A. Truckee Incorporation Feasibility Analysis
Please review the attached letter from Angus N. McDonald. Mr.
McDonald has been retained by Nevada County LAFCo to study the
feasibility of incorporating Truckee. He has an appointment to
meet with me at 10: 00 AM on Wednesday, September 18 . Board members
are invited to attend.
George Ticknor spoke at Rotary on September 12 about Mr. McDonald€ s
task. George said that the local group, Planning for Tomorrow in
Truckee, has gone on record as favoring an incorporation plan that
leaves all of the special districts as they are. George went on to
say that under the law, LAFCo must address the status of the
special districts in any feasibility study for incorporation of a
city.
Our Board has taken no formal position on city incorporation. our
Board ha I believe, expressed the idea that our Distract should
remain i .:. pendent of city government. I think I can make a
reasonable argument in favor of our District remaining unchanged.
By the way, the PTT committee is meeting with Mr. McDonald on
Monday evening in the Truckee library.
B. water ouality Report
Attached is the water quality report for the month of August.
C. Cheap Supply of Gas
The enclosed article from the August 26, 1991 issue of Public Power
Weekly is enclosed for your information. The Gas Research
Institute is predicting that natural gas prices will be low for the

next 20 years.
iD. Miscellaneous Work in Progress
As you may have noted, our agenda is rather short this time.
District staff is busy working on several projects and reports
which are not yet ready for presentation to the Board. Until we
get these items taken care of we will not be able to bring new
issues before you for consideration. So, our agendas may be brief
for the next few meetings. Following is a very concise list of the
things we are working on and a quick status report.
1) Organizational _Structure -- We are still working on
job descriptions and talking among staff to make sure
everyone knows what we are doing had has an opportunity
to comment.
2) Contract leak repair - We are polishing up some
language for submission to John Phelps.
3) 1992 Budget - Department heads are assembling budget
estimates.
4) Memorandum of Understanding - I am meeting with the
Union negotiating committee and we have greatly narrowed
the issues. However, the remaining issues are the big
ones.
5) Employee safety _ The safety committee and I are
reviewing a draft Illness and Injury Prevention Program
and a Hazard Communication Program in order to comply
with Cal/OSHA requirements.
6) Emergency Response Plan - The Board has directed us
to prepare an emergency response plan; so has Cal/OSHA.
The Board' s idea of such a plan is to guide us in
restoring service to our customers during an outage.
Cal./OSHA wants a plan guiding our response to an
emergency relating to injury to an employee. We will
work on both of these plans. However, I need to get back
to a full compliment of employees to do a good job with
these plans.
7) survey of District owned-Property and Equipment -- The
Board has asked for a comprehensive listing of PUD owned
property and equipment. We have such a list for our real
estate. Susan Craig prepared it several years ago. We
still need to pull together our listing of equipment.
Again, I need to add to staff before I can do a good job
of finishing that task.

Our committee should meet soon to begin review of it.
9) com ietion of office space U stairs - 1 am working
with Dale Cox to get the upstairs completed so we can
reorganize our work space.
10) State Mandated Fees -- T am pulling information
together on all the new state mandated fees so the Board
can have a full discussion of the picture that is
emerging.
11) Water Meter Law - We how have a copy of SB 229
requiring the installation of residential water meters.
it does not require that the meters be read. We have
$662 , 000 in a restricted fund to install meters. AB 1600
says any money collected after January 1, 1989 for meters
must be spent on meters or returned to the customers. We
need to discuss carefully what we will do with respect to
meters.
12) Transfers from Aggpisition Fund to General Fund -
Mary Chapman has written to both Rick Blumenfeld and Sean
Tierney for their comments on our handling of payments to
contractors.
13) Arbitrage Rule - Mary has also written to Sean
Tierney for a clear answer to our obligations under the
arbitrage rule in our certificates of participation.
14) Fundin source for Booster Pum Station - Mary is
reviewing the documents setting up various restricted
funds that 1 have proposed to use in construction of the
Northwoods Booster Pump Station.
15) SMUD Public Hearing Advertisements - Susan Craig is
waiting for a response from SMUD regarding their practice
of using vicinity maps along with public hearing notices.
We may want to incorporate this procedure for District
public hearing notices.

Dear Mr. Bommer:
My office has been given the assignment by the Nevada County Local Agency
Formation Commission to evaluate the feasibility of the: Truckee area incorporating as a
city. The adopted LAFCo guidelines require that a full range of governmental
alternatives be considered, including the possibility of the city directly providing public
services that are currently being provided by your District.
I would appreciate the opportunity to meet with you early in the study to be sure that I
understand fully the issues and alternatives that must be dealt with. I am mindful of the
fact that your District serves a two-county area and that a change in the status quo
could produce very significant impacts.
I have scheduled a field visit during the time period Monday, September 16 through
Wednesday, September 18, in the Truckee area. I would like to to schedule an
appointment with you during that time. Glynnis Stevens, my research assistant, will be
calling your office to arrange a convenient time.
You may want to invite members of your staff or members of your governing body to
the meeting. This is entirely your decision.
I am enclosing a suggested agenda for our meeting. If there is material that I should
read before our meeting, please send it to me as soon as possible.
It would be very helpful to me if I could receive in advance of our meeting any of the
following documents that are available:

Subject: Monthly Bacteriological Report - August 1991
Attached is the "Summary of Bacteriological Water Quality" report
for the month of August, 1991.
As you can see, the report shows that all of the 28 samples taken
within the District's distribution system were free of coliform
bacteria, and met the State's drinking water standards. In
addition all of the 30 samples taken at the District's sources were
also free of coli.form bacteria.
