Tahoe Donner and Sierra Meadows; and WHEREAS, Sauers Engineering, Inc. has prepared plans, specifications and contract documents for the project and District Counsel has reviewed and approved those documents; and WHEREAS, Sauers Engineering has prepared and filed all the environmental documents as required by the California Environmental Quality Act; and WHEREAS, Certificates of Participation funds have been designated in the 1994 Budget for this Pipeline Replacement Project; NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of the Truckee Donner Public Utility District as follows: 1. That the plans, specifications and bidding documents on file in the District's Planning Department be approved and advertised in an appropriate manner. 2. That the date and time of the bid opening be scheduled for 2:00 PM on May 4, 1994. That the vehicle described in the attachment hereto is surplus, and the General Manager of the District is hereby authorized to advertize and sell the vehicle in "as is"condition in accordance with policy established by Resolution No. 8212. 2. Sealed bids will be accepted up to the hour of 2:00 P.M. on Tuesday, April 26, 1994 at which time they will be publicly opened. Holzmeister ADMINISTRATIVE SERVICES: MARCH, 1994 STAFF REPORT Submitted by Mary Chapman, March 31, 1994 CUSTOMER SERVICES: The customer services staff is again busy processing disconnections of ski leases and in most cases they are being transferred back into the owner's name. While we haven't received many complaints about the water rate increase, we have received several complaints about the fact that our water rates are so high. We are beginning the work to start another "Equal Payment Plan" year. Within the next two weeks, customers will receive their annual letter either telling them what their new equal payment plan amount will be or offering them the plan if they are interested. This program has been very helpful to our customers who have large fluctuations in their electrical usage. BILLING: The billing department is current in their work. They have spent several fours in completing their year-end statistical reports, preparing for the audit, reviewing the status of mobile home park rates and billings within the District, assisting with the mailing of the annual water quality letter. Also, Brad attended a full day training session put on by the United States Post Office to better understand the postal regulations that apply to the District's mailings and possible ways to save on postage. ACCOUNTING: Again, this month we have been very busy preparing for the audit and finalizing 1993 records. The auditors arrived on Monday, March 28. They will be here through April 8, 1994. 1 was very pleased that the staff was able to be as prepared as they were, given the demands put on all of them this last year due to the computer conversion. We will be concentrating on completing annual reports and processing January through March work. We hope to be completely caught up be the end of April. INSURANCE: The property and liability renewal quotes will be in our office on April 12, 1994. Representatives from Rollins, Hudig and Hall will be present at the April 18 meeting to present the renewal information and to answer any questions that the Board may have. COMPUTER OPERATIONS: We are still working out some of the problems in the software. Most of them are minor; however, when they occur, they demand immediate attention. Any time that you do a conversion to new software, this is to be expected. Generally speaking, we have been very happy with the conversion and the performance of the new system. Our staff has been able to perform their work so much more efficiently and customers aren't kept on the phone near as long waiting for the screens to change. PERSONNEL: Everyone is working on their Job Description by Objectives. Peter has provided the supervisors with the training on how they should be prepared. Everyone has been involved in defining the department and individual goals for the year. The 1993 year end statistical reports to the Department of Health Services for the Truckee, Prosser and Hirschdale Systems were completed. I completed a comprehensive report defining the actual physical location of each of the District ' s 9 water pressure zones and submitted to Peter and Mary for review. Approximately 6 , 000 copies of the yearly water quality report was printed, address labeled and mailed to our water customers . The second series of Lead and Copper test results for the Truckee System have been compiled and distributed to the participants and the State Health Department . The initial Lead and Copper test results for the Hirschdale System have been received and distributed to the participants and the State Health Department . The February portion of the report shows that all 45 distribution system samples were free of coliform bacteria. The report also shows that 23 of the 24 source samples were free of coliform . bacteria. The district has met the State ' s drinking water standards for the month of March. New programming has been added continuously throughout the month and the system is becoming more user friendly. The Airport Well was off for half of March and the SCADA system was a great programming and monitoring tool in helping balance water storage during the high demand periods . Routine daily rounds were made taking chlorine residuals throughout the system. STATION MAINTENANCE A repair kit for the control valve at Sanders Well was installed. A nu-matic compressor for Roundhill Hydro Station was sent to cla-val to be rebuilt, it has not returned. The motor and pump for booster #2 at Innsbruck Station was rebuilt . A repair kit for booster pump control valve #4 at the Airport was installed. The interior of several pump stations were painted. NEVADA COUNTY ENVIRONMENTAL HEALTH DEPARTMENT I began work on the requirements made by Kathy Polucha of the Nevada County Environmental Health Department . AIRPORT WELL The Airport Well was taken off line on March fifteenth to pull the motor and pump. The