RESOLUTION NO 9441 OF . THE TR CKE: DONNER PUBLIC UTILITY .DISTRICT DECLARING CERTAIN ELECTRICAL EQUIPMENT SURPLUS AND ISSUING A GALL FOR BIDS WHEREAS, staff has determined that certain electrical equipment is no longer required for any purpose by the District, NOW, THEREFORE, BE 1 T RESOLVED by the Board of Directors of the Truckee Donner Public Utility District as follows: 1. That the equipment described in the attachment hereto is surplus, and the General Manager of the District is hereby authorized to advertize and sell the items in "as is" condition in accordance with District Code Section 8.20.010.. 2. Sealed bids will be accepted up to the hour of 2:00 P.M. on Wednesday, February 1, 1995, at which time they will be publicly opened. Bids must be signed and placed in a sealed envelope marked "Surplus Electrical Equipment," and accompanied by a deposit for 10% of the bid amount. 3. The selected bidder will be required to pay for and remove the equipment within 15 days of being noticed of the award. PASSED AND ADOPTED by the Board of Directors at a meeting duly called and held within the District on the 21 st day of November 1994 by the following roll call vote: AYES: Aguera, Jones, Sutton and Maass. Holzmeister, General Manager SUBJECT: Monthly report ;During the past month, a few big items took a great deal of my time and other items played a lesser role. Pre aration of 1995 Budget One of the big items that took up my time during the past month was the 1995 Budget. ft is now in draft form and ready for the Board to deal with it. SPPCo issues ® Two other items that received a great deaf of my attention were the power supply and Glenshire issues. These items will continue to be high priorities for me during the next couple of months. A great deal of work remains before we have fully restructured our relationship with SPPCo and NCPA. Also, a great deal of work needs to be done with respect to the customers in the Glenshire portion of our service territory. MOU bargainingissues 1 have spent time during the past month organizing issues for discussion with our employee union. During December, l expect to spend considerable time in the meet and confer process. Truckee River Operating Agreement The Truckee River Basin Water Group continues to meet each month and Pat Sutton and 1 are attending these meetings. The group is developing a definition of a well to clearly establish that our wells do not draw water from surface sources. The group is also struggling with the mechanism by which it formalizes its existence. Our Board will probably be asked to consider executing a memorandum of understanding under the terms of which we become a formal member of the Truckee River Basin Water Group. Gooseneck Ranch Ron Parr of Gooseneck Ranch has asked us to move forward with annexation of their property into our District. Keith Sauers has begun the process of preparing annexation paperwork and this item will come before the Board soon for discussion and authorization. Meetincus During the past month, I have prepared Board meeting agendas, chaired weekly management team meetings and conducted an all-employee meeting. Hoizmeister AD MINISTRATIVE SERVICES: November, 1994 STAFF REPORT Submitted by Mary Chapman, November 17, 1994 i 1995 BUDGET PREPARATION: As you know, the 1995 Draft Budget is complete. It's always very hectic when we are trying to pull the whole thing together. Most of my effort went to doing this. COMPUTER OPERATIONS: ,loan Antonucci has uploaded the updates to the Equipment Management and the Inventory software applications. Lenna will carefully review the changes made and the work that she processes to make sure that the software is all working as it should. We will then review the list of problems that we were having and the suggestions for improvements to see if there are any items pending. CUSTOMER SERVICE ACTIVITY: Customer service activity has picked up. Many ski lease transfer requests have come into the front office for processing. Currently, the bulk of the transfers requested are scheduled for November 23, December 1 and 2. There are many others scattered throughout the month of December. BILLING: The billing department is current and on schedule. ACCOUNTING: ,Accounts Payable, Payroll and General LedgerlBudgeting are all current and on schedule.,, ur We are close to completing the October financial reports. Rick Blumenfeld from Arthur Anderson & Co. will be here Monday morning. This will be a planning meeting to identify the work that our staff needs to .do to prepare for the audit. I have identified and created files for 85 backflow devices located within the District . I have divided them into two categories, spring