DEFINITION OF THE PROBLEM
1. Fare - unable to move emergency vehicles
2 . Problem at Jack Shell
3 . County - could not remove snow
4 . CHP - Gridlock - too many vehicles on weekends/holidays
5. TSD - limited time to get to pump stations - heavy flows
G. TDPUD - stuck in traffic
7 . CalTrans - vehicles abandoned on I-80
S . 3 , 200 vehicles/hour - in half when chains (capacity of I-
80)
9 . Lots of cars in closure - no place to put them
10. Local community closes down
11. County - lack of emergency response plan
12 . Housing of people in schools
13 . Tahoe Forest Hospital - needs utilities on - needs
ambulance service - needs supplies - linen, drugs
14 . Elective can become urgent
15. Stranded people walk around in hospital
16. Difficult to move patients out
17 . Airport - need to move emergency vehicles to airport

HOW AFFECTED
1. Community Care - cannot help people - they are stuck, too
2 . Ambulance - cannot move
3 . Tahoe, Reno all stop here
4 . No time to deal with life threatening situations
5. On ski weekends, 30 minutes from squaw to TFH
6 . something must be kept open
7 . Cannot get out of Armstrong Subdivision - road plugged
8 . Main problem - abandoned vehicles (300 vehicles in
storage)
9. Cannot plow until vehicles removed
10. Tow vehicles cannot get through
11. Buses/trucks abandoned in slow lane
12 . White-out closes I-80 for short periods
13 . Convoying to keep speeds down to avoid accidents
14 . Information plan for those in traffic
15. Weather forecasting
16. If 1--80 is closed - say so
17. Turn traffic around before Truckee - back to Reno
18. Traffic will stall come to Truckee from Squaw, Alpine,
Northstar, Tahoe City
19 . CalTrans cannot rent parking space
20. When I-80 is eliminated, there is no circulation
21. Through Deerfield will improve circulation
22 . Should emergency vehicles receive a priority?
23 . Who has authority to react to situation?
24 . CalTrans has people in various regions
25. CalTrans has an emergency operations plan for storms on
holiday weekends

26. Easy to plan - hard to implement when things happen on
summit - bus drivers try to U-turn and close road for two
hours
27 . Sheriff and CHP understaffed
28 . The problem is here and gone before extra people can
arrive
29 . CalTrans adds lots of extra staff
30. Nevada County Sheriff needs more men and vehicles
31. Need more tow trucks
32 . Throw a party at recreation center
33 . Sierra Bible Church will house stranded people
34 . Emergency plans need to be coordinated
35. A group needs to come together to work on an emergency
plan
36. CalTrans does not declare emergencies - it is a health
matter
37 . People from Bay Area travel in shorts, tennis shoes - for
them it can be threatening
38 . We are still growing - problem will. worsen
39 . Need more people and roads to handle growth - will not go
away
40. Too many cars in Truckee -- keep them out
41. Tell people in Tahoe City, Kings Beach, Squaw Valley,
Northstar, Alpine Meadows that Truckee is closed
42 . In America, you cannot force a driver to go to Reno
43 . Inform ski areas that there is a problem and ski areas
will get ward to them
44 . Stop vehicles before Truckee - Verdi - CalTrans will
close the road - must be in California
45. Nevada has the same problem
46 . By the time 1-80 closes, Truckee is already gridlocked.
What do we do with the people in Truckee?
27 . The problem is every weekend

48 . Need more .lanes of roads
49 . Gridlock will occur even when the summit is open - we
cannot send people to Reno
50. People are getting bad information about road conditions
and then get stuck
51. Give 4 x 4 and chained vehicles their own lane (hard to
enforce)
52 . Keep the signs accurate
53 . Check trucks and buses for chains
54 . Ban trucks on major weekends
55. Truck docking facilities open on Monday morning, so
trucks travel on Sunday
56. Open 7 days per week - spread it out
57 . No money to expand I-80 lanes in Truckee
58 . I-80 is closed when there are white-outs and accidents

PUBLIC INPUT
1. What causes gridlock? The CalTrans chain control?
2 . If snow is forecast, 16 trucks are on the road - 8 at
night/8 during day
3 . Is there a fine for abandoning a vehicle in a travel
lane?
4 . If you have a vehicle towed in a storm it costs hundreds
of dollars
5. Putting up chain control is a touchy thing - it is bumper
to bumper already
6. CalTrans using less salt
7 . Getting the information out is important
8 . California drivers want to drive anywhere at any time
9. Educate people on how to behave in a storm
10. CalTrans is developing more information services -
telephone messages
11. Who distributes information? Bug station, Chamber
12 . Where is the business community?

WHAT IS THE NEXT STEP?
1. Work with Chris Chandler' s office
2 . It may take a decade to get money for road improvements
3 . Prioritize - Fire District sees protection of life as
highest priority
4 . Work on coordinated emergency plan
5. Do not give up on money - problem will get worse in ten
years
6. When does I-80 become overloaded? 3 ,200 cars/hour in dry
conditions
7 . Would state limit trucks during certain hours? Trucks
are part of interstate traffic
S . Fire District - let' s work on our Truckee problem when
the people arrive; let' s not try to solve CalTrans I-80
problem
9 . Hear a presentation by CalTrans on what procedures will
be followed when 5-80 is closed so we can plan
