HomeMy WebLinkAboutStaff Reports RESOLUTION NO. 9529 OF THE TRUCKEE DOI NER PUBLIC UTILITY DISTRICT DIRECTING THAT COMPETITIVE BIDDING BE DISPENSED WITH IN CONINECTION WITI4'THE SWISS LANE WATER LINE REPLACEMENT PROJECT WHEREAS, the District's water line on Swiss Lane in Tahoe Donner has developed severe leaks that maintenance activities have not been able to resolve adequately, and WHEREAS, numerous parcels and vehicular traffic on the roadway are being affected by these significant leaks; and WHEREAS, the impending winter season and resultant freezing temperatures will only exacerbate the problems related to this leaking water line, and WHEREAS, the total cost of replacing the water line is approximately $18,000; and WHEREAS, Public Contract Code Section 20201 generally requires that the District engage in competitive bidding on any expenditure in excess of$10,000; and WHEREAS, it has been determined by District staff that it is not possible to engage in competitive bidding for the work that needs to be done without serious delays which would place the District at considerable risk; and WHEREAS, Public Contract Code Section 20205.1 provides that in the case of great emergency, by consent of at least 415 of its members, the Board may do or cause to be done without notice all repair or replacement work necessary to meet the emergency; and WHEREAS, the District's need to have the water line on Swiss Lane repaired immediately has created a great emergency which, pursuant to Public Contract Code Section 20205.1, is justification for the District to dispense with the competitive bidding procedures for replacement of the Swiss Lane water line. NOW, THEREFORE, BE 1T RESOLVED by the Board of Directors of the Truckee Donner Public Utility District as follows: 1. The recitals set forth above are hereby adopted as findings of the Board of Directors of the Truckee Donner Public Utility District. 2. The Board of Directors hereby approves the immediate replacement of the Swiss Lane water line and in dispensing with competitive 0 bidding so that the work can be done on an immediate basis. PASSED AND ADOPTED by the Board of Directors at a meeting duly called and held within the District on the second of October 1995 by the following roll call vote: AYES: Aguera, Hemig, Maass and Jones. Craig, Deputy Di ict Clerk smc r RESOLUTION NO. 9530 OF: THE: : TRUCKEE DONNE.R PUP LIC UTILITY DISTRICT AFFECTING A COMPENSATION ADJUSTMENT FOR CERTAIN NON-BARGAINING UNIT EMPLOYEES WHEREAS, salaries for certain non-bargaining unit positions, namely the Administrative Services Manager, Water Superintendent, Support Services Manager, Planning Director, Electric Superintendent, Electrical Engineer and Executive Secretary have not been considered for adjustment for 1995; and WHEREAS, the District Board of Directors deems it advisable and appropriate that the individuals filling these non-bargaining unit positions receive a wage adjustment because of the general increase in the cost of living and, in the instance of the Administrative Services Manager and Electrical Engineer positions, additional increases because of the work load, level of responsibility of their positions and value to the District; NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of the Truckee Donner Public Utility District as follows.- That the Water Superintendent, Support Services Manager, Planning Director, . Electric Superintendent and Executive Secretary receive a 2.5% wage increase effective January 1, 1995. 2. That the Administrative Services Manager receive a 4.5% wage increase effective January 1, 1995. 3. That the Electrical.Engineer receive a 10.3% wage increase effective January 1, 1995. PASSED AND ADOPTED by the Board of Directors of the Truckee Donner Public Utility District at a meeting duly called and held within said District on October 2, 1995.
