The regular meeting of the Board of Directors of the Truckee Donner Public Utility District was called to order at 7:09 PM in the TDPUD Board Room by President Jones. ROLL CALL: Directors Joe Aguera, Ron Hemig, Bob Jones and Patricia Sutton were present: Director James Maass was absent. EMPLOYEES PRESENT: Mary Chapman, Susan Craig, Peter Holzmeister, Bob Quinn and Dave Rally. CONSULTANTS PRESENT. Consulting Engineer Keith Sauers and Attorneys Christina Bark and Steve Gross. OTHERS PRESENT.-Among those present in the audience were Hirschdale residents Bill Austin, Diane Brunson, Bruce Waltrip, Pete Rivara, Jamie Cole, Bob Horton and Orlando Sierra; Steve Andrews of CHY; Brad Stapley of the Truckee Sanitary District; Tom Grossman and Stacy Wilser. HIRSCHDALE WATER TREATMENT PLANT PROJECT- CONSIDERATION OF AMENDING RESOLUTION 8378- CONSIDERATION OF BIDS AND POSSIBLE AWARD OF CONTRACT- CONSIDERATION OF GRANTING AUTHORIZATION FOR ADDITIONAL ENGINEERING SERVICES - CONSIDERATION OF FINANCING OPTIONS; POSSIBLE ACTION - CONSIDERATION OF SETTING A DATE FOR A PUBLIC HEARING The District has been working toward construction of a water treatment plant at Hirschdale to remove the high levels of iron and manganese produced by the well. The cost of the project is a concern that the Board and staff have discussed, but no decision on how to finance the program has been made. The bid opening for the improvements to the Hirschdale water system was on September 5, 1995. Schott Construction's bid of $162,000 is the apparent low bid, the Engineer's estimate was $220,000. Staff reviewed the original petition for annexation from the Hirschdale residents and the resolution accomplishing the annexation; District administrative costs allocated to Hirschdale; current Hirschdale waterrates;the revised treatment plant project construction budget;engineering costs; operating and maintenance costs for the plant; financing options which included Hirschdale water rates, total system water rates, standby charges, facilities fees, assessment district formation. Hirschdale residents Pete Rivara, Jamie Cole, Orlando Sierra, Bob Horton and Diane Brunson spoke of their frustration with the discolored water(due to high iron and manganese content) and resultant problems. They are anxious to have the situation resolved. Samples of the water were provided to the Board. After discussion, DirectorAguera moved that award of the bid for the Hirschdale Water Treatment 9118195 Page 1 Project construction be delayed two weeks and that the Board review all other alternatives contained in a report prepared by Sauers Engineering. The motion was seconded by Director Hemig. All Directors, aye, by voice vote. SO MOVED. PUBLIC INPUT Restructuring of water rates Tom Grossman, commercial developer, spoke to the Board about restructuring the water rate and fee schedules. It was his suggestion that the District hook up water meters that have already been installed and set a standard rate equal to other similar areas. Where no meters exist, to set rates on a formula based upon the number of occupants and bathrooms, amount of landscaping, size of water heater and square feet of premises. The Water Superintendent is currently preparing a report for a workshop meeting that addresses how the PUD is selling water now and possible changes to the procedure. CONSIDERATION OF TIMBER HARVEST OPERATION, POSSIBLE ACTION At the 3:00 PM Special Meeting this date, Steve Andrews of CHY Company, conducted a tour of the McGlashan property. CHY is proposing to provide forestry services for the District relating to the harvest of dead and diseased trees from McGlashan. This would include preparation of an emergency timber harvest plan, marketing of salvage logs and other products, timber marking for harvest, timber sale administration, log accounting and disbursement of log receipts. Director Hemig moved, and Director Aguera seconded, that the Board approve the proposal from CHY Company to provide services as indicated in their addendum to standard agreement for professional services dated September 5, 1995 for removal of dead and diseased trees from the McGlashan property with a maximum budget of $7,000. All Directors, aye, by voice vote. SO MOVED. Director Hemig complimented Water Superintendent Rully for taking the initiative to investigate responsible management of District property. Counsel Steve Gross confirmed that the bid process need not be followed for this project; he will provide a memo to the Board. PROSSER HEIGHTS TANK REPLACEMENT PROJECT - STATUS REPORT - CONSIDERATION AND POSSIBLE ADOPTION OF A RESOLUTION ACCEPTING THE PROJECT AS COMPLETE AND DIRECTING FILING OF THE NOTICE OF COMPLETION Work has been completed on the Prosser Heights Tank Replacement Project and the new tank is now in service. Director Aguera moved that the Board adopt Resolution No. 9528 accepting the Prosser Heights Tank Replacement Project as complete and directing filing of the Notice of Completion. Thirty-five days following the filing of the Notice, the 10% retained from the contractor payments plus an additional$60 owed to the contractor is to be released if no claims have been made to the District . by material suppliers or laborers. SO RESOLVED. 