motor was sent to Brown and Milberry in Reno for servicing. There was a complete tear-down and recondition, including a dip and bake, balance and bearings replaced. The pump, shaft and column were sent to Byron, Jackson in Chico for repair. Board of Directors Bob Quinn, Electric Superintendent Electric Department March Report AGENDA ITEM During March, numerous projects were undertaken by the Electric Department. The following is a listing of those projects On the south side of Donner Lake, crews replaced a power pole to facilitate the installation of primary metering and the elimination of the meter measuring the energy at the track heaters above Donner Lake. In the past, this meter had to be estimated as access during the winter was practically impossible. Vfth this new installation the meter will be able to be read by the meter readers year-round. In conjunction with this project, power lines were relocated along Red Mountain Rd on existing poles and idle facilities were removed that had been in place since before the acquisition of this area from Sierra Pacific Power: In Tahoe Donner, transformers and secondary lines were transferred to new poles that had been set last fall by the contract crew. Maintenance was rfommed in the downtown area that involved the re-sagging of rime � gg 9 primary lines,replacement of secondary conductors, and the re-working of individual services. Again in the Donner Lake area, we have endeavored to sample all the transformers for PCB contamination. This project is still in progress. Throughout the electric system, twenty new services were installed. 21 USAs were received and responded to. The installation of the SCADA system for peak power monitoring was completed in Truckee and Mattis substations. Control wiring within Mattis substation required maintenance as corrosion was found. Repairs were completed and the system checked for additional problems. This research found a phase identification problem existed within the control panel as the actual wiring did not match the prints on-hand This was corrected Maintenance was perfommed on the battery bank at Mattis substation per schedule. Three truck loads of scrap transfom-ers with no PCB contaminates were hauled away for recycling. Wfthin the headquarters building, a ventilation unit above the Planning Services Department was repaired. At two well sites, relays and receptacles were installed for the chlorine injection pumps and at the airport well the pump motor was disconnected for repairs to the facility. Vv th regard to outages, four were experienced by our consumers during the month of March. These occurred on March 5th and 70th and, with the exception of one, can be attributed to storm conditions affecting Sierra's transmission facilities. The one outage related to our system was the result of an insulator failure. TRUCKEE- DONNER PUBLIC UTILITY DISTRICT PLANNING SERVICES DEPARTMENT ACTIVITIES March 1994 New Construction Development Agreements - Working with 5 new developments this year . Finalizing the completion of the development Agreement Guidelines Handbook which will streamline the development process . Finalizing the Tahoe-Donner multi - unit facility fees analysis . New Construction Services - Completed 28 new construction services . Assisted with various projects including : work orders for new construction into computer , water rezoning for customer billing , water quality report , water statistics , customer data input for planned pipeline replacement in Tahoe Donner . Work Order Processing- Project work order closings are completed for the 1993 year-end audit , which is currently taking place . Communications Newsletter- The Spring issue of the TDPUD newsletter Current Issues is now being mailed to our customers . We will begin working on the Summer Issue in April . Customer Response & Needs Survey - This survey has been completed and the information will be used as a baseline for comparing customer ' s opinions of our future operations against the present . End - Use Survey- NCPA recently mailed 600 commercial and 150 residential end - use surveys to our customers . After one week they have already received several hundred survey responses back . Conservation Ground Source Heat Pump Pilot Project- The GSHP Steering Committee ' s Site Analysis Subcommittee has began evaluating potential participant ' s site suitability for the pilot . Western Area Power Administration (WAPA) and TDPUD will be implementing a GSHP/Energy Efficiency training program in Truckee May 25- 27 . We have applied jointly with the Sacramento Municipal Utilities DiStrict( SMUD) for grant monies from the California Energy Commission (CEC) to implement a GSHP monitoring and evaluation program . Energy Surveys/High Bill Assistance- We have conducted 3 commercial , 5 residential energy surveys and provided on- site assistance to 3 customers regarding their concern over " higher" than normal energy bills . Energy Efficiency Partnership- Coordinating the development of the rew Chamber site for the demonstration of energy and water efficiency . The Chamber is expected to move in by mid -dune and the energy and water efficiency measures are expected to be retrofitted into the building by year-end . Emolcyee _Safety Training - Researching the possibility of TDPUD doing its own comprehensive training program . Health & Exercise Program- Finalizing the program proposal . MARCH STAFF REPORT - SUPPORT SERVICES DEPARTMENT BUILDING AND GROUNDS 1-The meter readers have picked up trash from around the District offices a couple of times . 2-The three upstairs air ducts have been corrected and there is now air flow throughout the upstairs . 