TRUCK E DONNER PUBLIC UTILITY DISTRICT
APPROVING THE EXECUTION OF AN ANNUAL
ADVERTISING CONTRACT WITH' THE SIERRA SUN
WHEREAS, from time to time the Truckee Donner Public Utility District places
advertisements for public hearings and invitations to bid in the local newspaper, and
WHEREAS, it has been determined that a discount is available under the terms of an
advertising contract,
NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of the Truckee Donner
Public Utility District as follows:
7. That the Board of Directors does hereby authorize the
General Manager of the District to execute an annual
advertising contract between the Truckee Donner Public Utility
District and the Sierra Sun.
2. That the Clerk is herebydirected to attach a copy of the
contract to this resolution.
PASSED AND ADOPTED by the Board of Directors of the Truckee Donner Public Utility
District at a meeting duly called and held within said District on the 20th day of January
1994 by the following roll call vote.-
AYES: Aguera, Corbett . Jones , Maass and Sutton.
NOES. None
ABSENT. None.,

AMENDING THE
DEFINED' BENEFIT PENSION PLAN
WHEREAS, the Board of Directors deems it necessary to amend its pension plan to
update the actuarial equivalence assumptions being used by the plan to determine
alternative forms of benefits, such as lump sum distributions;
NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of the Truckee Donner
Public Utility District that the District pension plan be changed in accordance with
Amendment No. Seven, copy attached, which provides that effective January 1, 1994, the
District's actuary is directed to conform to law and use the tables and assumptions
published monthly by the IRS or the Pension Benefit Guarantee Corporation when
determining alternative forms of benefits such as lump sum distributions.

within the District on the 17th day of January 1994 by the following roll call vote:

Seventh Amendment
to the
Truckee-Donner Public Utility District Pension Plan
Truckee-Donner Public Utility District, hereby amends the Defined Benefit
Pension Plan which was adopted by said Employer on August 15, 1983.
The purpose of this Amendment is to update the actuarial equivalence assumptions
being used by the plan to determine alternative forms of benefits, such as lump sum
distributions. The effective date of this Amendment shall be January 1, 1994.
Section N, Subsection 2 of the Joinder Agreement shall be changed to react
as follows:
2. All other calculations requiring an Actuarial Equivalency shall be based on
the following Actuarial Assumptions:
2.1. Interest Rates: The interest rates used by the Pension Benefit
Guaranty Corporation to value lump sum benefits, as set forth in Table
I of Appendix B to Part 2676, which are effective for the first day of the
Plan Year in which a distribution is to be made.
2.2. Post-retirement Mortality: UP84 "unisex" Mortality
2.3. Pre-retirement Mortality: The mortality rates for health male
and female Participants used by the Pension Benefit Guaranty
Corporation to value lump sum benefits, as set forth in Table I of
Appendix A to Part 2619.
IN WITNESS WHEREOF, Truckee-Donner Public Utility District, has
caused this amendment to be executed by its authorized officer.

for work performed on the SCADA project. The funding for this project is scheduled to
come from the COP financing.
RECOMMENDATION
1. Authorize payment of the bills in the usual manner.
2. If the SCADA related bills are approved, transfer out of the Certificates of
Participation funds on deposit with the Local Agency Investment Fund
$4,904.62 to reimburse the general fund for the following:

a) NCPA Strategic Plan Workshop
On January 11 and 12 I participated in a workshop to develop a strategic plan for!NCPA.
It was interesting and informative to hear the issues that face the other 13 members of
NCPA and how they hope to get help from NCPA in dealing with their concerns.
At the end of the workshop, it was decided that interested groups would continue to
develop the strategic plan by getting together at the conclusion of each NCPA
commission meeting, and spend the next day and a half working on the following five
broad topics: organization/governance, building political power base, member services,
WAPA/CVP and cost competition.
f am planning to participate in these strategic plan sessions so that the NCPA members
and staff fully understand what Truckee's interest are. 1 will need to work with Jim Maass
so our efforts are coordinated. I will keep the Directors informed.
b) Southwest Gas
I have spoken with Chris Herchberger of Southwest Gas. Two meetings are scheduled
in Truckee on February 14 at the high school, one at 1:00 PM and the other at 7:00 PM.
These meetings are being scheduled at the request of the California Public Utilities
Commission to receive comments from the Truckee community regarding Southwest's
plans to bring natural gas service to Truckee. I plan to attend both meetings to monitor
what is being said by all participants.
c) NCPA analysis of SPPCo transmission response
NCPA staff has completed an initial review of the SPPCo response to our transmission
request. Les Periera is now attempting to set up a meeting with SPPCo, PG&E, NCPA
and TDPUD to resolve problems or discrepancies he finds in Sierra's study. We are
where the rubber meets the road on this issue; what happens next is crucial to how we
proceed. If all parties cooperate and meet we have a good chance of finally resolving the
technical question of the availability of transmission service. If the parties do not
! cooperate, we will look to FERC.
d) Cal OSHA
We were surprised by a Cal OSHA inspection on Thursday; January 13. We came
through very well. Our record keeping was in good shape. We have a program of safety
training and an active safety committee. The OSHA inspector congratulated us for our
efforts. He did find three minor problems which he wants remedied. An extension cord
was found in a travel way; a safety guard was missing from a grinder; and an eye wash
station did not have its inspection chart located directly at the fountain.
e) CMUA annual conference
CMUA has distributed a notice for its annual conference in Palm Springs on March 1
through 4. Attached is information for review. If you wish to attend, please let me or
Susan Craig know and we will help with arrangements.
t) Water quality report
Attached is a water quality report for the month of December 1993 prepared by Dave
Rully.
