TDPUD CODE CH PTER 4.48
WHEREAS, the Injury and Illness Prevention Program adopted by the State of California
effective July 1, 1991 and District Code Chapter 4.46 adopted December 30, 1992
requires the District to administer a comprehensive and continuous occupational injury
and illness prevention program for all employees; and
WHEREAS, it is in the interest of the District and its customers to promote employee
wellness as a means to control use of sick leave, to control medical insurance costs and
to help avoid job-related illness and accidents; and
WHEREAS, an employee wellness program through Tahoe Forest Hospital has been
developed;
NOW, THEREFORE, BE IT RESOLVED by the Board of Directors of the Truckee Donner
00 Public Utility District that the attached policy, TDPUD Code of Policies, Chapter 4.48,
Employee Wellness Program, is hereby adopted effective this date.
PASSED AND ADOPTED by the Board of Directors at a meeting duly called and held
within the District on the 17th day of October 1994 by the following roll call vote:

EMPLOYEE WELLNESS PROGRAM

4.48.010 Policy - It is the policy of the District to promote the wellness of its employees
as required by the Injury and Illness Prevention Program Act adopted by the State of
California effective July 1, 1991, and in compliance with the District's IIPP adopted
December 30, 1992. (See Code Chapter 4.46.) It is also in the interest of the District and
its customers to promote employee wellness as a means to control use of sick leave, to
control medical insurance costs and to help avoid job-related illness and accidents.
4.48.020 Program Components -- The Employee Wellness Program will consist of the
following components: a) Health risk appraisal; b) Activity groups; c) Awareness
programs; d) Lower back pain seminar; e) Autolseatbelt safety program; f) Incentive
program.
4.48.030 Participation by Employees- Participation by employees in Wellness Program
activities is strictly voluntary.
4.48.040 District Liability - Employees who wish to participate in Wellness Program
activities and events sponsored by the District will be required to sign a waiver of liability
holding the District harmless of any responsibility.
4.48.050 Use of District Time - Employees will be allowed to participate in the following
programs and presentations during District time: Health screening; awareness/health
education seminars; lower back pain seminar/workshop; automobile driver's safety.
Employees will not be able to use District time for the following activities: Day hikes;
healthy meals program.
4.48.060 Confidentiality of Employees' Medical history - Employee medical records
are strictly confidential and will be shared by the employee and Tahoe Forest Hospital
personnel only. TDPU❑ staff will not have access to any information obtained through the
TFH health screenings.

During the past month, 1 spent considerable time working on issues relating to bulk power
supply. Following is a brief overview of my activities.
1. SPPCo issues
On October 6, 1 met with representatives of SPPCo to work
toward resolving our contract issues. Tom Green of NCPA
and our District Engineer, Steve Hollabaugh, participated in
the meeting. We discussed transmission, emergency support
services, partial requirements services and contract terms. We
are now waiting for a specific proposal from SPPCo. SPPCo
appeared, from their statements, to be willing to provide the
services we are requesting. However, we need to see their
proposal.
2. Truckee River Operating Agreement (TROA)
Pat Sutton and I continue to represent TDPUD on the
Truckee River Basin Water Group as it works toward adoption
of the TROA. My particular involvement is primarily in the
areas of future water consumption needs in Truckee and
determination of well standards. I am working with a sub-
group of water purveyors to provide advice to the larger group
and to the California Department of Water Resources. The
larger group has been meeting twice each month and the
sub-group meets once each month, along with many phone
calls and memos being faxed back and forth.
3. ord onstruction and leaking sewer la erals
I met on October 5 with representatives of Ford Construction,
Truckee Sanitary District and SEA Engineers to try to resolve
our long-standing contract dispute. More meetings will occur
before that very difficult issue is resolved.
4. Bud et re aration
I am working with our five department heads on preparation
of a 1994 budget. For the next three weeks, I plan to put a lot
of other issues on hold while I spend many hours on the
budget.
5. Preparation for MOU bargaining
Our MOU with the employee union expires on December 31,
1994. l have been working with the management group and
Cooperative Personnel Services to develop a list of issues to
discuss during the meet and confer process. The District and
Union have exchanged letters indicating a desire to begin the
meet and confer process. I will be discussing this issue with
the Board in early November.
6. NCPA Annual Meeting
Jim Maass and I attended the NCPA Annual Meeting in
Monterey. As it turns out, we spent most of our time talking
with Bob McDiarmid, Lisa Dowden and Tom Green regarding
our "good faith transmission request"to SPPCo. The fact that
we were all in Monterey made it easier to conduct that
particular piece of business.
We also took advantage .of the fact that Washington Water
Power was represented at the meeting. Jim Maass and I
discussed our transmission request with WWP staff and the
nature of our relationship with SPPCo. We hope our
discussion helps WWP understand the TDPUD point of view.
7. Board and staff meetings
During the past month l have worked with staff to prepare two
Board packets and I have chaired weekly management group
meetings. The issue relating to fire protection and our water
system took quite a bit of time.

