C Ft1111t S; Allot] A[17WORIZltl�fs STAF TC T!4`ANSFER FC!!'VD FR ?If# THE GOP AGE LI# 1Tlali( Ft}l /3 TQ EII��'3URS `l�lE W/�I FR t E11� RAL FUND FOR APPROVED E1�PENDITtlR�ES WHEREAS, the District has advertised for and received competitive sealed bids for replacement of leaking water lines in the Tahoe Donner and sierra Meadows subdivisions; and WHEREAS, in 1991 the District issued Certificates of Participation for the purpose of securing sufficient funds to undertake water system improvement projects, the replacement of leaking water lines being one of the projects; and WHEREAS, Sears Construction Company, Inc. of Oroville, California submitted the low responsive bid in the amount of$522,391, and Sears Construction is properly licensed and able to perform the work; and WHEREAS, there is a sufficient amount remaining in the 1991 COP acquisition fund to pay for this pipeline project NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of the Truckee Donner Public Utility District that: 1) The contract for water pipeline replacement in Tahoe Donner and Sierra Meadows is awarded to Sears Construction Company, Inc. in the amount of$522,391. 2) The funds for this project will come from the uncommitted portion of the 1991 COP acquisition fund. 3) Upon approval of progress payments by the Board of Directors, staff is authorized to transfer funds from the 1991 COP acquisition fund to reimburse the water general fund. 4) Staff will submit to the Board in its monthly report the status of the 1991 COP acquisition fund. PISTRICT APPROVING AND ACCEPTING.: THE PIPE LINING'AT ImW CROSSING PROJECT AND DIRECTING THE FILING OF THE NOTICE OF COMPLETION WHEREAS, the Board of Directors of the Truckee Donner Public Utility District made the determination to repair and restore to service a leaking pipeline under Interstate 80 between the Truckee Cemetery and ShaNeva Road; and WHEREAS, this project was awarded to RDC, Inc. of Sparks, Nevada and the contractor entered into an agreement with the District to perform the project; and WHEREAS, the project has been completed by the contractor and he has conformed with the provisions of the contract; and WHEREAS, the District's Consulting Engineer, Sauers Engineering, has recommended that the project be accepted by the District; NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of the Truckee Donner Public Utility District as follows: 1. That the District hereby accepts the Pipe Lining at 1-80 Crossing Project. 2. That the Clerk of the District be directed to file with the County of Nevada the Notice of Completion, a copy of which is attached hereto. 3. That 35 days following the filing of the Notice of Completion, the 10% retained from contractor payments be released to the contractor if no claims have been made to the District by material suppliers or laborers. RESOLUTION NON 9. .19 OF THE TRUCKEE DONNER PUBLIC UTILITY DISTRICT IMPLEMENTING AND FIXING EL ECTRIC STANDBY CHARGES FOR THE FISCAL YEAR 1994-95 WHEREAS, on February 18, 1975, the Board of Directors of the Truckee Donner Public Utility District duly adopted Ordinance No. 7501 fixing electric standby charges on lands within the District boundaries and providing a means for collection thereof, and WHEREAS, on August 16, 198Z the Board of Directors adopted Resolution No. 8240 amending Ordinance 7501 to include Placer as well as Nevada County; and WHEREAS, Ordinance No. 7501 prescribes that implementation of the actual charges shall be made by resolution of the Board for each fiscal year. NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of the Truckee Donner Public Utility District as follows: 1. The electric standby charge for the fiscal year 1994-95 shall be the sum of$20 for any parcel consisting on one acre or more, and the sum of$10 for any parcel of less than one acre. 2. The District shall determine the lands to be affected thereby for the current fiscal year and the charges to be assessed, levied and collected on the lands and parcels, and upon the completion thereof a subsequent resolution shall be approved fixing and placing the electrical standby charges on the District tax roll for collection by Placer and Nevada Counties. 3. The Clerk of the District is hereby directed to forward certified copies of this resolution to the Board of Supervisors and the County Auditor of the County of Placer, and the Board of Supervisors and the County Auditor of the County of Nevada. Holzmeister, General Manager SUBJECT. Monthly report of activities of General Manager AGENDA # 20 ORGANIZATIONAL. MAINTENANCE AND DEVELOPMENT 1. During the past month I chaired Monday morning meetings of the management group. We use these meetings to discuss what happened during the prior week, what is expected for the upcoming week and what problems are being encountered. Our department heads share information, coordinate work and help each other solve problems. 