S C A DA_ Eric Sandell informs me that S & A Engineering has submitted reams of paper to an insurance carrier to secure errors and omissions insurance. They first tried to insure just ourproject but found no insurance carrier was interested in that arrangement, so theyneed to insure their entire practice. That, in turn, requires S&A to submit information about all their jobs and it is taking some time. We hope to be ready by the next meeting. As you can see, the report shows that all of the 37 samples taken within the District's distribution system were free of coliform bacteria, and met the State's drinking water standards. Is involved in difficult work on highly technical problems and participates in the formulating and enacting of District policies. Exercises a considerable degree of decision making involving the analysis of fact and circumstances and must be able to modify procedures where there is no precedent. Supervises the staff of the Water Operations Department and is responsible for control of costs and achieving results. Has regular contact with District employees, customers and consultants requiring tact and diplomacy. Engages in moderate to heavy physical exertion during a period of emergency and is exposed to extreme environmental conditions on an occasional. basis. EXAMPLES OF WORK 1. Prepares departmental budget for submission to General Manager. 2 . Plans, directs and reviews the work of subordinates engaged in water system operation, maintenance, repair replacement, and new construction. 3 . Develops organization methods and procedures for efficient operation. 4 . Maintains appropriate records and makes reports to the General Manager on the condition and needs of the water system. Chairs departmental meetings and attends management 5. meetings chaired by the General Manager. Attends Board meetings to present information as requested. 6. Informs the General Manager of the status of the water system and conveys mission statement to subordinates. 7 . Participates in drafting standards for water system materials, and enforces District material, construction, water quality, safety and personnel_ policies. QUALIFICATIONS REQUIRED Possession of a high school diploma or equivalent. At least seven years of thorough experience in water system operation, maintenance, repair and replacement, supplemented by courses in supervision, budgeting and management. At Least three years experience at the working foreman level or equivalent. Possession of a California Department of Health Services Grade 3 Water Treatment Operator License. Thorough knowledge of the principles and practices of water system operation and maintenance and construction standards and practices. Thorough knowledge of water system facilities including production, transmission and distribution systems. Thorough knowledge of federal and California water quality regulations. Thorough knowledge of safety standards, the use of hand tools, power tools, heavy equipment and materials used in water system operation maintenance and construction. Performs diversified duties utilizing extensive knowledge of substation equipment, and occasionally performs a wide variety of duties involving general knowledge or difficult work on highly technical problems. Exercises considerable degree of decision making requiring the analysis of fact and circumstances. May exercise supervision, on an occasional basis, over one or two other employees. Has regular contact with District management, other departments, consultants and outside agencies requiring tact and diplomacy. Engages in moderate to heavy physical exertion on a regular basis and is exposed to extreme environmental conditions. EXAMPLES OF WORK 1. Substation inspections including changing of meter charts. 2 . Maintenance of batteries for all substation apparatus. 3 . Use of testing instruments, typically volt meters, ammeters and other testing devices. 4 . Performs switching and other related duties. 5. Prepares and maintains records pertaining to substation operation and electrical apparatus maintenance. 6. Assembles, repairs, installs, tests and maintains substation and line apparatus. 7. Draw oil samples from substation transformers for analysis. 8 . Accountable for transformer inventory and recommends additional purchase of transformer stock. 9. Oversees removal of unusable transformers. UALIFICATIONS RE UIRED Possession of high school diploma or equivalent. At least five years thorough experience at journeyman level in electric utility trade as lineman or substation related field. Supervisory experience and/or courses in supervision. Thorough knowledge of principles and practices of electric substation power system operation and maintenance. Thorough knowledge of maintenance and repair principles and practices of utility electrical apparatus. Thorough knowledge of safety standards G095, 128 , Title 8 of WATER OPERATIONS SPECIALIST NATURE OF WORK Under general supervision of the Water Operations Foreman, maintains and operates water pumping systems; telemetering type alarm systems; automatic motor and valve control systems ; preparation of routine reports, computer generated record keeping as necessary. Performs diversified duties involving extensive knowledge of the principles and practices of water system operation and maintenance. Exercises considerable degree of decision making requiring the analysis of fact and circumstances. May supervise up to a three member crew. Has occasional contact with district customers. May engage in moderate to heavy physical exertion. EXAMPLES OF WORK 1. Makes inspections and performs preventative maintenance on water machinery, controls and equipment. 2 . Takes and records readings of gauges, meters and charts. 3 . Maintains and performs manor repairs of pumps, motors and other equipment. 4 . Handles gas and liquid chlorine and maintains chlorine injection equipment. 