ADMINISTRATIVE SERVICES: October, 1994 STAFF REPORT

1995 BUDGET PREPARATION:
During the last month, I completed the department budget with the assistance of the
department staff. I have been working on reviewing all the department budgets for
missing items or inconsistencies. Peter and I will be spending most of the next two
weeks compiling the budget and putting it into final form.
METER CARDS:
As time permits, Julie DeAngelo has been keying all of the information on the electric
meter cards into the computer for the Electric Department. She is about half way
through this project. This information has always been updated manually in the past.
In the future, all new meter purchases, transfers, removals, and testing activities will
be recorded on the computer rather than on the cards.
Most of the water meter information has already been keyed into the computer. When
Julie is done with the electric meter project, she will verify that the water meter files
are complete. She will then move on to the transformer records.
TRAINING:
We have purchased some training videos (Windows, Lotus 123 and Word Perfect) and
a small TVNCR to show the videos. The TVNCR will be placed next to a computer.
As the video runs, the employee follows the instructions on the personal computer. It
is our goal to upgrade the personal computer skills of all of those employees that use
personal computers to perform their work.
COMPUTER OPERATIONS:
Earlier this year, we installed the Equipment Management system. A couple of
months ago, Kathy, Lenna, .Joan A. and myself, went through the program operations
and identified areas that needed improvements. We made up a list and sent it to
Orcom. Orcom Systems has just provided us with an update to the software. Updates
fix program problems or deficiencies and provide program enhancements. We hope
to install the upgrade either tomorrow or Monday.

During September, Steve, Sue, .Joan A. and l went to the annual Orcom Work Order
Users Group meeting in Bend, Oregon. Orcom is coming out with their new AS400
version of the Work Order software. Many of their other clients using their work order
software were at the conference. We reviewed the new software in detail and made
recommendations for additional changes. The new software is far superior to the
System 36 version which we have been using since 1987. Steve went with us so that
he could become familiar with the work order programs and would be able to meet
with the Orcom programmers and engineers from other utilities.
We also reviewed the Fixed Asset software. I have proposed that we purchase this
software during 1995. It is an automated system to track capital improvements. We
are currently tracking the District's assets (plant in service and equipment) manually.
It is very time consuming. We believe that an automated system will streamline the
process. It will also help us to provide better and more timely information to our
auditors.
We will also be getting an update to our Inventory software shortly. We will not be
able to upload it until Support Services completes the inventory count. I think it is
scheduled later this month.
POWER OUTAGE BONUS:
During our recent power outage, there was a silver lining. One of the customers that
called in to tell us that their power was out, happened to be on one of our write-off
lists. Mark spotted the name, called the customer back, and set up a payment
agreement with them. Good going Mark!
CUSTOMER SERVICE ACTIVITY:
Activity has been fairly slow in the front office. Two of our employees have taken their
vacations this month. Since activity has been relatively slow, everyone has been able
to stay current. When I asked staff about the activity in the department, they said "it's
the calm before the storm." Ski lease transfers will start coming in shortly.
BILLING:
The billing department is current and on schedule.
ACCOUNTING:
Accounts Payable, Payroll and General Ledger/Budget work is all current and on
schedule.