3--The meter readers have also moved file cabinets into the safe room, copy room and in the conference room in Mary' s area. 4-Have complied with Nevada County Environmental Health' s requests . Now have secondary containment for the oil and have also completed our part of the business plan, the water department is currently working on their part. 5-Did a walk through with Don Delaney to check on the fire extinguishers located upstairs . To be sure we have the required number, we found we are short one and Don also recommended replacing one for a more manageable size. 6-The holes from the water department' s UES phone system have been boarded up and hope to have the holes sheetrocked, taped and textured next week. 7-The Town of Truckee and TGIF ( the new counseling group) have received the wall panels and were also instructed in how to put them up. VEHICLES 1-Unit 16, the water generator truck has arrived. It meets the specs but we still have some work to do. Unit 05, Electric Foreman,s vehicle has arrived and is in operation. 2-Currently working on radio frequency problems in the newer vehicles. With all the new computers in the vehicles today, the low band interferes with the vehicles computers . 3-Working with the Equipment Management System, working out the bugs making it a useful tool. 4--All Line trucks have standardize fittings so any hydraulic tool will work on any Line truck. 5-Completed B. I .T. Inspections on Units #7, #6, and #3. Also B. I .T. Inspections have been done on trailers #13, #86, #82, and #83 . PURCHASING AND WAREHOUSING 1-Have helped the Electric and Water Departments in the gathering of the appropriate M. S.D.S .s for their areas . 2-Starting to gear up materials and supplies for the upcoming construction season. 3-Have helped Mary in gathering information for the audit. 4--Still working in the Equipment Management System, making it a useful tool . 5--Maintaining the daily upkeep and stocking of the warehouse and exempt rooms. 6-Have helped the Sub-Station Technician with the recycling of transformers . METER READERS 1-Have stayed current with the reading of meters and no routes or books needed to be estimated this month. 2-Letters for Annual Maintenance have gone out and responses are starting to come in. Annual Maintenance is required on all inaccessible meters . This is the time that we can verify the condition of our property, and to be sure things are functioning properly. 3-Steve Wallace, one of the meter readers found one of our wells on that was supposed to be off. All members of Support Services Staff have been working on departmental and personal goals . All members have also gone over the Job Description by objectives, which is the first step in the appraisal process . • TDPUD STAFF REPORT i April 1, 1994 ! TO: Board of Directors FROM: Peter L. Holzmeister, General Manager SUBJECT: Manager's Report AGENDA # 14b 1. 1 attended the California Municipal Utilities Association meeting on March 2, 3 and 4. John Corbett also attended. Sessions were conducted on the revisions to CEQA, decisions coming down from FERC on transmission access, current developments in EMF research, re-authorization of the Safe Drinking Water Act, and re-authorization of the Clean Water Act. Of special interest to us is the discussion on FERC's early transmission access. FERC is rejecting arguments put forth by private power companies that transmission access imposes financial burdens on their native loads; FERC is saying design a transmission rate that covers the financial burden. FERC is saying that if transmission access does not reduce reliability, then it must be approved. This is good news for us. 2. On March 18, 1 attended a one day seminar on AB 3030, the groundwater management plan process. A three-part message was stressed: a) It is important that water districts adopt a groundwater management plan under AB 3030. Assemblyman Costa pushed for enactment of AB 3030 for local control. His adversaries wanted state control. He will not succeed in re-authorizing AB 3030 unless it has been used successfully throughout the state to manage groundwater basins. b) Start small. Do not try to implement every element authorized by AB 3030. Once the basics are in place, gradually expand the program. c) Start with a monitoring program. Monitoring data serves as the base for the next steps. ]Monitor surface water flows, recharge rates, extraction rates and groundwater levels. 3, The Tahoe Donner Property Owners Association has approached me again regarding their golf course wells. They now have a full year historical use on their wells and they are happy with the results. In fact, they plan to drill at least two more wells and want to know if TDPUD is interested in participating in order to take advantage of the water when they do not need it for golf course irrigation. Keith Sauers and I are looking at their data to develop our independent judgment of the possibility of TDPUD benefitting by having wells in Tahoe Donner. We will report back to the Board when we know more. 4. On Friday, April 1, depositions are being taken in the TDPUD/SPPCo arbitration case. We are deposing Jerry Canning and Reeve Fagg; they are deposing me. We will report to the Board on the outcome. 5. Mayor Eagan and Town Manager Wright have told me they wish to schedule a Town of Truckee birthday party on April 20 at the PUD building. l am cooperating with them to make it a success. Because weather can be unpredictable during April, they want to use our electric vehicle garage for part of the gathering. Bob Quinn tells me he can accommodate the party easily enough. 6. We have made some progress in our discussions with SPPCo regarding our request for transmission service. SPPCo is now agreeing to meet with representatives of PG&E present. We are now trying to find a date all can agree to. 7. Our supervisor group continues to engage in team-building and training in supervisory practices. We met on March 24 and continued our discussions on implementing our new performance appraisal process. We plan on meeting again in May to discuss some cost-cutting techniques. 8. 1 received a telephone call from Steve Randall, General Manager of the Truckee Donner Recreation and Park District. They have a long-term lease with our District to use land we own near Regional Park. They are considering installing an ice skating rink on a portion of that property between the rodeo arena and Highway 267. PLH/smc
