Holzmeister, General Manager SUBJECT Manager's Report AGENDA # 8 Parking lot at District Headquarters: We are running into a problem with our plan to construct a parking lot on the property we own north of the District's current property. We have learned from discussions with the Town of Truckee Planning Department Staff that they were preparing to recommend to the Planning Commission that our use permit be denied, so I asked the Town staff to postpone the public hearing and decision until we could evaluate entering the parking lot from Donner Vass Road. I would like to discuss this matter with the Board at the August 21 workshop. Water Committee meetings: The Water Committee has met twice during the past month to discuss a number of issues, the key one being the water pressure problem in the Donner Trails subdivision. You may recall that Felicia Banks attended a Board meeting and voiced concern . over water pressure at her home. Staff will be including in the 1996 budget a pipeline replacement program that will involve correcting the Donner Trails problem. Truckee River Operating Agreement: The Truckee River group continues to meet. Recently the group was addressed by David Herzog of Hydro-Search regarding Truckee Donner wells. There is a disagreement regarding the effect our wells have on flows in the Truckee River that we are attempting to address. Groundwater assessment: We are out for proposals to help us comply with the Lahontan order that the District evaluate potential contamination of the soils and groundwater at out headquarters. Several consulting firms are asking for the RFP and I am confident we will find a good proposal. Undergrounding of electric lines in Tahoe Donner: Southwest Gas has decided to use a boring machine for installation of gas lines in Truckee; therefore, they will not be opening a trench and there will be no opportunity to share trenching with them. Discussions between the District, Southwest Gas and Tahoe Donner Association have terminated. We plan to closely watch the boring process because it may show that we can inexpensively bore for installation of electric conduit at a future date. If we can find an inexpensive way to install underground conduit across the street, we do not need to share a trench with Southwest Gas. Also, if we do not need to open a trench across the streets we do not need to worry about the Town's paving program. Pension investments: Mary and 1 met with representatives of Smith Barney to discuss an alternative to the current method of managing District pension plan assets. If we ever succeed . in removing some of the topics from our agenda that currently keep us busy, we would like to talk to the Board about pension investments. Gooseneck Ranch: I have withdrawn the District's annexation request. 1 am continuing to talk and meet with Ron Parr because I still hope that Truckee Donner can be the water purveyor. Keith Sauers and Hydro-Search will meet with Ron Par and me later in August to continue to work on the design of the water system. PLHlsmc . TRUCKEE DONNER PUBLIC UTILITY DISTRICT PLANNING SERVICES DEPARTMENT ACTIVITIES JULY, 1995 New Construction Development Agreements- There is currently a lot of construction activity. Two new development applications have been received this month. New Construction Services- Completed the processing of 30 new applications for electric service, 34 temporary power hook-ups and 27 permanent new construction services. Completed orders for 37 water hook-ups and 13 water service upgrades. There have been 84 electric and 47 water Underground Service Alert requests. Work Order Processing- Continuing to close work orders as they become complete. Standby charge adjustments for the 1995-96 tax year are being finalized. Several Prop. 55 projects have been completed and closed. Communications/Education Newsletter- The Summer 1995 newsletter has been distributed to our customers. The Winter issue is planned for distribution late-October/November. Business Questionnaire- Staff is preparing a questionnaire which will be used in conjunction with a one-on-one meeting with Truckee business owners/managers to assess their level of satisfaction with TDPUD operations and services. This information will also be used to determine the types of programs and services and other value-added opportunities they desire from TDPUD. The meetings and information collection will occur late-Fall and Winter. Conservation/DSMIEconomic Develo meet Ground Source Heat Pump Pilot Project- Eight pilot site units are currently in operation. The Chamber GSHP loop/heat exchanger will be installed this Summer. SMUD and TDPUD have signed the California Energy Commission ground source heat pump monitoring and evaluation grant contract. The request for proposals(RFP) has been completed in draft form