HomeMy WebLinkAbout12 Pipeline Replacement 2023 - Contract A - Board - Bid Award MS Edits - AGENDA ITEM #12 ,�'TRUCKEE DONNE -' Public Utility District MEETING DATE: February 1, 2023 TO: Board of Directors FROM: Neil Kaufman, Water System Engineer Chad Reed, Water Utility Director SUBJECT: Award of the District Pipeline Replacement— 2023 — Contract A Construction Contract APPROVED BY Brian Wright, ben6ral Manager RECOMMENDATION: Award the District Pipeline Replacement — 2023 — Contract A to Hansen Brothers in the amount of $1,910,855.78, plus a ten percent change order allowance of $189,144.22 for a total authorization not to exceed $2,100,000. BACKGROUND: The Truckee Donner Public Utility District Strategic Plan identified five Board goals to achieve the District's mission statement of "reliable, high quality utility and customer services". The first goal identified in the District's Strategic Plan is to "Manage for financial stability and resiliency". This goal identified annual pipeline replacement projects as a high priority. In support of these goals, the Water Department has identified several different sections of pipeline for replacement based upon water loss reduction opportunities or Iifecycle replacement (age). This year the District has split the pipe replacement into three projects, Contract A, Contract B and Hirschdale Overland Pipe. This staff report will address Contract A which is in the Glenshire subdivision. ANALYSIS: The District Pipeline Replacement — 2023 — Contract A project covers approximately 4,600 feet of pipeline at four specific locations in the Glenshire area: • Canterbury Lane • Courtenay Lane • Oxford Circle • Wellington Way Page 1 of 3 These pipeline segments are shown on the attached figure. Staff believes, that some associated cost savings will be realized by having the contractor that is replacing the pipe also replace the pressure reducing station in the Prosser Lakeview area. The bid opening was held at 11 :00 AM on January 17, 2023. The costs for this work are: • Construction Inspection — CME — Estimated at $60,000 • Environmental Services — Inland Ecosystems — Estimated at $5,000 • Geotechnical Testing — NV5 — Estimated at $40,000 The CME and NV5 contracts were approved by the Board of Directors on December 7, 2022, as part of the annual procurement process. As mentioned above, the District is currently advertising for bids for the District Pipeline Replacement — 2023 — Contract B. This contract covers replacement of about 4,900 feet of pipeline on Skislope Way in the Tahoe Donner area. This bid opening for Contract B is scheduled for February 16, 2023 and it is anticipated that a recommendation for award will be presented at the March 1, 2023 board meeting. OBJECTIVES & GOALS: This item is in support of the following goals and objectives: District Code1.05.020 Objectives: 1. Responsibly serve the public. 3. Provide reliable and high quality water supply and distribution system to meet current and future needs 5. Manage the District in an environmentally sound manner 6. Manage the District in an effective, efficient and fiscally responsible manner. Page 2 of 3 Strategic Goals: 1. Manage for Financial Stability and Resiliency FISCAL IMPACT: The subject Contract A $2.1 M, as well as, the additional pipeline projects discussed are components of Water's 10-year capital improvement plan. Water's capital budget for FY22/23 totals $23.1 M (FY22 $8.3 and FY23 $14.8M) is funded sufficiently for these planned projects. ATTACHMENTS: Attachment 1 - Pipeline Replacement Figure Page 3 of 3
