December is frequently a month with a great deal of unproductive time. The holidays temporarily
take their toll on projects. However, this past December was an exception. . . . much was going on.
1. NCPA: During the past month l worked with the NCPA staff and managers of the other
NCPA member utilities to reach agreement on the partnership with ENRON. We also
worked on the power sales agreement between NCPA and TDPUD. l am now spending
about three days a month in Roseville dealing with NCPA issues and l spend about one day
a month in my office on NCPA matters. Almost 20% of my time is spent on NCPA and
power supply matters, but that is where most of our money is involved.
2. FERC: During the past month l worked with Bob McDiarmid and Lisa Dowden to get the
District's petition for declaratory order filed at FERC. This matter relates closely to the
• NCPA issues. We expect a quick response from FERC.
3 IBEW.- The Union has not yet acted on the renewal of the MOU. iBEW Business
Representative Dennis Seyfer asked me to clarify the District's position regarding the
vacation schedule, which/have done. I also spoke with Dennis about the required drug and
alcohol testing policy which we need to implement immediately to comply with federal law.
We need to move forward on this quickly.
4. Facilities fees: / spent time during the past month working with Sauers Engineering to
finalize a draft water master plan and facilities fees options. l think we are close to resolving
this issue.
5. Awards dinner: During December Susan Craig and / worked to arrange the annual
awards dinner. We think those who attended enjoyed the evening.
6. Water Superintendent: l have begun to screen the applications we received for the
position of Water Superintendent. We received over 120 applications and we are still
considering 27 of them. l am working with staff to select approximately eight candidates to
interview.
7 Public information program: Scott and l are working on the specifics of the public
information program that we will implement during the first half of 1997. Our focus is on
deregulation, the NCPA/ENRON/TDPUD partnership, key accounts and employee training.
I also think we need to find a way to talk about how reliable our electric and water systems
have been during the severe weather we have been experiencing in Truckee this year.