9118195 Page 2 WORKSHOP ITEMS Consideration of a plan to participate with the Truckee Sanitary District and others in the East River Street overhead crossing Brad Stapely, Assistant General Manager of the Truckee Sanitary Distinct, appeared at the meeting and described the TSD plan to replace an existing structure across the Truckee River with a new bridge to carry a sewer line. The old structure is seriously deteriorated. TSD will replace the structure under an emergency order issued by the Lahontan Region Water Quality Control Board. TSD is asking if the PUD is interested in participating in construction of the new bridge with placement of a waterline. The Board asked Keith Sauers to evaluate the costs and benefits and to report back to the next Board meeting. Report on meter reading technologies and options The General Manager asked the Board to postpone consideration of this matter until the next workshop. The Board agreed. Town of Truckee General Plan The General Manager briefly described the fact that the Town of Truckee has circulated the draft environmental report on the proposed Truckee General Plan. Hearings will be held in early October. The Board asked to perform a cursory review of the documents to determine if anything appears therein which is of interest to our District and to report back at the next meeting of the . Board. Hofzmeister, General Manager. SCIBJECT August Staff Report AGENDA Memorandum of Understanding During the past month I completed negotiations with the IBEW and District employees over the terms of a new MOU. The Board ratified the new agreement and we are now in the process of implementation. Soon, I will begin the process again, since the new agreement expires in less then four months. The process is time consuming, but productive as it gives management and employees the opportunity to talk at length about issues of concern. Water Committee The Water Committee has been meeting lately to discuss a number of issues and I have been involved in those meetings. We have discussed the need to update the Water System Master Plan once the Town finalizes the Truckee General Plan. An area of concern to the Committee is the number of golf courses planned for the community and the demand they place on the District's water system, it will be looking at the Truckee Falls Golf Course development because of this concern. Contaminated soil I am working with WESTEC to implement the groundwater monitoring plan in compliance with the clean-up order issued by f.ahontan. I hope to have the project complete by October 15, 1995. You may see a drill rig in the District parking lot during the first week of October,- it will be part of the program. Meter Reading Committee As you know, I have been meeting with an employee committee to evaluate meter reading options. We are hearing more and more about the new meter reading technologies that are fast, accurate and inexpensive through industry seminars, in the journals the District subscribes to and in conversations with staff from other utilities. The committee is close to being ready to make a presentation to the Board regarding its findings. It appears clear that a movement toward one of the new technologies is advantageous for the PUD, but we are not yet sure how aggressively to implement a new program. Implementation could be in one quick step or phased in over time. Truckee River Operating Agreement Pat Sutton and I are still involved in the TROA negotiations and probably will be for at least another year. The work of the committee has shifted gear into a review of draft environmental documents. The Board will be kept posted. Budget Staff is working on the 1996 budget. We expect the electric picture to look quite nice; the water utility continues to be problematic. Parking I am not doing anything regarding parking lot issues at this time. We have reapplied to the Town for a use permit to use District property at the end of Glen Road with access through Glen Road and are now waiting for the Planning Commission to meet. Because the Town must make public notification and meet certain time requirements, the District's issue will not appearon the Planning Commission agenda until October. Time-of-use meters I have conversed with one non-primary residential customer with a home at Donner Lake about placing a time-of-use meter on that home to conduct a study. I would like to involve other non- primary customers as well as some primary customers to see if a time-of-use rate might be helpful in Truckee. My discussion to date involves placing a time-of-use meter on the Donner Lake home and on my own home to track usage in relation to on and off peak periods and to track total energy used in relation to peak demand. 