and fall . All locations that have one or more devices installed on an irrigation system will be tested in the spring as they are activated. All other devices, ie , fire suppression systems, medical facilities etc . will be tested in the fall . In implementing an annual test cycle for all backflow devices and to complete the Districts files I have offered to perform the first test at no charge to the customer. This gives me an opportunity to inspect, test and photograph the device (s) and installation, as well as accomplish some public relations work. The response has been very favorable, in October I tested 13 devices at 9 different locations . PVFP OPERATIONS Water production for October was 76 . 8 million gallons from all sources including Hirschdale. If you look at the 17 Year History Graph and the last Three Year Production Graph in the report prepared by Pete Marcovich you will see that we are experiencing a "normal" season. The system improvements in Prosser Heights are nearly complete. The Hydro Station has passed disinfection and will be operable very soon. All paving was completed before the first snow and is of very good quality. We will pay close attention to it in the spring and summer watching for blistering. Staff members located some missing valves and upgraded the tank drain outlet at Ponderosa Palasades Hydro. MAINTENANCE, REPAIRS & NEW CGNSTRUCTIGN: NTew construction activities continued through out October with 28 new service hook-ups . In addition to the new service hook-ups, District personnel installed 13 residential services up grades, one 4" commercial service upgrade with an 8 service manifold and performed 2 mainline taps for commercial projects . Staff repaired 7 leaks and responded to 40 U. S .A. calls . There were no major problems in October resulting in a very quiet time for the on call personnel Sears Construction main replacement projects in Tahoe Donner and Sierra Meadows are complete. I am very pleased with the quality of this contractors work. Tahoe Donner residents in particular are usually quite vocal about having their property and streets disturbed. Throughout the course of this project, with the exception of only a few minor customer related problems the response that I have received is that Sears Const . was efficient, professional and courteous at all times . Report - October 1994 Attached is the " Summary of Bacteriological Water Quality" report for the month of October 1994 . The October portion of the report shows that all 34 distribution system samples were free of coliform bacteria. The report also shows that all 22 source samples were free of coliform bacteria . The District has met the State ' s drinking water standards for the month of October. "A" and "B" wells indicate man--.in-station status continuously and do not total the run. times . The tape back up has yet to be installed and the dialer needs to be put on lane . Updates on the SCALA system and data base are ongoing. Staff has reported they are eztreme, ly satisfied with the operation of the portable and the system in general . WATER QUALITY Water samples were taken the four tuesdays of the month. Routine daily rounds were made, taking chlorine residuals throughout the system. PROSSER HEIGHTS/NO OTHER WAY Painting continued on the water tank throughout the month. The interior is nearing completion. The exterior has been completed with the exception of the camouflage coat. The paving was completed at all sites . Final portions of water line were tested and passed. The hydro station tank was disinfected, flushed and has passed water quality. The station should be on line soon. We are waiting on the sub-contractor to complete the electrical portion. TRUCKEE DONNER PUBLIC UTILITY DISTRICT PLANNING SERVICES DEPARTMENT ACTIVITIES OCTOBER 1994 New Construction Development Agreements - Working with 22 new developments this year . Continuing to work on 10 developments carried over from the 1993 construction season . The majority of these developments are planned for completion in 1995 . New Construction Services - Completed the processing of 35 new applications for electric service and completed 28 permanent new construction services and 18 temporary power hook- ups . Completed orders for 28 water hook-ups and 13 water service upgrades . Work 'Order Processing- As the year end approaches , Development and billable work orders are continuing to be closed as they become complete . Annual construction projects eligible for facilities fee reimbursements are being closed and processed . Communications /Education Newsletter- The Fall issue of the Current Issues newsletter is currently being distributed . The feature article is on the