Craig, Deputy Distr" t Clerk smc RESOLUTION NO, 9409 OF THE TRUCKEE DONNER PUBLIC UTILITY DISTRICT AUTHORIZING APPLICATION TO THE CALIFORNIA ENERGY COMMISSION FOR FUNDS TO EXECUTE THE TRUCKEE GROUND SOURCE HEAT PUMP PILOT PROJECT WHEREAS, the Truckee Donner Public Utility District recognizes that it is in the interest of the regional, state and national economy to develop altemative energy technologies to reduce dependence on foreign oil, and WHEREAS, the geothermal heat pump technology may serve the Truckee area and its careful development may provide benefits to the local community in the form of jobs and reduced fuel costs; and WHEREAS, funds are available from the Local Government Geothermal Resources Revolving Subaccount in the General Fund through the Califomia Energy Commission for grants, loans, and contingent awards to local governments for geothermal-related activities, OW THEREFORE, BE IT RESOLVED by the Board of Directors of the Truckee Donner Public Utility iMnc't that staff be authorized to submit an application to the California ,Energy Commission for funds to execute the Truckee Ground Source Heat Pump Pilot Project. BE IT FURTHER RESOLVED, if recommended for funding by the Commission, the State Legislature and the Department of Finance, the Board of Directors authorizes the Truckee Donner Public Utility District to accept a contingent award up to the amount of this application for $76,000 and that the General Manager acting for the Truckee Donner Public Utility District is hereby authorized and empowered to execute all necessary contracts and agreements and amendments thereto, to implement and carry out the purposes specified in the application, including amendments to convert this agreement to a loan if the project results in net energy savings and/or generates revenue. Holzrneister DATE: 16 March 1994 TO: Peter Holzmeister FROM: Bob Quinn SUBJECT: TRUCKEE CIRCUIT ##4 OUTAGE On. Sunday, March 13th, an outage occurred on Truckee Substation' s circuit #4 at approximately 3 :45 PM as a result of an insulator failure . A Lapp, post type, insulator broke for no obvious reason causing the primary conductor to sag into the neutral conductor. This fault was carried back to the substation recloser which sensed the condition and opened resulting in an outage of approximately 40 minutes . The weather was clear, the temperature warm, and no wind conditions existed. As you are aware, this circuit has a large number of our commercial customers and is one of our more important feeders . Pete Silva, the on-call troubleman, responded in a tamely manner, patrolled the line up to White Fir Trail, found and isolated the problem, and travelled back to the substation and energized the circuit which restored power to our commercial customers and the majority of our residential. customers . Another lineman was called in and the damaged insulator was replaced. Additionally, as a result of the fault current, a primary jumper burned apart and required temporary repairs . All customers were restored at approximately 6 : 00 PM. On Monday, March 14th, the line crew installed a fused disconnect at White Fir and Northwoods to prevent further occurrences on that line from taking the entire circuit down. They also made permanent repairs to the jumpers that had been temporarily repaired the evening before. As to the original problem of the broken insulator, we have had numerous problems with this type of insulator before. In conversations with other utilities, I find they have had the same problems we are experiencing with this insulator and have been replacing them routinely. We are replacing these insulators when work is being done on the poles where they are located however, at this time it would be cost prohibitive to enter into a program devoted solely to the replacement of this insulator. Fiolzmaister DATE: 16 March 1994 TO: Peter Holzmeister FROM: Bob Quinn d�) SUBJECT: BOMB THREAT On the evening of March 15th our answering service received a telephone call at 8 : 20 PM stating " there is a bomb in the building r' . The caller was a male individual and after his statement the telephone was hung up. Kathy, the answering service operator, immediately called Pete Silva, our on-call troubleman, who in turn called me . Upon hearing the problem, I told Pete to stand-by and informed him I would notify the general. manager. As a closed meeting of the Board of Directors was taking place in the TDPUD building I felt it was necessary to interrupt the proceedings and, with the manager' s permission, evacuate the building and call. the Sheriffs office. The building was evacuated and members of the Nevada County Sheriffs office arrived to search the premises for the alleged device . An officer and myself searched areas of the building which the public could possibly access including the employees lunch rooms and locker rooms . The warehouse, with the exception of our own explosives storage cabinet, was not searched due to the number of possible hiding places . Upon completion of the building examination and having found no device, the officer departed and I secured the building and returned home at approximately 10 :30 PM. From my residence I contacted Steve Wright, Truckee Town Manager, to inform him of the threat and to have his employees examine their personal areas on arrival to work wednesday. I also called Pete Silva to report to work early and inform arriving TDPUD employees of the situation and have them examine their personal areas for anything unusual and out of the ordinary. I too reported early for the same reason. Again, no device was found. I was originally informed the answering service had a voice recording of the individual making the call however, on follow up I found that information erroneous . The only information they have kept is a log of times and what was said. At this time I don' t know what else could have been done in the situation. It . is unfortunate the meeting was