and is currently being reviewed by CEC Staff. TDPUD and SMUD Staff are hopeful that we will be able to select an engineering consultant by Fall to begin monitoring our pilot sites by Winter. Geothermal Resources Council/Tahoe-Truckee Engineer's Association- The GRC is holding its annual meeting in Reno this year. The meeting includes sessions on GSHPs. During the afternoon of October 12 several GRC attendees will be taking a field tour of Truckee's GSHP pilot sites. Staff gave a 2 hour GSHP presentation including a slide show to the Tahoe-Truckee Association of Engineers the evening of August 9. GSHP Promotion-- Consumers and Regulators appear ready for the GSHP technology in Truckee. Truckee Pines developer was interested in incorporating GSHPs into their development, but was unable to due to construction timing issues. Staff would like to discuss a GSHP and electric water heater incentive program with the Board. TDPUD Competition Plan- Staff is preparing a report about the different utility issues we are currently being challenged by. The report will include a discussion of the dif- ferent approaches TDPUD can take to meet these challenges as well as an analysis and recommendations to respond to competition. This comprehensive report is planned for completion by late-winter. The report will include input from the business community. Energy Surveys/High Bill Assistance- Staff completed 1 commercial and 3 residential energy surveys this month. Staff also responded on-site to 3 "high" bill complaints. Energy Efficiency Partnership- The incorporation of energy and water efficiency measures are expected to be retrofitted into the Chamber building by Fall, 1995. Currently about 60% of these measures are installed. An Open House for the new Chamber facility and the Business & Energy Efficiency Partnership will be planned for after the completion of the energy and water efficiency retrofits as well as the nine space parking area and water-efficient landscaping around the building. This will be a prime opportunity to share the Partnership and the energy and water efficiency measure benefits to the Community. Energy/Water Showcase Program- Staff has requested the assistance of the California Energy Commission to provide an energy survey of the water system. This will help us identify practical and cost-effective energy efficiency improvements to save the District and it's customers water system operational costs. A recent discussion with CEC Staff suggested that they will be in contact with TDPUD Staff in August to discuss our technical assistance needs for evaluating the water system. Employee Safe /Training, Wellness Program/Health Education- Staff is currently working with T-F Hospital to develop a schedule of health seminars. Many of the seminar topics will be selected as a result of the needs of employees as determined by the health screenings. The sem- inars will be scheduled in Winter when the crews are not as busy due to the weather. Wellness Program/Healthly Meals- Approximately 12 TDPUD employees participate in the Healthly Meals lunch program twice per month. Participating employees have enjoyed the meals very much for both the taste and healthly ingredients. MAINTENANCE, REPAIRS & NEW CONSTRUCTION: New service connection requests have remained steady with thirty seven new hook-ups and thirteen service upgrades in June. Staff repaired twenty seven leaks and did forty seven USA locations. As of August 8, there were 9 known leaks throughout the District service area, they will be repaired as scheduling S permits. We have been working with the Town of Truckee to complete repairs in areas that they are planning to overlay. In July staff repaired or replaced three hydrants. George Caballero continues to make good progress on the commercial service program. As is typical this time of year staff has responded to several broken service line incidents caused by contractors excavating for new construction. WATER PLANNING DEPARTMENT: See attached report from .Mike Connell, Water Dept. Planner. PUMP OPERATIONS f PROJECTS: Construction of the Gateway Tank is back on schedule, the retaining wall is complete and RDC is setting the underground piping, vault and tank grade ring. Prosser Heights Tank has been disinfected and flushed we are awaiting Health Department approval on the volatile organic compound test results. I am awaiting an appraisal report from Brian Mullins of the Hopkins Trust placing a value on the 113 acre parcel that we would like to acquire for the Glenshire Drive Well . Prosser Annex Well has been put on line, this addition of 600gpm into the Prosser area makes this the strongest system the District presently has. The July portion of the report shows that all 35 distribution system samples were free of coliform bacteria . The report also is shows that all. 35 source samples were free of coliform bacteria. The district has met the State ' s drinking water standards for the month of July. Truckee Pines * 104 Unit affordable housing complex, located on Estates Drive next to the Senior Citizens complex. Nature of Work Performed Contact with project representatives and other agencies . Construction inspection. 