2. During the past month I worked with staff and the Board President to prepare agendas and Board packets. Our agendas have been full of significant issues lately and they are time consuming to pull together. 3. l conducted an all employee meeting on April 13. We heard a presentation from a representative of the 1CMA deferred compensation plan. We also discussed the various tactics SPPCo has been employing in our service territory. We discussed the need to be attentive to the needs of our customers. 4. The Water Committee met during April and again on May 10. Specific reports on their discussions will be provided to the Board. 5. I attended a meeting of the managers of the various special districts in our area. The meeting was held in the conference center at Kings Beach. The main topic of discussion was union bargaining issues during 1994. We also discussed the various bills before Congress to re-authorize the Safe Drinking Water Act. 6, During April, I chaired a meeting with Steve Hollabaugh, Bob Quinn and Mary Chapman. It was a new employee orientation meeting for Steve. I am in the process of improving and standardizing the way we conduct employee orientation. I am using a program purchased from the American Management Association entitled, "Developing an Employee Orientation and Trailing Program." 7. Various personnel issues come up each month that i deal with. During the past • month we learned that Egbert Mertens zur Borg cannot return to work. He had a hip replacement and his recovery will not be sufficient to allow him to resume his duties. 1 met with Egbert and we discussed his options relative to long term disability insurance, early retirement, social security, medical insurance. 1 have also been discussing a couple of union issues with Dennis Seyfer of IBEW 8. 1 met with Kathy Neus and Mary Chapman to review departmental plans and performance. PROJECTS 1. CPUC Retail Wheeling Case 1 have attended two workshops regarding retail wheeling, a third workshop will be held on May 13, in Roseville. I will prepare a separate report for the Board after the Roseville workshop. Z R. W. Beck Rate Analysis Stu Staff is now reviewing a draft of the rate analysis study prepared by R. W. Beck. We are asking Beck to make some changes in the way the data is presented so it is easier to read. 3. Transmission Access Stud, A meeting was held in our headquarters building, attended by representatives of NCPA, SPPCo, PG&E and TDPUD. We reviewed the case studies and assumptions used by SPPCo in their transmission study. It was concluded that the case study should be re-run using better data. A conference call is scheduled for June 16, 1994 to discuss the common data base to be used in the case study. Steve Hollabaugh was most helpful to me during and after the meeting. 4. SPPCo Arbitration On April 1 we took depositions from Jerry Canning and Reeve Fagg in the arbitration case regarding the Glenshire facilities. SPPCo took my deposition. We believe it went very well. SPPCo sounds like they want to discuss settlement. I am working with Bob McDiarmid on a settlement document. 5. Lahont n Groundwater Monitoring Order This matter appears on the agenda for the May 16 Board meeting. I have held several conversations with John Dyer of Kleinfelder to incorporate revisions in their draft report. 6. Prosser Water System Improvements 1 met with Kathleen Eagan and Orrin Stine to discuss their concerns over how construction will proceed on their property. 7, Gooseneck Ranch Devela m n I met with Ron Parr, representative of Camray Development, the developers of Gooseneck Ranch. We talked about water system standards for the project. 8. Water Zone_Studv 1 met with Keith Sauers and Dave Rully to review a report prepared by Dave detailing some problems we have in the set-up of our water billing zones. This matter is being discussed by the Water Committee. 9. Review of TDPUD Pro ert with Steve Randall As you may recall, the Recreation and Park District has requested us to make land available for expanded recreation. The Board asked me to meet with Steve Randall to discuss what land we might have other than the Southside meadow. Steve and / toured TDPUD land on April 29. 1 am now waiting to hear back from Steve. 