current activities of the Ground Source Heat Pump pilot project . Spanish Brochure- Planning Staff has been working with Creative Concepts to develop an informational brochure written in Spanish on TDPUD and it ' s operation . The brochure will be ready for distribution by mid -November . End-Use Survey- NCPA has completed a draft of the residential survey findings . They have completed the collection of commercial end - use data . The residential and commercial report are expected to be completed by year-end . Regional Science Bowl - Western Area Power Administration has invited TDPUD to co- sponsor Tahoe Truckee High School in a Regional Science Bowl . TDPUD has sent an invitation to Tahoe Truckee science and math teachers to participate in this event . Attached is information about the Regional Science Bowl ( s ) . Conservation Ground Source Heat Pump Pilot Project- The GSHP pilot project is going well with the heat exchangers/ground loops and loop to heat pump tie- ins already installed at all 9 pilot site locations . The final installation of all 9 pilot site systems is. planned for completion by December . The areas represented include : Donner Lake , Tahoe- Donner , Prosser , Olympic Heights , and Sierra Meadows . GSHP 'Grant Funding- TCPUC and SMUD have received a final draft contract from the Califcrnia Energy Commission ( CEC ) . The contract is expected to be ready for signature in December . The grant money will be used to implement the monitoring and evaluation of each utility ' s perspective pilot programs . The Department of Energy( DOE ) has not rude a decision as of yet to provide TDPUD and SUD with $20 , 000 grant monies for the pilots . Energy Surveys /High Bill Assistance- Staff completed 1 commercial and 3 residential energy surveys . Staff also responded on- site to 2 " high" bill complaints . Energy Efficiency Partnership- The incorporation of the energy and water efficiency measures are expected to be retrofitted into the Chamber building by Spring , 1995 . The Chamber received the donation of a Ground Source Heat Pump from Carrier Corporation in addition to their pilot site donation . The unit has been installed along with ail new duct work by Environmental Control Specialists in Truckee . Joe Suter Construction Company will be providing the excavation services for the installation of a horizontal ground loop at the Chamber . Driscollpipe is donating all the ground loop materials required for the installation . Precision Thermal Technology of Truckee will be installing the ground loop . Sha -Neva is donating the loop bedding material ( sand ) . Al Pombo is providing the trucking of the sand . Low- Income Weatherization Services - Staff attended workshop August 26 in Sacramento regarding Senate Bill ( SB ) 1601 which requires public utilities in the State of California to file a plan with the CEC regarding low- income weatherization services by December 1 of this year . SB 1601 requires public utilities to provide service area electrically heated low- income person ' s homes with weatherization services if the services and their application are deemed to be "cost-effective" . Several NCPA member utilities have asked NCPA Staff to look into SB 1601 and prepare a proposal that would involve evaluating the cost- effectiveness of providing these services in each utilities service areas as well as the preparation of the plan itself . Energy/Water Showcase Program- TDPUD has been selected to participate in the California Energy Commission ' s (CEC ) Water Energy Efficiency Showcase Program . For participating , the CEC would help us improve the energy efficiency of our water system above its current level through technical and other assistance . The irrigation water was shut off and the trees were tied up in preparation for winter. 3. The old water telemetry system (UES) holes were taped, textured and painted to match the existing walls. The old telemetry room was cleaned up; Pete Marcovich is now using the space for the new SCADA system. PURCHASING AND WAREHOUSING 1. The warehouse and yards were cleaned and material consolidated in anticipation of the annual inventory count. 2. The annual inventory count has been completed All related adjustments have been made. 3. A tire rack was built in the shed in order to clear space for the Electric Department's wire trailer. This way, the trailer is ready to go at a moments notice. VEHICLES 1. The B.I.T. was completed on three Electric Department vehicles; only minimal repairs were necessary. Maintenance on all vehicles requiring a 3,000 mile service inspection have been completed. 2. With this month's staff report, 1 have included a Schedule of Required Maintenance.
