APPROVING SPECIFICATIONS
AND : ISSUING A CALL FORBIDS ON
ELECTRIC' D.ISTRI.BU.TION E UIPMEN.T

WHEREAS, the Board of Directors of the Truckee Donner Public Utility District has
determined the need to purchase electrical distribution equipment, namely cable and wire,
for the coming year; and
WHEREAS, funds have been set aside in the 1994 budget for purchase of the annual
supply of cable and wire;
NOW, THEREFORE, BE IT RESOLVED that the Board of Directors of the Truckee
Donner Public Utility District does hereby authorize the President to issue a call for bids
based on the District's standard specifications, and that the date and time of the bid
opening will be established by staff.
PASSED AND ADOPTED by the Board of Directors of the Truckee Donner Public Utility
District at a regular meeting thereof duly called and held in the District on the 98th day
of April 1994 by the following roll call vote:
AYES: Aguera, Corbett, Jones, Maass and Sutton.
NOES: None.

WHEREAS, the Board of Directors of the Truckee Donner Public Utility District has
determined the need to purchase electrical distribution equipment, namely distribution
transformers, for the coming year, and

RESOLUTION NO. 9414
OF THE
TRUCKEE DONNER PUBLIC UTILITY DISTRICT
RATIFYING AND APPROVING
EMERGENCY REPAIR WORK - AIRPORT WELL
WHEREAS, the District's Airport Well is the District's most productive water well, and the
efficiency and reliability of the District's entire water system is dependant upon the
successful operation of the Airport Well; and
WHEREAS, on March 4, 1994, a District employee noticed an unusual noise coming from
the well pump; and
WHEREAS, through communications with the pump manufacturer, B W/I P International,
it was determined that it was necessary to immediately repair the pump, and that
continued operation of the pump could lead to extensive damage that would require the
pump to be out of service for a considerable length of time; and
WHEREAS, during the winter and spring of the year it is possible to take the Airport Well
out of service for short periods of time, but it would be extremely harmful to the District's
overall water system if it were necessary to take the Airport Well out of service during the
• summer months; and
WHEREAS, it was determined by District staff that it would not be possible to engage in
competitive bidding for the work that needed to be done without significant delays which
would increase the risk that the Airport Well would be significantly damaged, and increase
the risk that the Airport Well would be out of service for a substantial length of time; and
WHEREAS, because it is impossible to determine what repair work needs to be done until
the pump is actually removed and available for inspection, it would be extremely difficult,
if not impossible, to prepare plans and specifications for competitive bidding; and
WHEREAS, District staff considered the situation to present an emergency, and therefor
District staff immediately engaged Resource Development Company to remove the pump,
and further arranged for Brown-Milbery, Inc. of Reno to inspect and repair the pump
motor, and arranged to have B W/1 P International disassemble, inspect and repair the
pump; and
WHEREAS, the total cost of the work described above was approximately $14,000; and
WHEREAS, Public Contract Code Section 20201 requires that the District engage in
competitive bidding on any expenditure in excess of the $10,000; and
. WHEREAS, Public Contract Cade Section 20205.1 provides that in the case of great
emergency, by consent of at least 2/3 of its members, the Board may once do or caused

to be done without notice all repair or replacement work necessary to meet the
emergency; and
WHEREAS, the District's need to have the pump immediately repaired and returned to
service created a great emergency, which pursuant to Public Contract Code Section
20205.1 would justify the District in dispensing with the competitive bidding procedures
for the repair of the Airport Well;
NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of the Truckee
Donner Public Utility District as follows:
1. The recitals set forth above are hereby adopted as findings of the Board of
Directors of the Truckee Donner Public Utility District.
2. The Board of Directors hereby ratifies and approves the actions of District
staff in arranging for the immediate repair of the Airport Well, and in
dispensing with competitive bidding so that the work could be done on an
immediate basis.

APPROVING SPECIFICATIONS AND CONTRA C T DOCUMENTS AND
ISSUING A CALL FOR BIDS FOR RL-CO.ATING THE RODF AT.
THE DISTRICT HEADQUARTERS BUILDING: .
WHEREAS, the Board of Directors of the Truckee Donner Public Utility District has
determined the need to re-coat the roof system at the District headquarters building; and
WHEREAS, staff has prepared specifications and contract documents for the project and
funds have been budgeted to perform this roof maintenance task; and
WHEREAS, staff has estimated the contract price of the work to exceed $10,000,
NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of the Truckee Donner
Public Utility District as follows:
1. That the specifications and bidding documents be approved and advertised
in an appropriate manner.
• 2. That sealed bids be received until 2.00 PM on Tuesday, May 10, 1994, at
which time they shall be opened and publicly read.

AFFECTING.A COMPENSATION ADJUSTMENT
FOR CERTAIN NON-BARGAINING UNIT EMPLOYEES`
WHEREAS, salaries for certain non-bargaining unit positions, namely the Administrative
Services Manager, Water Superintendent, Support Services Manager, Planning Director,
Electric Superintendnet and Executive Secretary have not been considered for adjustment
for 1994; and
WHEREAS, the District Board of Directors deems it advisable and appropriate that the
individuals filling these non-bargaining unit positions receive a wage adjustment because
of the general increase in the cost of living,
NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of the Truckee Donner
Public Utility District as follows:
1. That the Administrative Services Manager, Water Superintendent, Support
Services Manager, Planning Director, Electric Superintendnet and Executive
iSecretary receive a 3% wage increase effective January 1, 1994.

invoice for work performed on the SCADA project. The funding for this project is
scheduled to come from the COP financing.
RECOMMENDATION
1. Authorize payment of the bills in the usual manner.
2. If the SCADA related bill is approved, transfer out of the Certificates of
Participation funds on deposit with the Local Agency Investment Fund$175
to reimburse the general fund for the Sauers Engineering charges.