1 will keep the Board informed as to what we (earn. Meetings A great deal of my time has been spent preparing for PUD Board meetings because we have been dealing with some tough issues that require time. The Hirschdale water matter has been particularly challenging requiring several hours over several days. PLH/smc • TRUCKEE DONNER PUBLIC UTILITY DISTRICT PLANNING SERVICES DEPARTMENT ACTIVITIES AUGUST, 1995 New Construction Development Agreements- The construction season is in full swing. Many develop- ments are in the process of receiving their electric/water services from the District. New Construction Services- Completed the processing of 33 new applications for electric service, 26 temporary power hook-ups and 36 permanent new construction services. Completed orders for 39 water hook-ups and 16 water service upgrades. There have been 47 Underground Service Alert requests. Work Order Processing- Continuing to close work orders as they become complete. Standby charges for the 1995-96 tax year have been finalized. Communications/Education Newsletter- The Winter issue is currently being worked on and is planned for distribution in November. The newsletter dimensions will be expanded to meet the dimensions of the new bill. Business Survey- Staff is currently reviewing different approaches to gathering information from local businesses including the possible use of a consultant to perform phone surveys. This information will be used to determine the types of programs and services and other value-added opportunities they desire from TDPUD. The results of this effort is planned for completion by this Winter. Conservation/DSM/Economic Development Ground Source Heat Pump Pilot Project- Eight GSHP pilot site units are currently in operation. The Chamber GSHP loop/heat exchanger was installed September 5-6. The draft request for proposals for the $1 S 1 K Truckee Donner PUD/SMUD CEC GSHP monitoring and evaluation plan has been reviewed and comments provided by CEC Staff for final document revisions. TDPUD and SMUD Staff are hopeful that we will be able to select an engineering consultant by Fall to begin monitoring our pilot sites by Winter. Geothermal Resources Council- The GRC is holding its annual meeting in Reno this year. The meeting includes sessions on GSHPs. During the afternoon of October 12 several GRC attendees will be taking a field tour of Truckee's GSHP pilot sites(see attached notice). Truckee GSHP pilot participants have been mailed a letter to determine which ones will be available to allow GRC attendees to view their instal- lations during this tour date. Board members are invited to participate in this tour. GSHP Promotion-- Consumers and Regulators appear ready for the GSHP technology in Truckee. Staff would like to discuss a GSHP and electric water heater incentive program with the Board in the next couple of months. TDPUD Competition Plan- Staff is preparing a report about the different utility issues we are currently being challenged by. The report will include a discussion of the dif- ferent approaches TDPUD can take to meet these challenges as well as an analysis and recommendations to respond to competition. This comprehensive report is planned for completion by late-winter. The report will include input from the business community. Energy Surveys/High Bill Assistance- Staff completed 0 commercial and 4 residential energy surveys this month. Staff also responded on-site to 2 "high" bill complaints. Energy Efficiency Partnership- The incorporation of energy and water efficiency measures are expected to be retrofitted into the Chamber building by late-Fall, 1995. Currently about 60% of these measures are installed. An Open House for the new Chamber facility and the Business & Energy Efficiency Partnership will be planned for after the completion of the energy and water efficiency retrofits as well as the nine space parking area and water--efficient landscaping around the building. This will be a prime opportunity to share the Partnership and the energy and water efficiency measure benefits to the Community. This Open House may be combined with a Chamber mixer and is expected to take place in Spring or Summer of 1996. A video was developed and is currently being played on Channel 6 describing the Partnership and the energy and water efficiency measures being incorporated into the building. Energy/Water Showcase Program- Staff has requested the assistance of the California Energy Commission to provide an energy survey of the water system. This will help us identify practical and cost-effective energy efficiency improvements to save the District and it's customers water system operational costs. GEC Staff recently had a phone conference with TDPUD Staff regarding performing an engineering cost- analysis of our water system. Based on our conversation, CEC Staff is preparing a scope of work to be used for selecting a consultant to assist us. The consultant is expected to perform this study for TDPUD this Fall. Employee Safety/Training Wellness Program/Health Education- Staff is currently working with T--F Hospital to develop a schedule of health seminars. Many of the seminar topics will be selected as a result of the needs of employees as determined by the health screenings. The sem- inars will be scheduled in Winter when the crews are not as busy due to the weather. The 1995 Health Screenings are scheduled for the end of September. Wellness Program/Day Hikes- TDPUD employees have been invited to participate