APPROVED BY ��` �, ` Brian C.-Wright, General Manager RECOMMENDATION: Authorize the General Manager to execute a contract with BSK Associates for professional laboratory testing services required for the District's UCMR 5 water quality compliance testing in the amount of$16,100, plus a ten percent change order allowance of$1 ,601, for a total authorization of $17,701. BACKGROUND: The Safe Drinking Water Act requires the Environmental Protection Agency (EPA) to issue a new list of unregulated contaminants to be monitored by public water systems every five years. The District received the fifth Unregulated Contaminant Monitoring Rule (UCMR 5) list of contaminants on December 27, 2021. This list of contaminants includes 29 PFAS (polyfluoroalkyl substances) compounds and lithium. PFAS compounds are widely used, long lasting chemicals which break down very slowly over time. These compounds are used in many industrial applications. Some examples would be fire extinguishing foam, grease resistant paper and fast food containers. Because these compounds are so widely used and persist for a long period, the EPA is studying the effects of these compounds on public health and the environment. These compounds generally will enter a water system through its water sources. For this reason, all ten active wells will need to be sampled since the TDPUD only uses ground water. ANALYSIS: Only seven public labs in the State of California are approved by the EPA to process both the PFAS and lithium testing. Staff reached out to all seven of the available labs and requested quotes for the complete testing process (Bottles, shipping, testing service, reporting and disposal of sample). This is determined to be a special service agreement, since the method of testing and processing the samples is heavily regulated by the EPA staff is recommending that we proceed with the lowest quote. OBJECTIVES & GOALS: This item is in support of the following goals and objectives: District Code1.05.020 Objectives: 1. Responsibly serve the public. 3. Provide reliable and high quality water supply and distribution system to meet current and future needs 6. Manage the District in an effective, efficient and fiscally responsible manner. Strategic Goals: 1. Manage for Financial Stability and Resiliency FISCAL IMPACT: The $17,701 will be charged to 2.7.681.844 Source of Supply Operations — Water Quality Analysis. The FY23 budget for this account is $30,900 which includes standard annual costs, however did not include this infrequent special regulatory water quality item. The Water Utility's overall budget of $11.6 million is anticipated to accommodate this expenditure; otherwise water reserves of $5.3 million are sufficient to fund the item.
