Glenshire Mutual Water Company Air ort District Attached is a memorandum describing plans for Glenshire Mutual Water District to develop a well on Airport District property. 2 . Electric Services to TTSA Please review the attached memorandum dealing with the topic. Sierra Pacific Power Co. has been busy in our territory attempting to make deals. 3 . Donner Lake Utility Company It appears that at least temporarily the sale of Donner Lake Utility Company to Del Oro Water Company has been denied. Please see the attached memorandum. 4 . In-House Electrical Engineer Please see the memorandum from me and Bob Quinn. The topic deserves some serious discussion. 5. Trainin our Supervisors Please review my attached memorandum. We are about to take our revitalized management system to the supervisory level of the organization. I need to get ready for that phase. 6 . Holzmeister Subject: Glenshire Mutual Water District/Tahoe Truckee Airport District I attended the July 27 , 1993 meeting of the Airport Distract Board of Directors. The agenda contained an item for discussion of a proposal from the Glenshire Mutual Water District. My curiosity was piqued. Ball Whitner, General Manager of Glenshire Water made a presentation. Following are key points. 1. The Water District has identified a piece of land in the northeast corner of airport property where they want to drill a test hole. SEA are their engineers on this project. 2 . They hope to find enough water to sink a 1, 000 GPM production well. 0 They would need a 30 foot by 30 foot site for their well and turbine. The building would be 8 feet by 10 feet. They think they will need to drill down 900 to 1.000 feet. 3 . They approached Teichert first, but Teichert leases their land from Sanford Trust, Bank of California. The owners refused to deal with Glenshire. 4 . Members of the Airport District Board asked questions about their liability, the potential for contaminating the groundwater, insurance, hold harmless clause, overdrafting the basin, the possible effects on TDPUD well , and so on. The Airport District wants their attorney to take a look at all these issues. 5. The Airport District members asked for a financial proposal from Glenshire. They are talking about a lease and they see this as a potential revenue generator for the airport. They talked briefly about a twenty year lease. 6. Bill Whitner said he needs to talk to other landowners about easements to get the water to Glenshire. He said they need to go about 1 1/4 to 11/2 miles from the well to the Glenshire subdivision. 7 . The Board took no action. They want to receive a proposal from Glenshire dealing with money. They said they would want a meeting with all interested parties including TDPUD. Holzmeister Subject: Electric Services to TTSA I received a telephone call from Craig Woods on July 27 , 1993 - Craig had two matters on his mind. 1. Craig says they are having a problem with voltage fluctuations. He says his staff has investigated the problem and all indications are that the problem is on the TDPUD system. Bob Quinn, Wayne Cummings and Ken Weekly are working on the problem. Our indications are that the problem is within the TTSA plant. I told our staff to work with TTSA staff in their plant until the real problem is found and corrected. 2 . Craig' s second issue is his electric bill . ,Tim Reidy, a Sierra Pacific Power Company engineer has made a study of TTSA electric bills and says he can save them 25 percent if they take power from Sierra Pacific Power Company. Craig wants to meet with me to talk about services from Sierra Pacific Power Company, or a rate reduction from TDPUD. I need to talk to the Board about Sierra. Pacific Power Company' s aggressive program in our service territory. Holzmeister Subject: Proposed sale of Donner Lake Utility Company As you will recall, the California Public Utility Commission is considering a petition to authorize sale of Donner Lake Utility Company to Del Oro Water Company. It seems that the Administrative Law Judge has denied the petition. I do not have many details; I will pursue the matter further. I do not believe that the sale is now a dead issue. There is a chance for Donner Lake Utility Company and Del Oro to salvage the deal. Holzmeister Subject: Staff Electrical Engineer Attached is a memorandum from Bob Quinn regarding our need for an in-house electrical engineer. I would like to expand on Bob' s thoughts. I believe there are several reasons why we should consider employing an electrical engineer. > 1. During 1992 and 1993 , we spend a considerable amount of money getting electrical engineering services from R.W. Beck. Beck is a fine firm, but the majority of tasks they perform for us could have been performed in-house if we had an engineer. We could have performed those tasks more quickly in-house. During 1992 we could have reduced our reliance on Beck by $45,780 for system maintenance and development agreement tasks . We could have reduced the Beck tasks on the system master plan by $10, 000 by performing much of the field work in-house. Through June of 1993 we could have reduced our reliance on Beck by $38, 000. The point I wish to make here is that employing an in-house engineer will have virtually no financial impact on our budget. We will be trading dollars from our consulting services budget to our staff salaries budget. 2 . There are some tasks that we are not handling well, or not handling at all because we lack in-house expertise. I am trying to do business with Sierra Pacific Power Company and NCDA on the transmission issue. I feed I am in over my head. I would benefit by having an engineer on staff to help me deal with these issues. i would send the engineer to every NCDA technical committee meeting. We are hearing from customers from time to time who have problems on their side of the meter. our policy has always been to tell the customer we will not help them on their side of the meter. I believe we should change that policy. We need to be more helpful when our customers have problems, especially in light of the efforts being made by Sierra Pacific Power Company to offer assistance to our customers. 