as guides in the Chamber's Annual Donner Party Hike September 30-October 1, 1995. Board of Directors From. Bob Quinn, Electric Superintends Subject: August Activity Report AGLGllll]A 1T�11' 14 ' August was another busy month for the staff of the electric department. The following projects were undertaken during the month: In Tahoe-Donner along Skislope, several poles were replaced to gain clearance for other utilities to attach. At this same time, the overhead conductors were re-sagged for greater reliability during winter conditions. On Herringbone May, a pole was replaced for the reasons stated above. At the vvest end of Donner Lake, on Conifer St., extensive repairs were made to facilities that incurred damage during last Wnter's heavy snows. New primary conductor was installed, several poles replaced, and numerous crossam7s and insulators replaced Additionally, a transformer was added to improve voltage in the area. In the downtown area, crews vvorked to upgrade facilities out of the Truckee substation. This involved the construction of new underground risers on poles to the north of the station and the installation of new underground primary facilities. This mrk is ongoing and will be completed during September. Upon completion, we will be able to serve the customers acquired from SPPCo that are located on the north side of 1-80 During this time the service crew completed 62 service orders and 92 underground service locate requests. I look for September to be very busy as developers try to complete projects before winter: In the immediate future several projects will require attention_ Truckee Pines a 104 unit apartment complex Tahoe Donner Ski lift-- an upgrade of T D ski facilities requiring new primary electrical components. Long Subdivision - a new private development requiring a new underground primary line extension. LaVonne Professional Bldg. -primary dip to transformer and secondary service Tahoe Donner Maint. Bldg. - new primary road crossing, transformer, and service Airport Hanger- new primary line extension to serve new bldg. on south end of airport Sugar Pine Est. - new primary line extension involving the installation of over thirty poles and related facilities. Truckee substation - the corrPletion of upgrading circuitry within the station to serve the Sha-Neva area acquired from SPPCo. Sha-Neva - the installation of a primary neutral conductor to facilitate changing from SPPCo's primary voltage to that of the TDPUD's This will involve pulling conductor across 1--80 in two locations. As you can see we have been busy with no let-up in site. In my opinion, the staff has been doing an exceptional job of completing tasks assigned and keeping on schedule with the various developments l think vve all look forward to winter, not for the vveather but for the possible breather from the pace vie have been keeping. 1 met with representatives of the Truckee Fire Department and CDF with regards to our electrical system and clearances from trees and vegetation. It appears both agencies are going to take an aggressive stance toward inspections and removal of trees that are deemed hazardous or too close to our facilities This could be a major financial impact to the utility. The process of inspecting for hazardous trees, pole clearing, and approved equipment is scheduled to begin during the third mek of September and will occur in the Donner lake area. This area has old style construction with open wire secondary lines and I anticipate a number of directives from the Fire District to trim or remove trees The potential liabilities are tremendous and this program will have to be addressed in the upcoming budget. Water Act is writing regulations which .may have some impact on the way we flush fire hydrants for water quality complaints and the draining of storage tanks for maintenance purposes. Hopefully DWR has now understood that there is a significant difference between the discharges from a potable water system and those utilities that routinely pump out their underground vaults. If DWR acts on the input from the participants our involvement with the new rules may be limited to a yearly $400, OC permit and a packaged (AWWA) Pollution Prevention Practices Plan. MINTE'NA.NCE, REPAIRS & NEW CONSTRUCTION: New service connection requests have remained steady with thirty nine new hook- ups and sixteen service upgrades in August . Staff repaired seventeen leaks and did forty seven USA locations As of September 6, there were 12 known leaks throughout the District service area, they will be repaired as scheduling permits, in jul y staff repaired or replaced two hydrants. PUMP OPERATIONS / PROJECTS : Off site piping at LI--he Gateway Tank will be -installed down to Forest Lane by the end of this week. The tank shel! is into its second ring. The old Gateway Tank was removed but not without a Problem. The -morning the excavator was delivered and about to be unloaded Xsa Archie denied us access across her driveway. T had arranged this with her a full 10 days in advance but when she saw the equipment she refused to allow us to cross her property. As IF carefully explained the situation to her it became obvious that no amount of assurances or Precautions to protect her driveway would avail , 1 backed off and had the contractor remove his equipment until I could formulate another approach. Fortunately Dr. Joseph Lombard was in his office and he agreed 'Co take a few minutes from his busy schedule to talk to mea After a brief discussion he consented to allow us to cross his property from the east side with whatever we needed to remove the Lank. Kathy'Neusr Support Senrrces Manager SUBJECT. Staff Report for August 1995 AGENDA #;AZ) BUILDING AND GROUND MAINTENANCE 1. There were no emergencies this past month; things are running smoothly. Staff is still in the process of preparing for winter. 