatives in reviewing a draft report on Truckee's AQMP prepared by the Northern-Sierra AQMD in conjunction with the Town of Truckee. The first meeting of the Advisory Committee is scheduled for February 8. Nevada County Economic Resource Council- Staff attended a focus group meeting January 31. The Nevada County ERC may be able to assist Truckee in Business Retention and Attraction. California Municipal Utilities Association Committee on Energy Efficiency- Working with other public utilities Statewide on a Model Energy Services/Competition Program Guidebook which will contain the various strategies utilities are using to respond to a changing, more competitive electric utility environment. Programs are designed to increase customer satisfaction and result in customer retention. I participated in a Model Energy Services Program Guidebook meeting January 4 in Sacramento where we selected the project consultant, Barakat and Chamberlin. The Guidebook is expected to be completed by June, 1996. CEC California Ground Source Heat Pump Collaborative- Staff participates in quarterly meetings of the California Energy Commission's GSHP Collaborative. The Collaborative was formed to oversee the development and promotion of the GSHP industry in California. The CEC is currently assisting PG&E, SCE, SMUD and TDPUD in getting the State's share of $100,000,000 earmarked for GSHPs through the National Earth Comfort Program. The next meeting of the Collaborative to discuss the California GSHP Proposal to the National GSHP Consortium will take place February 14. Employee Safety/Trainina Safety Committee- The TDPUD Safety Committee met January 11 to review existing safety activities as well as to consider new activities. Wellness Program/Health Screenings- TDPUD Employees participated in hearing tests this month. Wellness Program/Healthy Meals- This continues to be a popular program with TDPUD employees. We had a "healthy" lunch on January 3 of this month. Wellness Program/Health Education- Staff has been working with Tahoe-Forest Hospital Staff to develop a fitness "course" in the TDPUD building using mostly existing facilities. Many exercises do not require special equipment- a chair, wall, floor or step may suffice. Additional exercise equipment will be considered. Facilities Inspection- The TDPUD Safety Committee completed a safety report detailing its findings during its inspection of TDPUD facilities. This is an annual requirement of the Federally mandated Injury and Illness Prevention Program. Tom was very busy during January with eight BIT inspections, three service inspections and approximately 20 repairs and fixes. When one vehicle left the shop it seemed that two more were waiting in line. 2. Tom has also been working with the appropriate people to finish up specifications for two new pick-ups and a service truck. A vendor is coming to the District in March to demonstrate the new electric knuckle boom truck to staff. METER READING 1. Even with the January storms, most of the meters were read; only 90 were estimated and they were spread throughout the District. This represents just under one percent of the meters read for the month. Since then, the Meter Readers have most definitely been enjoying the nice weather. 2. In January, 9,287 meters were read, 221 service reports were done, 187 48 hour11013 disconnect notices were delivered and 12 low usage reports were checked. BUILDING AND GROUNDS MAINTENANCE 1. The Water Crew has done an excellent job of keeping the District parking area and yard cleared of snow. i can't say enough about how nice it is to come to work and have a place to park your vehicle without having to worry about moving each time various parts of the lot are cleared. The Line Crew has also done a superb job of keeping the roofs clear of shedding snow. 2. We have experienced the typical day to day problems in the building - dysfunctional toilets, lights out, someone too hot, another too cold. We survived the rain storms and have stopped a few more leaks. i PURCHASING AND WAREHOUSING 1. January was a relatively slow month. Ho.=meister Submitted by Mary Chapman, February 16, 1996 u CUSTOMER SERVICE: Customer Service activity has slowed down. The staff is busy catching up on their work. Our new employee, Cathy Moore, started on January 31. We think that she will be a good addition to our staff. She has extensive customer service experience and enjoys working with the public. The staff is also spending their time training her on her new duties. We continue to receive applications from customers to participate in the electronic funds transfer service. We are in the process of updating the "New Construction" booklets that are handed out to customers who are planning to build new houses. The booklets contain all of the District's specifications for installing a service and includes the customer services and billing policies. They are given to customers when they first come in to inquire about the District's requirements. Our plan is to have a few hundred customer packets prepared ahead of time so that when the construction season begins, our work will be easier. BILLING: Billing is current. The staff is sending Peter's newsletter addressing water issues along with the February bills. ACCOUNTING: Accounts payable and payroll are current. We are currently working on the financial reports for January. We are also working on closing entries for 1995 and preparing for the annual audit. Sue continues to work on closing work orders for projects completed during 1995.