N" ATER QUALITY:
See attached bacteriological report .
Mailed 25 Letters to local businesses with backflow devices
scheduling them for inspection and testing.
PUMP OPERATIONS:
Traditionally water demand drops about 30% after Labor Day and
continues to fall until Christmas . This year is no exception.
This allows us the opportunity to begin turning off our
ismaller wells for extended periods of time so that the water
levels can recover.
The SCADA system continues to experience minor bugs, SA
Engineering has been responsive in clearing up the problems .
1 am continuing negotiations with the representatives from the
Raley ' s, and Hopkin ' s estates to work out Distract
acquisition of the well sites at Hirschdale and Boca Sierra
Est . (Glenshire Drive) . The representative from Raley ' s has
made a fairly unusual request which has caused me to pursue
alternative access routes into the well site .
The system improvements in Prosser Heights are nearing
completion. The tank is being painted, the underground
portions of the project are finished with the exception of the
vault for the altitude valve. Both pump stations are up and
the street has been paved.

MAINTENANCE, REPAIRS & NEW CONSTRUCTION:
The water service to Dependable Tow was successfully bored
across West River Street without disturbing the road way and
avoiding the contaminated soil . After weighing the options
available I chose to hire Curtis and Sons from Mindon Nevada
to attempt the crossing with a 4"diameter Pneumatic mole
that punches a hole through the soil without removing any
material . The Pneuma-gopher was stopped by impenetrable
bolders on the first four tries . The fifth attempt went all
the way across to the receiving pit . This was a very cost
effective method of putting in the service and may have other
applications in the future.
September is traditionally a very busy month in preparation
for winter. The Water Dept . Staff responded to 37 U. S .A.
location calls .
District personnel installed 28 new residential services, 1
multi-residential service and upgraded 10 existing services .
Staff repaired 3 leaks and replaced 2 service laterals .
our contract day labor crew repaired 13 leaks and worked
with staff to replace 85 ' of badly deteriorated 6"
main line on Swiss Lane.
Sears Construction is nearly complete with the water line
replacement projects in Tahoe Donner and Sierra Meadows .
WATER PLANNING DEPAR i T�LNT:
In addition to the list of active new construction projects
that Mike has been working on he made a trip to the State
Department of Water Resources in Sacramento to collect
information to begin building our data base for the Ground
Water Management Plan. We now have well Logs for the nearly
200 wells within the proposed management area.

Attached is the " Summary of Bacteriological Water Quality" report
for the month of September 1994 .
The September portion of the report shows that all 34 distribution
system samples were free of coliform bacteria. The report also
shows that 32 source samples were free of coliform bacteria .
The district has met the State ' s drinking water standards for the
month of September .

SCADA UPDATE
We had communication problems with Donner Trails Booster Station
receiving from Soma Sierra Tank and transmitting to both
Northside Booster Station and Donner Creek Well . This was an
ongoing problem, 1 believe has been corrected. During the last
week of September all stations were communicating. Matt
continued to update and eliminate "bugs" from the system. 1 gave
SCADA demonstrations to all interested employees .

WATER QUALITY
Water samples were taken the four tuesdays of the month. Routine
daily rounds were made, taking chlorine residuals throughout the
system. Water samples were also taken at Southside Well ff2 .
STATION MAINTENANCE
Cupola roof screening was completed at Pinnacle, Stockholm,
Falcon Point and Innsbruck tanks during the month. There were
several other small items completed from the report by Jess
Morehouse . We repaired the starter contacts for the small
booster at Sitzmark Station. The motor and bad starter contacts
were replaced at Ponderosa Hydro Station and a new back up motor
was ordered. New gate posts have been installed at both
Armstrong and Glacier Tank sites . Repairs were made to the entry
door at Donner Creek Well . I monitored and made changes through
SCADA due to the continued decrease in demand on the water system
after the Labor Day weekend. I have included a graph of water
production with each month' s total for 1994, through the end of
September.
PROSSER HEIGHTS/NO OTHER WAY
The water tank was erected and painting has begun. Construction
has started on the well building. No Other Way has been paved to
the tank site.