10. Tahoe Donner Pi eline Pro'ectl ew r Lateral Issue 1 have had conversations with Brad Stapley, Steve Gross and Joe Howard (SEA) in an effort to put together a strategy for resolving our disputes with the contractors, TSD and SEA. Sutton General Manager Peter L. hlolzmeister ADMINISTRATIVE SERVICES: APRIL, 1994 STAFF REPORT Submitted by Mary Chapman, May 12, 1994 CUSTOMER SERVICES: Equal Payment Plan: Most of the customers that were on the plan during the 1993-94 period signed up again for another year. To date, we have received letters from 216 additional customers that want to be added to the plan. There are now 863 customers on the plan. This has been a very helpful program for our customers. BILLING: The billing department is current in their work. Rosana attended a one day training session at the Orcom Users Conference on Beginning Query. Query is a program on the AS400 which allows a user to extract any information that is on the computer system and put it in a report format. We think that the ability to extract this data will be very helpful to other departments that need statistical information relating to customer accounts. ACCOUNTING: The draft 1993 audit was sent to the District. The finance committee met with Rick Blumenfeld and Terri Guthrie of Arthur Andersen & Co. on May 10. A summary report of the committee meeting and a copy of the draft audit are included in the May 16 board meeting packet. The audit went very well. Rollins Hudig Hall was able to place the District's fiduciary liability insurance with Pacific Insurance Co., Ltd.. This company has a Best rating of A+XV. The coverage has a $1,000,000 limit of liability, including defense costs. The annual premium is $2,270. There is a $5,000 deductible on each claim. The Board had authorized us to spend between $2,000 and $5,000 for this coverage. Post office Box 309 11570 Donner Pass Road • Truckee, California 96160 COMPUTER OPERATIONS: Last week Joan Antonucci, Rosana Matlock and myself attended the annual Orcom users group meeting in Bend, Oregon. Each of us attended a different one-day training session. As previously mentioned Rosana attended a Beginning Query class, Joan attended an Advanced Query class and I attended a PC Support training class. Joan has had previous experience using Query and this training has provided her with more knowledge. She has been able to use this training to assist other departments in obtaining reports about various data that is contained on our computer system. PC Support is an IBM program that allows you to extract data from the AS400 computer and import it into a personal computer to be used in a PC based program (a Lotus spreadsheet for example). The rest of the conference related to reviewing the upcoming changes in all of the software, discussion of programming problems and suggestions, and reviewing the new software and hardware technologies that are available (i.e. payment scanning system, automated cash register, phone notification system, system printers). PERSONNEL. Our department has completed our job descriptions by objectives. We will be meeting monthly to discuss our progress. We recently received a proposal from Cooperative Personnel Services to assist the District in the development of a legal employment application, policies relating to non- discrimination, drug and alcohol abuse in the workplace, and the Americans with Disabilities Act. New upgrades in programming have continued throughout the month and training has been provided accordingly. The standby water personnel have been able to monitor the system at home with the portable computer. We now have the ability to completely control our water system in normal operations and/or emergency conditions with the SCADA system, however, there is installation and "debugging„ yet to be done . Routine daily rounds were made taking chlorine residuals throughout the system. One customer requested sample was taken. STATION MAINTENANCE A repair kit for booster pump control valve #1 at the Airport was installed. A new 6" Clayton booster pump control valve was installed in #3 at the airport . All five booster pump control valves at the Airport Station were tuned in to open and close smoothly. The wiring for all four boosters at Soma Sierra Station was cleaned up and placed in conduit . Work was started on a tie in for booster #4 at Southside Station. The Airport Well was brought back on line on the eighth of April . NEVADA COUNTY ENVIRONMENTAL HEALTH DEPARTMENT I completed work on the requirements made by Kathy Polucha of the Nevada County Environmental Health Department. I am still waiting to hear from her regarding two specific questions; if the mask is needed on site at Hirschdale and disposal of dry chlorine at Southside Station. STANDBY GENERATOR Installation has begun at several stations for the standby generator. Conduit has been run in most stations and transfer boxes have been installed at some stations. S .A. ' s . The following is a list of most of our accomplishments for April . * 6 leaks repaired * we picked up the rebuilt pump in Chico for the Airport Well, put the walls and roof back up, and, cleaned up the site . * the goals and job description by objectives were implemented. * We continued to focus on commercial service upgrades and maintenance . * the pressure reducing valve at Sanders was replaced with a Clayton. * All crews attended a Confined Space class review and a Safety Day series of classes . * I am in the process of finalizing the requirements and equipment needed to conform to the Confined Space laws . * we had a voluntary inspection of the Airport and Northside sites by Cal O. S.H.A. and received a very good