disrupted but I do feel it was necessary to take the caller somewhat seriously. Holzmeister MEMORANDUM March 15 , 1994 To : Peter Holzmeister From: David Rully / Subject : Airport Well On Friday March 4 , while working at the Airport Well , Sam Aubrey noticed an unusual noise coming from the well pump. I investigated his report and confirmed that something was not normal . Pete Marcovich was on vacation Friday. When he returned Monday morning I advised him of the situation and requested that he and Jim Wilson see if they could determine what was causing the noise. Their investigation pinpointed the noise as coming from the pump, not the motor. I contacted Ed Grens of BW/IP International, (Byrom Jackson Pumps) the pump manufacturer . I explained the noise to him and requested that he come up and inspect the pump. He advised that that particular noise could only be caused by one thing and that he did not need to charge us for a trip up here to listen to it to know what was causing it . Given that the well has always pumped a considerable amount of sand it was his determination that the column support bushings were wearing out . I asked if we should try to go through the summer with it like this or rehab the pump now. His response was that to postpone the inevitable repair work until Fall put the pump at risk of a broken drive shaft . He recommended that we do the necessary repairs now. I concur with this, we are still in a low demand season and the timing is very good to have the airport Well out of service for a few weeks without jeopardizing our ability to keep up with current water use. Post Office Box 309 11570 Donner Fuss Road Truckee, California 96160 Ed gave me a verbal quote of $9 , 000 to remove and install the pump . Neil of Resource Development Company gave me a quote of $8 , 080 to do the same work. I discussed the situation with Keith Sauers and asked if we might want to get Simon Hydrosearch involved since the pump will probably be out for about 10 days . Keith contacted Simon Hydrosearch and they feel it would be a good opportunity to do a down hole video inspection of the well . This fairly inexpensive proposal i believe was faxed to you on Monday . I discussed most of this with you on Wednesday March 9 . Our time line with this project is as follows . Monday 3-14, Pete marcovich confirmed arrival time with RDC and coordinated disassembling the pump building. Tuesday 3-15, Pete, several members of the Water Dept . and the Electric Line Crew will remove the roof and walls from the Airport Well Building. Wednesday 3-16, RDC will arrive to pull the pump. Thursday 3-17, Removal of pump completed. Friday 3-18 , Water crew will deliver pump on our backhoe trailer to BW/IP in. Chico for disassembly and inspection. Water crew will deliver pump motor to Brown-Milbery Inc . in Reno for inspection and servicing. Simon Hydrosearch will perform the video well. inspection. Monday 3-21, Ed Grens will provide us with an estimate of cost for repairing the pump. Friday 3-25, Pump repairs will be completed. Monday 3-28, Water crew will drive to Chico and return with the pump. Water crew will retrieve the pump motor from Brown-Milbery . Tuesday 3-29 , RDC tentatively scheduled to return to install the Pump- Wednesday 3-30, Pump installation complete and back on line . Thursday 3-31 , District crews will put the building back together. As of today things are tracking according to plan. The only change that I can forsee is if Simon Hydrosearch finds something in the well that needs corrected. Sauers Engineering, Inc. Holzmeister, General Manager Truckee Donner Public Utility District FROM: Keith Sauers, Consulting Engineer DATE: March 14, 1994 SUBJECT: Inspection of Airport Well Dave Rully is making arrangements to have Airport Well pump removed for maintenance. The hydrogeologists would like to inspect the well while it is accessible. They have a proposal from Welenco (David Lockerbie), Woodland, CA (tel 916-661-6161) to make a televised inspection of the well and provide a videotape for a cost of $475. Simon Hydro-Search can supervise the inspection activity within their budget for their present contract associated with geologic test holes. Providing we can work out the logistics of arranging inspection during the time the pump is out of the well, will you authorize the expenditure of the cost of television inspection? Holzmeister, General Manager Truckee Donner Public Utility District FROM: Keith Sauers, Consulting Engineer t � DATE: March 14, 1994 SUBJECT: Southside Geologic Test Hole During the first half of January, 1994, Sargent Drilling drilled a 900 foot deep geologic test hole. The hydrogeologists are optimistic about a well with 40 good production at this location, but arsenic levels exceeded maximum allowable amounts. The hydrogeologists recommended plugging the bottom 200 feet and retesting for arsenic. This task was completed 10 days ago but resulted in similar arsenic levels. The hydrogeologists and I do not want to give up on this location. Advantages: it is where we need water, we have a good transmission pipe nearby, we own the site, etc. The hydrogeologists requested and received a proposal from Sargent Drilling to re-plug the test hole at approximately 150 foot increments and retest for arsenic at higher elevations. It is believed that the arsenic is more prevalent in volcanic base rock than in upper elevation sedimentary rock. Sargent will provide three plugs, permitting three more tests, for a cost of $2,500. Simon Hydro-Search has sufficient budget remaining in their current contract to not need further financial authorization. Sargent Drilling can start work this week if authorized to do so. The results of their efforts will allow the hydrogeologist to have fully addressed this issue in their report on well possibilities. I am requesting that Sargent Drilling be authorized to perform the additional work under Simon Hydro-Search direction at a cost of $2,500.