PLANNING SERVICES DEPARTMENT ACTIVITIES
SEPTEMBER 1994
New Construction
Development Agreements - Working with 18 new developments this
year . Continuing to work on 16 developments carried over from
the 1993 construction season . The majority of these developments
are planned for completion in 1995 .
New Construction Services - Completed the processing of 31 new
applications for electric service and completed 27 permanent new
construction services and 21 temporary power hook- ups . Completed
orders for 31 water hook-ups and 10 water service upgrades .
Work Order Processing- The accounts receivable conversion has
been successfully completed . Preparation is beginning now for
the work order conversion . Sue attended the annual Orcom Work
Order User ' s Group Conference . Staff provided support for the
conversion of Southern Pacific ' s transfer of services over to
TDPUD . Development and billable work orders are continuing to be
closed as they become complete .
Communications
Newsletter- The Fall issue of the Current Issues newsletter is
in final form and will be printed for distribution in late-
October . The feature article will be on the current activities
of the Ground Source Heat Pump pilot project .
Spanish Brochure- Planning Staff has been working with Creative
Concepts to develop an informational brochure written in Spanish
on TDPUD and it ' s operation . Maria has provided the English to
Spanish translation for the brochure .
End -Use Survey- NCPA has completed a draft of the residential
survey findings . They have completed the collection of
commercial end-use data . The residential report is expected to
be completed by late-October and the commercial report by
November .
Conservation
Ground Source Neat Pump Pilot Project- The GSHP Steering
Committee is planning GSHP installations for 8 participants in
the pilot program . The units will be installed in the October/
November timeframe . Another manufacturer donated a GSHP
unit( Econar) . The areas represented include : Donner Lake , Tahoe-
Donner , Prosser , Olympic Heights , and Sierra Meadows .
GSHP Grant Funding- TDPUD and SMUD have received a final draft
contract from the California Energy Commission ( CEC ) . The
contract is expected to be ready for signature in November . The
grant money will be used to implement the monitoring and
evaluation of each utility ' s perspective pilot programs . The
Department of Energy ( 60E ) has not Trade a decision as of yet to
® provide TDPUD and SMUD with $20 , 000 grant monies for the pilots .
Energy Surveys/High Bill Assistance - Staff did not have any
energy survey requests or high bill complaint activity this
month .
Energy Efficiency Partnership- Coordinating the development of
the new Chamber site for the demonstration of energy and water
efficiency . The incorporation of the energy and water efficiency
Treasures are expected to be retrofitted into the building by
year -end . The Chamber received the donation of a 0round Source
Heat Pump from Carrier Corporation in addition to their pilot
site donation . The unit has been installed along with all new
duct work by Environmental Control Specialists in Truckee .
Bertram Drilling will be installing the loops/heat exchangers at
the Chamber in October .
Low- Income Weatherization Services - Staff attended a workshop
August 26 in Sacramento regarding Senate Bill ( SB) 1601 which
requires public utilities in the State of California to file a
plan with the CEC regarding low- income weatherization services by
December 1 of this year . SB 1601 requires public utilities to
provide service area electrically heated low- income person ' s
homes with weatherization services if the services and their
application are deemed to be "cost-effective" . Several NCPA
member utilities have asked NCPA Staff to look into SB 1601 and
prepare a proposal that would involve evaluating the cost-
effectiveness of providing these services in each utilities
service areas as well as the preparation of the plan itself .
Energy/Water Showcase Program- TDPUD has applied to participate
in the California Energy Commission ' s (CEC ) Water Energy
Efficiency Showcase Program . If we are chosen to participate .
TOPUD will be one of a hand full of models of Water System energy
efficiency in California . For participating , the CEC would help
us improve the energy efficiency of our water system above its
current level through technical and other assistance . We would
also receive recognition for our involvement . TDPUD ' s Staff met
with Ken Henderson , CEC , on August 30 to discuss TDPUD ' s
potential participation in the Showcase Program .
Employee Safety_
Wellness Program- The TDPUD/NRECA Wellness Program proposal has
been developed for the Board ' s review . Staff has developed a
health screening and measurement plan with the help of Tahoe-
Forest Health Promotions Staff , Janet Brady . We propose to
submit a Wellness Program application to NRECA for a 6% discount
on medical insurance . This would result in a cost savings of up
to $15 , 000 to TDPUD for 1995 .