2. Pete Marcovich from the Water Department replaced a valve in one of the upstairs air exchangers. He also extended a run for the fire system at the request of the fire system maintenance company. 3. Jim Wilson repaired a short in the Board room sound system and also checked into a tripped breaker upstairs. METER READERS 1. The Meter Readers read Glenshire in August so the District is now ready to bill its new customers for the first time. The meter change-out is still scheduled for September 25 and October 24, 1995. 2. The Meter Readers did 256 service reports, 135 forty-eight hour/9013 notices, seven low usage checks and four field checks while staying current with readings. VEHICLE MAINTENANCE 1. There were seven service inspections, two BIT inspections, several aerial inspections and other repairs. Tom did all the leg work in getting costs and time frames for rebuilding Unit #17. 2. The California Highway Patrol was here in late July to inspect District vehicles and records. The District has received a satisfactory rating again; this makes four consecutive years with an acceptable rating. Some improvements are needed but nothing that requires any great effort. 3. A more complete evaluation has been done on Unit #17, the line truck that is currently having its boom rebuild. The cost estimate to repair the boom is $25,527.31; they will need until October 20, 1995 to complete the work. i PURCHASING AND WAREHOUSING 1. Staff is still moving along trying to keep up with the crews'needs for materials. I have been busy participating on the IBFW Negotiating Committee and AMR Committee; working to resolve the parking shortage for the Town of Truckee and have also met with staff of Southwest Gas to discuss their reading TDPUD meters. Hoizmeister ADMINISTRATIVE SERVICES: September, 1995 STAFF REPORT ' , Submitted by Mary Chapman, September 14, 1995 CUSTOMER SERVICE: The staff has been very busy with service orders for connects, disconnects and transfers. They also continue to help in the Planning Department. Mark called several property management businesses to let them know that the Board had rescinded the $20.00 automatic transfer fee. They all seemed very pleased. As I told you at the last board meeting, we will be advertising this service in the next newsletter. The customer contact software has been installed. The staff has begun to use it and have commented that it was a good addition. When Becky gets back from vacation, we will be doing additional training, so that we can make further use of the features that the software offers. BILLING: We are processing the second batch of bills on the new billing cycle schedule. We have received a few calls from customers with questions. After answering their questions, they seem to be satisfied. We are also in the final stages of our bill design. I will be placing an order next week and we will begin using the new bills in October. Along with installing the customer contact program, we upgraded our billing system software. As you know, the software includes the improved method of handling automatic transfers. There are several other enhancements. Unfortunately, anytime new software is installed or upgraded there are also "bugs". We are currently working with Orcom to resolve those program problems. ACCOUNTING: Accounts payable and payroll are current. We are currently working on the financial statements, budget reports and financial reports for August. I have also begun to work on the 1996 budget. The payroll software was also upgraded to the AS400 version. It also came with several "bugs". The following is an update on Prop 55 Construction Projects, GATEWAY TANK The tank footing and gravel pad are complete and tank erection is underway. The drainage pipeline has been constructed from the tank site along Frates Lane to the existinp, store drain system near the Gateway Shopping Center parking lot, Water pipeline construction is expected to start this week. The project is approximately 43% complete in approximately 75% of the contract time, PROSSER HEIGHTS TANK REPLACEMENT Work is completed on this project and the new Prosser Heights Tank is now in service. SOUTHSIDE WELL 42 REHABILITATION AND RELATED WORK The existing well pump has been removed and the well has been video surveyed, cleaned and test pumped.. Pipeline work is scheduled to begin September 18. The project is approximately 22% complete in approximately 30%of the contract time,