report . * we have located most valves in the entire system with the exception of Gateway, and, Tahoe Donner. During the month of May we will be using a rented Vactor to clean the risers that need it . The newly revised Development Agreement Guidelines Handbook has been completed and is being distributed to developers and their representatives . The Guidelines have been assembled in a three- ring binder with a cover graphic/logo and three slots for the Planning team ' s business cards . New Construction Services - Completed 30 new construction services . Construction season is well under way . Assisted with various projects including work orders for new construction into computer . Work Order Processing- Project work order closings continue as projects come to a close in 1993 . Water and electric standby charges are being prepared for the 1994-95 tax year assessments . Communications Newsletter- We are now working on the Sumner Issue of the Current issues newsletter . The next issue of the newsletter will go out by June-end . End-Use Survey- NCPA recently mailed 600 commercial and 1500 res - idential end-use surveys to our customers . NCPA has received an exceptional response with 52% on commercial and 65% on resident- i al . Conservation Ground Source Heat Pump Pilot Project- The GSHP Steering Committee ' s Site Analysis Subcommittee has completed the field analyses of potential participant ' s site suitability for the pilot . We are currently developing cost-estimates for each of the 17 potential participants . We expect to select the final 6 applicants for the pilot by early June . The Committee is currently discussing low- interest financing with local banks for the financing of these type of projects (GSHP) . At least one bank is considering special financing ,just for pilot participants . Western Area Power Administration (WAPA) and TDPUD will be implementing a GSHP/Energy Efficiency training program in Truckee May 25-27 . Our customers have been invited to view the exhibits Free of charge and have the option of participating for $25/day . 1 encourage Board members to participate as they can (no charge) . e are waiting to hear about our joint applications with the Sacramento Municipal Utilities DiStrict ( SMUD) for grant monies from the California Energy Commission( CEC) and the Department of Energy ( DOE) to implement a GSHP monitoring and evaluation program . The proposal has already made it through a few committees and is close to the final decision -making level . Energy Surveys/High Bill Assistance- We have conducted 1 commercial , 18 residential energy surveys and provided on - site assistance to 4 customers regarding their concern over " higher" than normal energy bills . Water Quality/Conservation Program- There has been a good response from the Truckee Elementary School for water quality and conservation presentations at the PD . Three kindergarten classes came between April 29 and May 4 . First graders are expected to be visiting us mid -May . Energy Efficiency Partnership- Coordinating the development of the new Chamber site for the demonstration of energy and water efficiency . The Chamber is expected to move in by mid -June and the energy and water efficiency measures are expected to be retrofitted into the building by year-end . Employee Safety Training- Continuing research on the possibility of TDPUD doing its own comprehensive safety training program . Health & Exercise Program- Finalizing the program proposal . We have asked Tahoe- Forest Health Promotions Staff , Janet Brady , to advise us on how to set a baseline for health improvements i this program is approved for implementation . Holzmeister Support Services Staff Report for April From Kathy Neus BUILDING AND GROUNDS 1- Line crew repaired two outside light fixtures . 2-- Made room in the yard for Zintek (Electrical Contractor) . 3- Raglen Air Balancing came and balanced the air flow upstairs . They found that the final air duct needs work; two air handlers are fighting each other. VEHICLES 1- The vehicle mechanic attended a class on air brakes . 2- A fiberglass repair was done on vehicle #10, a member of the line crew accidently raised the hook and it went into the fiberglass boom. 3- The heads were replaced on Unit 16 , the generator truck. There was no damage to the valves . 4- The B. I .T. program was completed on vehicles #3, #10, #18, and #34 . PURCHASING AND WAREHOUSING 1- Still gearing up for the upcoming season. Increasing inventories and cleaning up yards . Relocated racks in the yard for easier access of materials . METER READERS 1- The meter readers are current, no routes were estimated for the month of April . 2- This month the meter readers have started their annual seal verification program. It has been a relatively quiet month in all areas . There have been minor emergencies with toilets and miscellaneous items throughout the building. There have been no vehicle emergencies .
