......CONSTRUCTION AND UPGRADES AND THE PROCESSING OF SAIVIF
WHEREAS, the Truckee Donner Public Utility District adopted, by Resolutions 8616 and 8617,
policy establishing procedures for water and electric service applications for new construction and
upgrades and the processing of same; and
WHEREAS, the District has standards for construction of system improvements as well as a
standard form of development agreement and standard fees and charges that are paid by
developers, and
WHEREAS, in order to expedite developments involving system improvements, the Board has
determined that greater authority should be granted to staff to review and execute development
agreements,-
NOW, THEREFORE, BE TO RESOLVED by the Board of Directors of the Truckee Donner Public
Utility District as follows:
1. That effective this date, electric and water project applications for new construction
and upgrades shall be processed in accordance with the .Electric and Water
Project Review Guidelines attached to this resolution.
2. That to the extent that they conflict with this resolution, Resolutions No. 9616 and
No. 9617, and all previous policies relating to electric and water service
applications for new construction and upgrades and their processing, are hereby
rescinded.
PASSED AND ADOPTED by the Board of Directors at a meeting duly called and held within the
District on the fifth day of September 1995 by the following roll call vote:
AYES: Aguera, Hemig, Maass and Jones.

SUBJECT: PROPOSAL FOR ENGINEERING SERVICES
PRE-DESIGN REPORT FOR 1996 PIPELINE REPLACEMENT WORK
Dear Peter:
Pursuant to discussion at the Water Committee meeting(August 17) and with District
staff', I am proposing to prepare a pre-design report addressing a program of pipeline
replacement work for next year. This letter includes the scope of the proposed report,
a time schedule for getting it completed, and the cost for preparing the report. We
anticipate the value of this report to be that it contains logical replacement locations
with priorities and budgets. Consequently it will be available during the annual budget
process to aid in development of next years pipeline replacement program. This will
also reduce the uncertainty about whether specific locations should be rehabilitated or
postponed until additional funding is available.
Scope
Water Department personnel have prepared several documents related to pipeline leak
history, including a drawing of Tahoe Donner with replaced pipelines, high frequency
leak areas, and low frequency leak areas. This drawing shows approximately 23,600
feet of pipeline with frequent leaks and 5,900 feet with less frequent leaks.
Additionally, staff has prepared a Leak Report Index showing, in addition to Tahoe
Donner, many leaks in Sierra Meadows and Prosser Lakeview Estates, with fewer
reported in Soma Sierra, Ponderosa Palisades, Prosser Heights, Gateway and other
service areas.
We propose to analyze all available leak history data, meet with and interview Water
Department personnel, and prepare a report reflecting a recommended replacement
program. We intend to include preliminary cost estimates. If you wish, the report
could include several alternatives such as "recommended project" and a smaller"bare-
bones project".
Our fee will include preparation of twelve copies of the report, although you may
request more or fewer copies with appropriate adjustments in our cost of services.
Schedule
We will begin this assignment promptly upon your authorization to proceed. I am
expecting to need approximately six weeks to complete it. So, if we are authorized
following the first Board meeting in September we expect to have the reports to you by
mid- October.
Engineer's Fee
I propose to do this assignment for a fee of$7,500, 1 arrived at that amount as shown
in the following tabulation,

Closure
There are some related tasks not 'included in this proposal, including.
1. We do not intend to analyze the metallurgy and type of corrosion failure
because I believe that has been adequately covered in earlier work by SEA.
2. This task does not include preparation of plans and specifications for
replacement construction. That task will be done pursuant to a separate
proposal after the budget/funding process.
