Wright, General Manager SUBJECT: Consideration to Adopt Resolution 2023-01 to Affirm and Support John Pang, Tahoe City Public Utility District, Board of Director in Association Of California Water Agencies (ACWA) JPIA Executive Committee. APPROVED BY M1 Brian C. Wright, General Manager RECOMMENDATION: Adopt Resolution 2023-01 supporting Mr. John Pang's nomination for the ACWA JPIA Executive Committee. BACKGROUND: ACWA is the largest statewide coalition of public water agencies in the county. There are over 430 public agency members whom collectively are responsible for 90% of the water delivered to cities, farms, and businesses in California. ACWA's mission is to provide comprehensive leadership, advocacy, and resources for California Public Water Agencies to ensure a high quality of reliable water supply in an environmentally, sustainable, and fiscally responsible manner. The mission of ACWA and the Districts are extremely closely aligned. ACWA further serves to provide technical information, tracking and influencing of State and Federal water policy, and cooperation and consensus amongst interest groups. In June of 2019, during an investigation of insurance policies, the District joint ACWA JPIA in order to obtain appropriate insurance coverage for the most advantageous cost to the District. ANALYSIS AND BODY: Since that time, ACWA has been a beneficial resource to the District providing training and services in human resources, insurance, risk management, safety programs and policies, workers compensation advice, and needs assessment for insurance and safety Page 1 of 2 programs. All combining in the Boards Commitment to Excellence program with JPIA. Recently, in October of 2022, the Board appointed Director Harris to represent the Truckee Donner Public Unity District in a board capacity on the ACWA JPIA Board. This will provide additional benefits to the District in professional networking, participation in legislative and regulatory affairs, and furthering our interests within the organization. Mr. John Pang has served the Tahoe City Public Utility District (TCPUD) since 2014, being successfully re-elected twice, most recently in 2022. Since January 2015, Mr. Pang has served on the ACWA JPIA Board of Directors as an actively engaged member supporting and furthering the mission of TCPUD. TCPUD requested sister agencies to consider and submit concurring nominations for Mr. Pang's continuation on the Executive Committee. With upcoming unfunded/funded legislation and regulatory issues, having a strong strategic partner in the region and work on both agencies behalves is a benefit. Staff recommends the Boards support Mr. Pang's nomination. The ACWA JPIA election will be held in Monterey, May 9t" through the 11t". At the Board's pleasure, staff can bring an item at a future meeting regarding voting topics for representation direction. Goals and Objectives: This item is in support of the following goals and objectives: District Code1.05.020 Objectives: 1. Responsibly serve the public. 6. Manage the District effectively, efficiently and fiscally responsible manner. Strategic Goals 3. Engage with our customers and communities in a welcoming and transparent way to identify opportunities. FISCAL IMPACT: There is not a direct fiscal impact associated with this item.
