February's weather eased somewhat and allowed the electrical crews to get back to some
semblance of normalcy. We are at the time of year when attention can be given to
maintenance of the system and to that end the following projects were worked on:
In the Armstrong Tract, crews worked to eliminate open-wire secondary and installed
triplex secondary conductor. Facilities were re-arranged on poles to accommodate
adding transformers to serve vacant lots. Hardware and fixtures were examined for
serviceability, tightened, and replaced where necessary.
Along Ute Drive, at the west end of Donner Lake, primary conductors were reconfigured
on the poles to eliminate an inordinate number of outages. Customers in this area had
been experiencing outages whenever heavy snows or high winds hit the area. By
changing the type of construction, outages in this area should be minimal.
In the Tahoe Donner area, along Stockholm Way, crews again re-configured lines to cut
down on the number of outages in this area due to heavy snows and high winds.
Additional work will be required in this area.
Crews patrolled portions of the electrical system inspecting for G.0.95 infractions and
making repairs where required. This would include installing guy guard, high voltage
signs, and repairing ground wire molding. Winter weather takes its toll on these items
and state laws dictate we keep current on these inspections.
Additionally, during February:
Mattis Valley substation experienced a regulator failure. This created an emergency
situation in that the voltage to our customers could not be regulated. This matter was
brought to the Board for an emergency declaration and a replacement unit was
purchased from PG&E in Emeryville.
Crews attended a drug and alcohol training session to begin the implementation of our
mandated drug and alcohol screening program.
i1 chaired a meeting of the California Electrical Superintendents Committee.
l attended a meeting of the Utility Coordination Group which is comprised of the local
utilities and the Town.
• l attended a 2 day meeting of the G.O.95/128 Rules Committee in Reno. This committee
meets to review and recommend any needed or proposed rule changes and as a
member, the District has a vote on the rules that apply to our electrical system.
l assisted in the I.B.E.W. negotiations with Peter.
In addition to assisting the line crew, the service crew completed 6 service orders and 19
underground service locates (USA's).
Steve and the substation crew continued work on the installation of the SCADA system.
At this time we are receiving data from the various stations on the new system, the link
between NCPA and ourselves is in place, and when work on the NCPA end is completed
data will be available for real-time monitoring for power purchasing by NCPA. This
portion of the SCADA project should be completed within the next month.