2 . Truckee Town Square * This project is located at the existing "SMALL MALT.," on Donner Pass Road. The project will remove the existing "SMALL MALL" structure and replace it with 3 new buildings . This project will also include the existing "Robertson building" . Improvement plan review. Monthly Activities Report August 18, 1995 3 . Truckee Diner * This is a proposed two phase project . Phase one, a rail car theme restaurant, will be constructed this year. Construction of phase two, a multi-unit commercial center, has not yet been scheduled. This project is located at the south west corner of Hiway 267 and West River Street . Commercial Service Upgrades * Worked with staff in organizing commercial metering program. 5 . Long Subdivision * This project is located at the end of Tundra Drive in Tahoe Donner. The project is not within the subdivision boundaries . There will be three residential parcels within the subdivision. Nature of Work Performed The improvement plans were approved in May 1994 . The developer is currently exploring construction options different than approved with the improvement plans . We are working with the developer and will finalize a development agreement when the construction design has been accepted. 6 . River Village * This project is located near the Martis Valley substation. Proposed is a 40 lot affordable housing subdivision. Nature of Work Performed Development agreement application review. Maros Town Houses * This project is located on Martis Valley Drive in Sierra Meadows . Currently there is a single family residence on the parcel . Development agreement preparation. 8 . Truckee Falls Golf Course * This project is located near Tahoe Donner on Northwoods Blvd. . Proposed is an 18 hole golf course . Hospital District Professional Bldg. * Professional medical building located across from the Hospital Administration building. The Hospital District is the developer. The packing was replaced in boosters #1 and #2 at Soma Sierra Booster station. Cleaned up the interior of Southside Well #1 building and repaired leaks in the plumbing. The flow meter located outside of Soma Sierra Booster Station was protected with culvert material . Trees, shrubs and tall grasses were removed from several booster stations and tank sites . WATER QUALITY Water samples were taken the four tuesdays of the month. Routine daily rounds were made, taking chlorine residuals throughout the system. The retaining wall for the Gateway Tank was completed. The Prosser Heights 'Tank work was completed, the tank was filled and water samples were taken to the lab. The clarity of the water in Prosser Annex Well is good, the well was brought on line and is producing over 600 gallons per minute . Continued to communicate with Sandel-Avery Engineering regarding ongoing site problems and SCADA programming. The Town completed their move into the downstairs area. All light bulbs were replaced and the furnace filter was changed. The back door lock to the hallway was changed to a key that can only be opened by master keys and the Animal Control Officers, who require accessibility to the area where animal drugs and firearms are kept. 2. The Board conference room got a new coat of paint and a cleaning. The Board room ceiling was painted, a new vent installed for air exhaust, tables cleaned and the carpet washed. Unfortunately, the steam cleaner broke at the entrance to the Boardroom; once it is repaired, that area will be touched up. More cleaners were tried on the walls to no avail. 3. The handicapped parking spaces received new painted logos and signs. 4. The sinks in the employee mens' room have been replaced. One sink was cracked and leaking; the other no longer had a finish and wouldn't come clean. 5. Jim Wilson rebuilt and installed a heater motor in the warehouse. 6. All inside signs were made and installed for the Town with the exception of the main directory for the second floor. METER READERS 1. Bev and Rosana have been working on a new reading and billing schedule. The routes have been re-organized geographically. Meter Readers will start reading parts of the new schedule in August for September billings. 2. On July 27 the Meter Readers, along with Sierra Pacific staff, went to Glenshire to read the District's new customers'meters. Sierra got their final reading and the PUD got their beginning reads. The meter change-out is scheduled for September 25 and October 24. 