5. Confers with superiors regarding work, planned and in progress, and make recommendations regarding methods to be used. 6. Performs other related duties as required. QUALIFICATIONS REQUIRED Possession of a High School diploma or equivalent. A minimum of three years experience as a Water Service Technician, or five years of increasingly responsible experience with water system operation and maintenance and continuing education courses related to same. Thorough knowledge of safety standards. Considerable knowledge of the principles and practices of water system operation and maintenance, and construction standards and practices. Considerable knowledge of the use of hand tools, power tools, heavy equipment and materials used in water system operation, maintenance, and construction. Takes eater source and distribution system samples on a weekly and quarterly basis depending on the type of samples. 2 . Prepares monthly bacteriological summary reports and monthly status report on the source and distribution system. 3 . With respect to water quality issues, acts as liaison for District with other agencies and community groups; makes . minates educational materials. public presentations and disse 4 . Administers cross-connection control program, makes internal inspections and tests in-service devices; reviews new construction projects plans for compliance. 5. Responds to customer complaints related to water quality; assists customers in answering water quality related questions. 6 . Attends to state water reporting requirements, including water quality monitoring results, and assures that District is meeting its sampling and reporting requirements. 7 . Ability to operate a personal computer using spreadsheet and word processing applications. Possession of a Grade 2 Water Treatment Plant operator' s License. Possession of a AWWA Certification as sackflow Prevention Device General Tester and AWWA Certification as a Cross Connection Control Specialist typically within one year of appointment. Possession of a valid Department of Motor Vehicles Class C driver' s license. Ability to perform light to moderate physical activity. DEVELOPMENT SPECIALIST NATURE OF WORK Under general supervision of the Director of Planning and Engineering, performs diversified duties involving general knowledge of utility planning and engineering. Exercises a considerable degree of decision making involving the analysis of fact and circumstances. Has regular contacts with customers and employees and consultants of the District requiring considerable tact and diplomacy. Occasionally engages in light to moderate physical exertion and works in an office environment and occasionally in the field. EXAMPLES OF WORK 1. Meets with District staff, developers, consultants, legal counsel and other agencies in the preparation of development agreements; prepares contracts for construction. 2 . Prepares documents to maintain compliance with California Environmental Quality Act for District construction projects and various contract documents for project funding. 3 . Advises customers of District requirements as well as explaining policies, procedures and fees for each development. 4 . Maintains development agreement files to insure that all required exhibits have been provided by developers and insures that fees and deposits have been paid. 5. Prepares quitclaim deeds and grant deeds as well as general abandonment of District easements when requested by customers or required for the development. 6. Performs other related duties as required. OUALIFICATIONS REQUIRED Possession of a high school diploma or equivalent. Knowledge of water and electric system technical terminology and legal contract terminology. Ability to operate a personal computer using spreadsheet and word processing applications. Possession of a Grade 1 Water 'Treatment Plant Operator' s License typically within one year of appointment. Ability to make arithmetical computations rapidly and accurately; analyze data and draw logical conclusions. Possession of a valid Department of Motor Vehicle Class C driver' s license. Ability to perform light to moderate physical activity. WORK ORDER SPECIALIST NATURE OF WORK Under general supervision of the Director of Planning . and Engineering, performs repetitive and routine tasks using various procedures and performs diversified duties involving extensive knowledge of water and electric work order accounting functions . Exercises a moderate degree of decision making involving the use of judgement and the analysis of fact and circumstances. Has regular contact with customers and Finance Department employees requiring tact and diplomacy. Occasionally engages in light to moderate physical activity and works in an office environment. EXAMPLES OF WORK 1. Assigns work order and account numbers to approved work order projects. 2 . Reviews monthly work order ledger sheets to determine their accuracy and prepares monthly progress billings. 3 . Reviews work in progress, and completed construction and retirements for variations from estimates. 4 . Tabulates and prepares journal entries for closing projects to the accounting system and to plant in service records. 5 . Prepares customer billings and follows up on collection of unpaid balances . 6 . Assists customers by answering billing questions and resolving billing errors. 7 . Maintains and files work order records. 8 . Performs other related duties as required. QUALIFICATIONS REQUIRED Possession of a high school diploma or equivalent with at least five years of accounting experience. Sufficient formal training in cost accounting may substitute for two years of experience. Relevant experience in working on a computer. Knowledge of business letter writing; business English including vocabulary, correct grammatical usage, punctuation and spelling. Ability to type 40 words per minute; compose letters and reports; make arithmetical computations rapidly and accurately; coordinate work and solve problems; prepare and maintain construction accounting records and reports according to an established system; analyze data and draw logical conclusions. Possession of a valid Department of Motor Vehicles Class C driver's license. Ability to perform light to moderate physical activity. Electrical Safety Orders. Trained in first aid and CPR. Thorough knowledge of the use and care of hand tools, power tools, heavy equipment and materials used in substation operation and electrical apparatus maintenance.