BUILDING AND GROUNDS
1. Joe Straub and Steve Wallace moved and arranged the furniture in the
Accounts Payable Office.
2. Steve Wallace changed the office hours on the front door to reflect the new
hours (from 8:00 AM - 4:30 PM to 8:00 AM - 5:00 PM).
3. Quotes were received for routing, cleaning, filling cracks and sealing the
customer and employee parking areas. The low quote was from a
contractor located in Grass Valley; it was in order. The work was performed
on a Saturday with no interruption in business.
4. All the linoleum floors were stripped of wax, scrubbed and re-waxed.
PURCHASING AND WAREHOUSING
1. Joe has been working in the yard, cleaning and arranging for winter, making
sure there aren't too many obstacles for snow removal.
2. Joe drilled and assembled underground electrical boxes in a special
configuration as per Ron Reynold's request.
VEHICLES
1. The 8.1.T. was completed on vehicles #3, #10 and #34; no major repairs
were necessary. B.1.T. was also done on trailers #13, #82, #83 and #86.
2. I'm still working with OrCom on fine-tuning the reports generated by the
Equipment Maintenance Program (cleaning up the clutter and making the
reports more specific to the District's needs).
METER READERS
1. Once again, the Meter Readers are current in their readings and no books
have been estimated.
2. The Meter Readers have completed their seat verification for the year and
now they need to follow--up on their findings.
BUDGET
Preparation of a draft budget for the Support Services Department was a priority during
the past several weeks.

AGENDA ITEM
September was another productive month for the Electric Department With the snow season
rapidly approaching, contractors have been in a rush to either start or complete projects prior
to the bad weather. Our crews have been kept busy meeting that demand.
During September the line crew installed a pole and transferred primary conductors to facilitate
the installation of circuitry to supply power to the new NO Other Way well off Alder Drive. The
new TSD building was energized with three phase power, and the Wolfe Estates underground
project was completed as far as we can at this point in time. Additionally, facilities at Hill Top
were upgraded and several poles either removed or replaced. In the Donner Lake area along
Reed Ave., secondary facilities were upgraded. Elsewhere, within the system, several
transformers were installed to supply new customers and primary lines supplying power Into
the Coachland area were upgrade to three phase. Downtown, repairs were made to the
lightning arresters and fused cut-outs on the underground primary feeding the post once.
With regard to the Mattis #k3 project, Harker& Harker completed the civil portion of the project
and is currently installing the underground conductor. The project is progressing on schedule
►Mth no problems at this time.
Steve Hollabaugh attended a training session in San Diego on the new ACAD system and Jim
Wilson attended a training session on meter testing in Seattle.
Tyre following is a list of projects undertaken by the substation and meter departments:
Three commercial services at Deerfield Plaza
Installed a transform-er=rated meter at Ponderosa Golf Course
Installed a transformer-rated meter at the elementary school portables
Inspected several commercial installations for code violations and safety violations
Made repairs to motors within the Ponderosa Hydro Booster Station
Wbrked on totalized metering at three well sites
Investigated pump control problems at a station in Tahoe Donner
Fabricated gates for the read into Mattis Substation
Wbrked on the transformer information filing system
Prepared scrap transfomners for shipment and disposal
Removed old commercial metering from the SP RxR track heaters
Assisted in preparing budget
The service crew completed sixty service orders and the department responded to thirty-three
underground facility locates.
On September 9th, high winds in the Truckee area caused several outages . At Donner Lake,
a large tree fell across secondary lines causing an outage of approximately tM hours in
duration to ten customers. In Tahoe-Donner a tree fell and contacted primary lines breaking
two insulators and creating an outage of, again, approximately tvuo hours to thirty customers.