3, The Meter Readers did 223 service reports, 212 forty-eight hour/1o13 notices, seven low usage checks, two field checks and numerous meter change-outs while staying current in reading. 0 VEHICLE MAINTENANCE 1. Torn was kept busy with vehicle repairs. There were four service inspections, four monthly aerial inspections, three annual aerial inspections and numerous emergency repairs. 2. Radio maintenance and repairs were performed on six vehicles this month. It seems like maintenance and repair on radios come in bunches - nothing for a long while, then everything happens at once. PURCHASING AND WAREHOUSING 1. Staff has been working to keep the crews stocked with enough material. The crews have been busy and it sometimes seems like material was just brought in and, before you know it, it's gone. 1 have participated in IBEW negotiations, AMR Committee meetings and have worked with Peter on the parking situation at the District complex. Jury activity Report AGENDA ITEM The first 112 of July was spent working along Glenshire Rd. re-constructing facilities to accomodate our new customers acquired from Sierra Pacific With the completion of that portion of line, all customers east of Ql ympic Heights had the capability of being served by us. On July 27th the transfer of customers from SPPCo to TDPUD within the Glenshire area was completed. The second 112 of July was spent constructing facilities along Glenshire Rd to the south of Olympic Heights to serve three phase power to the new proposed well site. That work was completed and the line is now energized. During this same time period, the Donner Plaza development project was completed and 4Wergized Crews worked within the Truckee substation to facilitate the upgrades required to serve customers in the Sha-Neva area. This is a part of the settlement with SPPCo and should be completed late August or early September: The service crew completed 61 service orders and responded to 84 requests for underground facility locates. The District's electrician was utilized in numerous ways from laborer to technician. Please see his attached report. Please reference the District electrical engineer's report for information on purchased power from NCPA. July Monthly Report During the month of July I worked in a variety of capacities for the district . The following is a last of some of the projects undertaken. completed the adjustments of the Teichert capacitor bank controls it should be noted that since the controls have been set to the correct setting for the Teichert capacitor bank that TTSD does not know when the load at Teichert increases or decreases because the power factor stays at a constant level . TTSD is very satisfied with their power at this time . - , ordered meters and current transformers for up coming projects - did an emf test at a home in Tahoe Donner -- ordered and replaced a heater at Ponderosa West Hydro pumP Station -- cleaned up the wiring at Ponderosa West Hydro Pump Station trouble shot the pressure transducer problem at Ponderosa West Hydro pump station trouble shot electrical problems at Burger King as to why they lost all of their computers and cash registers on the fourth of July, only to find that they had a loose customer to utility neutral connection and an incorrect neutral/ bond connection. met with Greg Henrickson on west river to discuss the metering of his existing facility and the facility to be built. repaired the board room audio recording system met and discussed AMR with the AMR committee pulled the meters at the Truckee Hotel and the Passage to allow a contractor to replace the main breakers - tested meters met with an electrical contractor at Gateway Shopping Center to discuss installing a 400 amp service to one of the suites re-inspected and re--sealed the panel at the Truckee Airport - only to find code violations which were brought to the attention of airport management repaired the shop band saw motor cleaned the meter room and work bench area .installed bussing, insulators and primary cable at the Truckee Substation which included the operation of the bucket truck . - terminated primary cabling at Truckee Substation ckt . # 1 began re-evaluating Weststar flat rate accounts which included the operation of the bucket truck - inspected and re-sealed commercial panels with broken seals as reported by the meter readers replaced a bad meter on the Pac-Tel facility on West River Street installed a temporary time clock at Prosser Annex Well to automatically cycle the well pump to pump to atmosphere replaced a bad relay and thermal sensor at Ponderosa Palisades Booster Station replaced two meters destroyed by lightning at the TSB holding ponds - changed out a commercial meter at crossroads shopping center without interrupting service to the customer installed potential metering fuses at Betts Mfg .