4 . We have identified through our master plan process several system improvements we wish to undertake during the next five years. An engineer will help us keep that process orderly, and can help us draw up specifications and perform contract management and inspection services. 5. our water system is complex and relies on electrical equipment to be productive. A staff engineer could help us design a maintenance program for our water system equipment. We are currently using an electrical engineering firm in Sacramento to support Keith Sauers in the design of auxiliary power generators for the water system. An in-house engineer could have performed that task. I would place the staff electrical engineer organizationally within the electric operations department, under the supervision of our Electric Superintendent. This is a matter that deserves some discussion by the Board. I suggest it be referred to the electric committee. STAFF ENGINEER It is becoming more apparent that the electric department has a definite need for an in-house electrical engineer. Technical questions arise routinely and outside consultants are utilized regularly. The following is a List of some of the reasons to justify an in-house electrical engineer: Reduce the need for outside consultants Provide technical support for the planning of projects Liaison with consultants on major projects Liaison and professional support with NCPA and WAWA Support with environmental reviews Design review and technical support for SCADA Training of other staff and operation of CAD system Technical support for the substation section of the dept . Load calculations and evaluations Technical reports and equipment specification writing Joint pole agreements System mapping Technical assistance for the planning services manager Technical assistance for the water superintendent Technical assistance for the electric superintendent Technical assistance for the general manager In the past year TDPUD has spent $600,022 . 03 for outside professional services . While outside consultants will still be a. necessity in some instances, a substantial percentage of their use can be eliminated with a staff engineer. This will reduce costs and provide a batter service to our consumers .m.he electric planner' s current salary is $54 , CG0 and I would recommend a salary range in the neighborhood of $48 ,000 to $55,000 , annually for this individual . No additional office space would be required as this position was anticipated in the remodeling of the second floor. No vehicle would be required for this position. Holzmeister Subject: American Management Association Course The Management Team, consisting of me and the five department heads, have been engaged in a training program to bring an advanced and consistent system of management to the District. We started by holding two sessions with Bob Rausch where we clarified our mission and discussed a basic definition of the role of a management team. We then, acting as a group, took an American Management Association course on using a performance appraisal process. We purchased this course from the American Management Association and used the tapes and workbooks to learn an entire management system including goal setting, clarifying emplovee work standards, coaching and counseling, performance record keeping, and performance appraisals. Our next group task will be to attend a one day course in Reno on how to set up and manage self-directed work teams. This course is scheduled for August 27th in Reno. At the conclusion of that course we will need to take our system to the next level of the organization which is the working foreman and other supervisory staff. That group is a key to implementing our management system. They need to be in step with the process. As General Manager I will spend time with that group during the rest of 1993 conducting sessions with them much as I have done with the department heads. We will involve Bob Rausch and we will use some American Management Association courses that can be purchased and studied as a group in house. Much of the material I am using comes from the American Management Association. I have developed respect for their materials. To help me make use of their materials I would like to attend a course they are holding in San Francisco in September. It is entitled "Training the Trainer" . We identified a problem relating to productivity, employee security, group cohesiveness. We decided to improve to methods do more. T have involved febeen closely with rvision. We have been doing training. We need h he process. "Training the Trainer" covers such topics as managing the training functions, effectively presenting the training program to the organization, fundamentals of an effective presentation, audiovisual techniques, using self-designed visuals, task analysis for training program development, how to set measurable, realistic performance standards, defininindividual erformance levels, why for the organization, rds are necessary for should determine standards. The total cost, including registration, meals, lodging and travel will be $2 , 000. There is money in the budget for this activity. Community Presentations Water Presentation As part of the District's on-going effort to involve the community in water quality and awareness, Julie Gage spoke to about 30 children from Discovery Pre-school. They watched a video about water conservation and received balloons, stickers, and coloring books. They also had a short tour of the PUD building and had a chance to see the telemetry board.
